Purpose: To transmit State policy and guidance regarding WIA Partner collaboration

Background: The Workforce Investment Act requires the State to assure coordination of and avoid duplication
among Workforce Development System partners. Memorandums of Understanding are the primary means for
coordinating the services of the One-Stop partners. MOU’s may also contain agreements to address the State
imposed requirements, including Partner Collaboration, for the statewide workforce investment system. This
policy provides the direction to facilitate this process and to establish minimum requirements on which to base
future policy development. The Kansas State Workforce Development Board will review Local Area
implementation of this policy after one full program year and will consider modifying individual Local Area
requirements at that time. Local Area Planning instructions described the goals and objectives for policy
compliance.

Overview


WIA emphasizes full and effective partnerships between One-Stop partners to ensure seamless, customer-
focused workforce development services.

Definitions

Partners: Any service provider located in or connected to local One-Stop Workforce Centers, Workforce
Center satellite offices or community-based access points.

Policy Requirements for Collaboration

The State of Kansas requires Local Area Boards to assure their One-Stop Operators provide seamless, timely
and customer-focused services to job seekers and other members of the public accessing services in the Kansas
Workforce Development System. To this end, each Local Area Board must develop policies and procedures
directing One-Stop Operators to establish mechanisms and methodologies for Partner Collaboration. These
policies and procedures must include, but are not limited to, the following:


   1.Regular, meetings, no less than monthly, with all partners to address service delivery issues, scheduling
      issues, MOU modifications and State and Local Policy implementation.
   2.Procedure for recording attendance at Partner meetings.
   3.Procedure for recording Minutes of Partner meetings
   4.Policies and Procedures for Partner non-compliance of this policy.


Local Plan Requirements


Local Areas must establish the policies, procedures and schedule for Partner Collaboration in their WIA Local
Area Plans.
