                                                   Background
Navigation Technology Associates, Inc. (NTA) is a small, privately held business located in
Huntsville, AL. The company was founded in 1992 and has experienced steady growth over the
past 14 years. NTA is focused on providing technical services and support to a variety of
customers. The majority of NTA’s work is done for the U.S. Army Aviation and Missile Command's
Research, Development and Engineering Center (AMRDEC) at Redstone Arsenal. NTA has a wide
range of experience relating to commercial and military systems. Our personnel actively
participate in the research, development, demonstration, and evaluation of various missile
system technologies with a focus in navigation, guidance and control. These technologies include
inertial sensors and systems, Global Positioning System (GPS) receivers and antennas, guidance
law/theory, Kalman filters, seekers, and control actuation systems. Other company capabilities
include the design and development of specialized circuit boards, automated test and data
collection hardware and software, on-board flight data recorders used in missile flight testing,
and hardware-in-the-loop (HWIL) testbeds. We have a highly skilled staff of electrical,
mechanical, and aerospace engineers, computer scientists, mathematicians, technicians and
administrative support personnel with experience ranging from entry level to over 40 years. NTA

commercial labor category descriptions, which is followed by our price list for calendar year
2012.

                                     Labor Category Descriptions
Program Manager (PM)
Duties: Responsible for overall program planning, allocation of resources, execution, and
performance of technical and contractual efforts. Manages substantial technical support and
contractual operations involving multiple projects and personnel at diverse locations. Designs,
establishes, and maintains staffing and an organizational structure to effectively accomplish the
program function; recruits, employs, trains, supervises, and evaluates program staff. Establishes
and implements short- and long-range goals, objectives, policies, and operating procedures;
monitors and evaluates program effectiveness; effects changes required for improvement.
Provides specialized expertise and corporate supervision to enhance project goals. Performs as
primary liaison with customers including designated government representatives.

Qualifications: Demonstrated ability to manage technical projects and contracts and knowledge
of the Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulation,

Experience/Education:
Level 1: Doctorate degree in related discipline plus 15 years of related experience; or Masters
degree in related discipline plus 18 years of related experience; or Bachelors degree in related
discipline plus 20 years of related experience; or Bachelors degree plus 25 years of related
experience of which 10 years must have been in a management role.
Level 2: Doctorate degree in related discipline plus 10 years of related experience; or Masters
degree in related discipline plus 13 years of related experience; or Bachelors degree in related
discipline plus 15 years of related experience; or Bachelors degree plus 20 years of related
experience of which 5 years must have been in a management role.
Level 3: Doctorate degree in related discipline plus 5 years of related experience; or Masters
degree in related discipline plus 8 years of related experience; or Bachelors degree in related
discipline plus 10 years of related experience; or Bachelors degree plus 15 years of related
experience of which 2 years must have been in a management role.


Subject Matter Expert (SME)
Duties: Responsible for providing specialized expertise and technical leadership in the areas of
engineering, science and other related disciplines. Provides expert technical guidance and
direction for accomplishing multiple, complex and interrelated projects or tasks. Develops and
applies design methods, theories, and research techniques in the investigation and solution of
complex and advanced problems requiring the expert application of advanced knowledge.

Qualifications: Recognized expert who has demonstrated industry and public service leadership
in the applicable work area. Possess unique or uncommon technology and/or functional
expertise in specific areas that are essential for the performance of a particular task.

Experience/Education:
Level 1: Doctorate degree in related discipline plus 15 years of related experience; or Masters
degree in related discipline plus 18 years of related experience; or Bachelors degree in related
discipline plus 20 years of related experience; or high school diploma or equivalent plus 25 years
of related experience.
Level 2: Doctorate degree in related discipline plus 5 years of related experience; or Masters
degree in related discipline plus 8 years of related experience; or Bachelors degree in related
discipline plus 10 years of related experience; or high school diploma or equivalent plus 15 years
of related experience.


Engineer/Scientist (ES)
Duties: Performs in a technical position requiring expertise in engineering or other related
disciplines. Maintains knowledge of state-of-the-art in relevant scientific principles, application
methods/procedures, and integrates these into engineering projects. Applies engineering and

scientific principles necessary to meet requirements of technical projects. Develops and applies
design methods, theories, and research techniques in the investigation and solution of complex
and advanced problems requiring the application of advanced knowledge. Implements technical
plans, reports technical progress, executes tests, assesses performance data, discusses results,
and implements solutions to technical problems. Plans, conducts, directs, evaluates and monitors
technical projects and coordinates the efforts of engineers and technical support staff. Authors,
edits, and contributes to production of technical reports and other technical products, such as
overall project concepts and descriptions, test plans, and technical reports.

Qualifications: Demonstrated experience in an applicable engineering/scientific function
providing technical services on complex technical and programmatic issues dealing with major
systems and subsystems.

Experience/Education:
Level 1: Doctorate degree in related discipline plus 12 years of related experience; or Masters
degree in related discipline plus 15 years of related experience; or Bachelors degree in related
discipline plus 17 years of related experience.
Level 2: Doctorate degree in related discipline plus 7 years of related experience; or Masters
degree in related discipline plus 10 years of related experience; or Bachelors degree in related
discipline plus 12 years of related experience.
Level 3: Doctorate degree in related discipline plus years of related experience; or Masters
degree in related discipline plus 6 years of related experience; or Bachelors degree in related
discipline plus 8 years of related experience.
Level 4: Doctorate degree in related discipline; or Masters degree in related discipline plus 2
years of related experience; or Bachelors degree in related discipline plus 4 years of related
experience.
Level 5: Masters degree in related discipline; or Bachelors degree in related discipline plus 2
years of related experience.
Level 6: Bachelors degree in related discipline.


