CITY OF CERRITOS REQUEST FOR PROPOSAL ART PIECE FOR THE CERRITOS SCULPTURE GARDEN

I. REQUEST FOR PROPOSAL (RFP)
Introduction: The City of Cerritos is seeking proposals for an original site specific art piece for the Cerritos Sculpture Garden. The proposal will form the basis of a contract between the City and the awarded artist to provide a completed and installed sculpture, mosaic, or other outdoor art piece to be enjoyed by the community. Submission Date: Proposals must be submitted by 5:00 p.m. on Friday, October 12, 2007 to Josephine Triggs, City Clerk/Treasurer, City of Cerritos, P.O. Box 3130, 18125 Bloomfield Avenue, Cerritos, CA 90703. Information: Questions concerning this RFP should be directed to Kathleen L. Matsumoto, Assistant City Manager at (562) 916-1303. The City of Cerritos Fine Arts and Historical Commission and the Assistant City Manager/staff liaison to the Fine Arts and Historical Commission will be responsible for recommending the artist/artwork for City Council approval. II. BACKGROUND
The City of Cerritos, California dedicated the Cerritos Sculpture Garden on March 11, 2006. It is situated on approximately 1.25 acres within the Civic Center Plaza. The garden was designed to stand as an art piece on its own, with a number of landscape architectural features and a diverse selection of plant materials to give artistic form and texture to the setting. The garden was created with both intimate spaces and spacious open areas with the intention that sculptures would be added over a period of time. It is meant to be an inviting place to experience art, nature and peaceful contemplation. When the garden was designed, it was planned that the site would accommodate approximately 20-25 pieces of sculpture. To date there are three installations, and the Fine Arts and Historical Commission has directed staff to seek a fourth work of art through the “Open Call” process. The three installations of art are (1) the Cerritos Air Disaster Memorial by Kathleen Caricof, (2) Statue of Freedom (replica of the statue that is installed on top of the Nation’s Capitol) by Michael Maiden, and (3) The Elements – Earth, Wind, Fire and Water by Jane DeDecker. The City of Cerritos is seeking an original work of art that will enhance the diverse public art collection, which can be seen on the City’s website at: www.ci.cerritos.ca.us/gallery/artwork.html.
The artwork must be made of a durable material or combination thereof as defined in the Cerritos Municipal Code, Section 22.94.020, that will last through time and be in a size and in proportion to the selected location within the garden. Ideally, it should be a minimum of five feet in height and require minimal maintenance. The artist may recommend a site within the garden, however, the City of Cerritos reserves the right to determine the final placement of the artwork. The approved budget is $75,000 for the completed artwork and installation (amended 8/17/07). III. CONTENT OF THE PROPOSAL
Twenty copies of the following should be prepared in an 8 ½” x 11” format: A. Completed artist identification page, including resume, biography and list of exhibitions, if any (Attachment 1). B. Colored rendering of proposal. (An applicant can submit two proposals for consideration.) C. A line drawing indicating the dimensions of the art piece and any of the improvements suggested and shown in the rendering (i.e. fountains, walkways, etc.). D. A narrative description of the design. If any forms of symbolism are used as an element in the proposal, please describe the meaning. E. An artists’ statement which communicates your thoughts in the development of the proposal. F. At least three examples of previous artwork, completed or proposed for consideration (preferably in color). G. Any other supplemental information that you would like to submit. H. A CD containing JPG files of the color rendering, line drawing of proposal(s), and examples of previous work that can be used for a PowerPoint presentation. (CDs will not be returned.) IV. EVALUATION PROCESS
All proposals shall first be evaluated by the Fine Arts and Historical Commission and the Assistant City Manager for artistic merit and completeness. The Commission shall select the top candidates for further consideration and personal interview; after which time a recommendation will be made to the City Council for final approval. The City of Cerritos reserves the right to reject all proposals.

Proposal deadline. Fine Arts and Historical Commission review of all submittals to create a short list of artists. Artists’ presentations/interviews with the Fine Arts and Historical Commission – artist selected for recommendation to the City Council. City Council review/approval of Fine Arts and Historical Commission recommendation of artist and artwork. City and selected artist execute contract for artwork. Artwork installed.
