Butch was part of a group called the three amigos that ruled Brownsville from 1991 - 1992, until forced to resign. The other
2 were Ernie Hernandez, Jr., and Billy "Streaker" Garza, (called that because he was later arrested by the Brownsville po-
lice dept. for running down a city street naked). Along with the mayor at the time they gave the city its direction which most
citizens thought was the wrong direction. So many poeple were fed up with their actions that a search was done by a num-
ber of people to find an excuse to get rid of any of them. Then someone found out Butch was in violation of the Hatch act,
which prohibits Federal employees from holding elected offices while being a Federal employee. He was given the choice
of resigning from the city councilor resigning his job at the federal court house as a clerk. The resulting special election
cost the city thousands of dollars. The same thing could happen again because he would be in
violation of the state's 6 month nepotism rule, (his cousin Tony Barbosa ws hired as
a-coach on Aug. 1,2012 at Veterans High School). This could cost BISO thousands
of more dollars to hold a special election.