Engineer/Scientist Aid (ESA)
Duties: Performs in an engineering-assistant position requiring technical knowledge related to
engineering or other related disciplines. Implements scientific principles as directed by higher
technical contributors. Assists in the implementation of technical plans, execution of tests,
assessments of performance data, and implementation of solutions to technical problems. Works
with other technical employees in implementing professional guidance to accomplish project
goals, reports training needs to higher levels, and participates in professional activities as
directed. Contributes technical information for production of technical reports and other
technical products, such as overall project descriptions, design plans, fabrication procedures, test
plans, and technical reports.

Qualifications: Must be enrolled in an accredited university and pursuing a degree in
engineering or related course of study. Requires basic understanding of an engineering

documentation of products, processes, and systems.

Experience/Education: High school diploma or equivalent


Analyst (A)
Duties: Provide analytical and/or scientific solutions for complex technical/scientific matters
and work within interdisciplinary project teams to assess problems and develop and select
alternative solutions. Analyze program activities, such as acquisition or program planning,
financial management, cost analysis, and other tasks. Develop, plan, coordinate and integrate
systems-related requirements to support operational needs. Develop, gather, and organize
program-related information. Make assessments of program risk, including technical, schedule
and cost aspects. Perform and participate in special studies and analysis tasks performing
research to develop solutions. Apply software, hardware, and standards information technology
skills in the analysis, specification, development, integration, and acquisition of systems.
Understand engineering services needs from the customer perspective and participates in all
phases of engineering development to assure that customer needs are understood and given
appropriate priority. Prepare project documentation including technical and administrative
reports.

Qualifications: Demonstrated relevant experience and knowledge, but not limited to, analytical
techniques, experience in gathering data to solve complex technical problems (e.g., requirements
definition, operations research, modeling).

Experience/Education:
Level 1: Masters degree in related discipline plus 10 years of related experience; or Bachelors
degree in related discipline plus 12 years of related experience; or Associates degree in related
discipline plus 14 years of related experience; or high school diploma or equivalent plus 16 years
of related experience.
Level 2: Masters degree in related discipline plus 6 years of related experience; or Bachelors

Programmer (P)
Duties: Responsible for performing a variety of programming assignments requiring knowledge
of established programming procedures and data processing requirements. Apply state-of-the-
art computer coding techniques to produce scientific programs and simulations for engineering

and scientific calculations. Maintain a broad knowledge of current and emerging technologies,
equipment, and systems. Conduct analytical requirements assessments, assign and participate in
coding teams and implement, test, modify and maintain scientific code for application in various
engineering and scientific areas. Make changes by amending flow charts, developing processing
logic, and coding changes. Test and document modifications and write operational instructions.
Contribute to production of software documentation, technical reports and other technical
products such as software test plans and user guides.

Qualifications: Demonstrated experience in computer coding techniques, programming
procedures and data processing requirements for engineering and scientific applications.

Experience/Education:
Level 1: Masters degree in related discipline plus 10 years of related experience; or Bachelors
degree in related discipline plus 12 years of related experience; or Associates degree in related
discipline plus 14 years of related experience; or high school diploma or equivalent plus 16 years
of related experience.

Technical Specialist (TS)
Duties: Provides technical support to engineers/scientists working in such areas as research,
design, development, and testing. Responsible for developing and applying methods and
techniques regarding the installation, assembly, maintenance, upgrade, modification,
configuration, instrumentation, test and checkout, and fault isolation of equipment, systems, and
subsystem problems. Perform in technical positions requiring specialized knowledge in areas
such as complex machine operation and maintenance, structural fabrication, electrical wiring,
printed circuit board fabrication and test, integration of component systems, trouble shooting,
operation of test equipment, and general prototype fabrication and testing. Work from
schematics, diagrams, written and verbal descriptions or defined plans to perform testing and
troubleshooting functions on electronic or mechanical components, equipment or systems.
Perform detailed information searches; correlate and interpret technical data; and prepare
technical documentation.

Qualifications: Demonstrated experience in providing support for engineering and technical
support efforts.

Support Personnel (SP)
Duties: Perform support duties directly related to engineering and technical support efforts
working independently or under direct supervision. Program administration, resource allocation
accounting and reporting, documentation planning, preparation and editing, inventory
management and/or maintenance, office and contracts correspondence, creating artwork and
illustrations for briefings, reports, and multi-media presentations, word processing, filing, data
entry, general office administrative duties and secretarial support. Position may require close
liaison with manager and/or supervisor and frequent interfacing with customers at all levels.

Qualifications: Demonstrated experience in providing support for engineering and technical
support efforts.

Experience/Education:
Level 1: Bachelors degree plus 10 years of related experience; or Associates degree (or
specialized certifications) in related discipline plus 12 years of related experience; or high school
diploma or equivalent plus 14 years of related experience.
Level 2: Bachelors degree plus 6 years of related experience; or Associates degree (or specialized
