                 F. BICYCLE PEDESTRIAN ELEMENT
                                 Updated March 14, 2006
The MPO has defined its role in long range bicycle and pedestrian planning as limited to two
activities, so as not to duplicate or conflict with local governments’ bicycle and pedestrian
planning efforts. One is to identify bicycle and pedestrian facility improvements that are needed
along state highways and to adopt a financially feasible plan for retrofitting bicycle and
pedestrian improvements along state highways were no highway improvement projects are
planned. The other is to review local governments’ bicycle and pedestrian facility plans and
identify any inconsistencies or discontinuities that should be corrected at their borders or where
county roads penetrate cities.

Table F-1, pages F-2 to F-3, lists the bicycle and pedestrian improvement projects on state
highways where no highway improvement projects are called for in the 2030 highway element
that are included in the 2030 Bicycle Pedestrian Element. It also identifies which of the projects
are financially feasible by 2030 and which are designated contingent upon additional funding.
The locations of the projects are shown on the map provided as Figure F-1, page F-4.

The available revenue forecast includes the funds already set aside in FYs 2007/08-2009/10 in
FDOT’s work program, for which no projects have yet been programmed through FY 2009/10,
in addition to the $18,456,550 (in 2005 dollars) that will become available from FY 2010/11
through FY 2029/30 by continuing to set aside $1.5 million annually, as recommended in the
2030 financially feasible highway element. Deflated to 2005 dollars, the total amount available
through 2030 is $22,866,506. The estimated cost of implementing all the projects in Table F-1
amounts to $33,090,826, leaving a shortfall of $10,818,345.

It should be noted that while the first 14 projects in Table F-1 are ranked according to the 2005
Bicycle/Pedestrian Box Priorities that were adopted by the MPO on August 24th, after project #
21 the rest are not in any specific order.

The projects shown shaded in Table F-1 are projects that were included in the 2020 bicycle
pedestrian element. The projects in the unshaded rows (located on page two of Table F-1) are
new projects that were identified during the development of the 2030 bicycle pedestrian needs
assessment.

The remaining needed bicycle and pedestrian improvements along state highways that are
recommended for construction when state highway improvement projects identified as
financially feasible in the 2030 highway element are undertaken are identified in Table F-2.
(page F-5). The locations of these projects are also shown on the map in Figure F-1.

Bicycle Pedestrian Element


The MPO noted that projects might be moved between Table F-1 and Table F-2 if it made any
changes to the state highway projects that are designated financially feasible in the 2030 highway
element.

The MPO approved Table F-1 and Table F-2 initially with a reduction of the annual set-aside
for bicycle and pedestrian improvements of $1,117,000 to balance the highway element.

This left a balance of $2,725,207 which the MPO directed staff to finance the following
additional projects in Table F-1:

   •    [21] Colonial Blvd (SR 884) from 500' E of Metro Pkwy to the existing bike path (bike
        Path, north side);

   •    [28] Metro Pkwy (SR 739) from US 41 to Six Mile Cypress Pkwy (sidewalks, east
        side);[37] SR 82 (Dr. Martin Luther King Blvd) from Michigan Link to Ortiz Ave
        (sidewalks, north side);

   •    [38] SR 82 (Dr. Martin Luther King Blvd) from Ortiz Ave to Park Eighty Two Drive
        (sidewalks, both sides);

   •    [39] SR 82 (Dr. Martin Luther King Blvd) from Ortiz Ave to Park Eighty Two Drive
        (bike Lanes, both sides);

   •    [58] SR 739 (Metro Pkwy) from 1800' north of Winkler Ave to Hanson St (sidewalks,
        both sides).

The following projects had to be moved from Table F-2 to Table F-1 as a result in the changes
in the financially feasible highway element due to the slippage of programmed projects to after
FY 2009/10 in FDOT’s Draft Tentative Work Plan:

   •    [61] US 41 (North Cleveland Avenue) from Verano Dr (Durden Parkway extension) to
        the Charlotte County Line (bike paths, both sides);

   •    [62, 63] Pine Island Rd (SR 78) from Cultural Park Blvd to Del Prado Blvd (bike path on
        north side and sidewalk on south side).

On the other hand, the sidewalk projects along US 41 (North Cleveland Avenue) from the
Caloosahatchee River to Stockton Street were moved from Table F-1 to Table F-2 because the

highway improvements between the river and Diplomat Parkway were indeed financially
feasible if combined with the bridge widening and financed as a package with toll revenues.

