                                     JOB DESCRIPTION



GENERAL DEFINITION OF WORK:

Chief Executive and Operating Officer of a 24 bed detention home responsible for all aspects of
the facility and detainee care; performs difficult professional and administrative work planning
and directing the operation of the facility; does related work as required. Work is performed
under the general supervision of the Chairperson of the Commission.

TYPICAL DUTIES:

Responsibilities include establishing and maintaining all custody, security, and control measures;

Hiring and managing all personnel;

Identification of staff training needs and implementation of all training required by regulatory
agencies;

Development and oversight of all aspects of the Home's financial integrity;

Implementation of policy and development of procedures in various areas including housing,
treatment, custody, and security;

Ensuring compliance with various regulatory and judicial bodies and with the Standards for
Interdepartmental Regulation of Children's Residential Facilities;

Representing the facility to the Department of Juvenile Justice, the courts, local governments,
and the public;

Responsible for the day-to-day oversight of the facility; direct supervision of five staff and
supervision of thirty-five staff;

Implements operational and personnel policies and recommends new or revised policies to the
Commission Chairperson.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of philosophy and objectives of the Detention Home. Thorough knowledge
of effective management principles and practices, including principles of personnel
administration, budgeting, risk management, and policy development. Thorough knowledge of
the Juvenile Justice System and a working knowledge of Juvenile and Domestic Relations Court
law. Working knowledge of adolescent development and programs available to Detention Home
detainees. Ability to analyze complex problems and to make decisions. Ability to gather and
interpret information. Ability to organize, coordinate, and supervise the work of others. Ability to
maintain effective working relationships with employees, the public, and other private and public

sector organizations. Ability to communicate effectively orally and in writing. Working
knowledge of computers and software including project management, financial, and word
processing applications. Ability to make prompt, sound, and wise decisions within constraints
imposed by the courts and regulatory agencies.

EDUCATION AND EXPERIENCE:

Master's degree in criminal justice, institutional management, human services, public
administration or a related field, with three years full time paid work experience in a residential
facility and four years full time paid work experience in an administrative or supervisory capacity
for a total of seven years experience; OR baccalaureate degree in criminal justice, institutional
management, human services, public administration or a related field, and five years full time
paid work experience with children in a children's residential facility and four years full time paid
work experience in an administrative or supervisory capacity for a total of nine years experience.


PHYSICAL REQUIREMENTS:

Must have the use of sensory skills in order to effectively communicate and interact with other
employees and the public through the use of the telephone and personal contact. Possess the physical
ability to effectively use and operate office equipment, such as, computers, calculators, copiers, and
fax machine.

SPECIAL REQUIREMENTS:

Must possess a valid Virginia Driver’s License.