The following projects also were added to Table F-2 as a result of the slippage of the
corresponding highway projects in FDOT’s Draft Tentative Work program:

        •   [72] SR 739 (Metro Parkway) from US 41 to Six Mile Cypress Parkway (bike path,
            west side);

        •   [73, 74] SR 739 (Metro Parkway) from Six Mile Cypress Parkway to Daniels
            Parkway (bike lanes and sidewalks on both sides);

        •   [100, 101] US 41 (South Tamiami Trail) from to Corkscrew Rd to Broadway (bike
            lanes and sidewalks on both sides);

        •   [102, 103] US 41 (South Tamiami Trail) from Broadway to San Carlos Blvd
            (sidewalks and paved shoulders on both sides).

The annual bicycle pedestrian set-aside was eventually restored to $1.5 million because one of
the state highway projects that had been included in the financially feasible highway element (on
Evans Avenue) was in fact already programmed this year and thus should not have been
included. These changes made it possible to add the following additional financially feasible
projects to Table F-1:

   •    [25] Palm Beach Blvd (SR 80) from Morse Plaza to Orange River Blvd (bike path, north
        side);

   •    [26] Palm Beach Blvd (SR 80) from Orange River Blvd to 0.5 miles east of Orange River
        Blvd (bike path, north side);

   •    [27] McGregor Blvd from Winkler Rd to Cleburne Dr (sidewalk, east side);

   •    [30] Pine Island Rd (SR 78) from Chiquita Blvd to Skyline Blvd (sidewalk, south side);

   •    [31] Pine Island Rd (SR 78) from Del Prado Blvd to Pondella Rd (bikepath, north side);

   •    [32] Pine Island Rd (SR 78) from Del Prado Blvd to Pondella Rd (sidewalk, south side);

Bicycle Pedestrian Element

Consistency of interjurisdictional connections          Staff reviewed the local jurisdictions’
comprehensive plans and worked closely with the Lee County DOT, Hendry County
Consultants, Collier County MPO, and the local cities’ staffs to check for discontinuities and
inconsistencies between adjoining jurisdictions’ long range bicycle pedestrian plans. Only a few
such inconsistencies were found, which are listed in Table F-3, page F-10.

The following new policy statements on consistency of interjurisdictional connections have been
included in bicycle pedestrian element:

   •    All local governments should review the consistency of their long range bicycle
        pedestrian plans with the Lee County Greenways Master Plan upon its adoption.

   •    Lee County and each municipality should take advantage of every opportunity to
        implement the bicycle and pedestrian improvements identified as needed in the MPO’s
        bicycle pedestrian element when approving development abutting state highways, and
        each municipality should also take advantage of every opportunity to implement the
        bicycle and pedestrian improvements called for in The Lee Plan when approving
        development abutting county roads.

Pathway Issues from the Joint multimodal transportation plan: So as not to duplicate or
conflict with local governments’ established bicycle pedestrian planning programs, this MPO has
restricted the scope of its bicycle pedestrian element to two components: a plan for retrofitting
bicycle and pedestrian facilities along state highways, and a review of the continuity of local
governments’ bicycle pedestrian plans across jurisdictional boundaries or where the
jurisdictional responsibility for a road changes. In Collier County, however, the MPO is
responsible for countywide bicycle and pedestrian pathway planning, including the development
of a countywide trails and greenways plan, which in Lee County is the responsibility of the
county Department of Parks and Recreation. Both the Collier MPO and the Lee County
Department of Parks and Recreation are proposing the development of an off-road trail along a
new FP&L power line that will run from Buckingham past Lehigh Acres and Immokalee to the
Orangetree area on Immokalee Road in Collier County in their respective trails and greenways
plans, although neither plan has yet been adopted. Since this trail would cross the county line, it
is included in the joint regional multimodal transportation plan.

Bicycle Pedestrian Element


This project is not explicitly included in the recommended 2030 bicycle pedestrian element,
since for the most part it would not be on a state highway. However, the proposed Lee County
Trails and Greenways Master Plan was consulted and considered during the development of the
bicycle pedestrian element, which incorporates some segments of proposed trails where they
would need to follow state highways for continuity where off-road alignments are not available.
This project was also included in the interjurisdictional continuity review, since it crosses the
county line, but it is not among the discontinuities mentioned in the bicycle pedestrian element
(Table F-3) because there is no inconsistency between the two counties with respect to it. The
most specific reference in the bicycle pedestrian element to this and other proposed trails and
greenways is the policy statement calling upon all Lee County local governments to review their
bicycle pedestrian plans for consistency with the Lee County Trails and Greenways Master Plan
following its adoption, which is expected in January.

Thus, the MPO considers the pathways component of the recommended joint regional
multimodal transportation plan element to be appropriately addressed in the bicycle pedestrian
element.
