       Dear Parents and Students,

It is with great pride and excitement that we welcome you to Kearsarge Regional Middle
School. Please take a few moments to read this family handbook. It is meant to answer
some of your questions and provide you with important information as well as some
       insight to who we are.

This handbook is not meant to cover everything, nor is it set in stone. It is just one of our
communication tools and will change as we try to improve our services to students and
       their parents.

Forming an effective partnership between students, their parents and the school is one of
our major goals and open communication is the foundation to that partnership. We
understand the importance of working together to ensure the total success of all our
students. We embrace parent involvement and promise to do our best to make you feel
       welcome.

Safety, high expectations for academic excellence and behavior, as well as fun are all part
of our core beliefs for an exceptional middle school education.

We need and appreciate your involvement, input and feedback. You can reach us by
calling 927-2100 or by email, jspadaro@kearsarge.org or phill@kearsarge.org.

       Your administrative team,
       James Spadaro and Percy Hill

                Kearsarge Regional School District

                            VISION STATEMENT
We shall strive to be a nationally competitive public school system
with engaged and enthusiastic learners, innovative and dedicated staff,
and a supportive and involved community.

                             MISSION STATEMENT
We shall provide an equitable and challenging educational opportunity
                                  for each learner
in a district that is safe, healthy, caring, respectful and supportive.

      Core Beliefs
We believe each child is capable of success.
We believe all members of our community are learners.
We believe we have a responsibility to:
 Set high standards and be held accountable for meeting
                   them.
 Use our knowledge and expertise to meet each child’s
                   differing needs.
 Communicate in an accurate, consistent and timely manner.
 Recruit and retain staff members that are child-centered,
highly qualified, committed to the Mission of the District
and demonstrate a high degree of professionalism.
 Access our natural, community, and global resources to
                   supplement the educational experience.
 Serve as stewards of our assets.
 Accomplish our mission while being fiscally responsible.

This Handbook does not contain all District policies. For all policies, please
see the District website at www.kearsarge.org. If you need a hard copy of a
specific policy, please contact the main office at 927-2100 and we will be happy
to provide it.

                                    4
ACADEMIC HONESTY POLICY - The Kearsarge Regional School District requires
academic integrity of its professional employees and its students. Plagiarism and cheating
are very serious breaches of academic integrity. A student determined to be using the
work of others will receive a grade of "0" for that work.

ACTIVITY NIGHTS - Activity nights may be attended by KRMS students. Home-schooled
students in the Kearsarge district or students who live in the district and attend private
schools (who are age appropriate) may attend with one-week prior notice. Activity nights will
be held from 7:00 P.M. - 9:00 P.M. All school rules and the school's dress code are in effect
during all activity nights. Students who have received a suspension (in or out of school) the day
of the activity night will not be allowed to attend. Privileges to attend the activity nights may be
revoked at any time by administration. Any student who was absent due to illness the day of the
activity night, will not be allowed to attend activity night. Once at an activity night, students
must remain there until the end at 9:00 P.M. Students may leave early only if departing with a
family member or person designated in a written note from the student's parent.

ADVANCED MATH - At the middle school, we offer advanced math at the seventh and eighth
grade levels. In the seventh grade, we offer Pre-Algebra and in the eighth grade we offer
Algebra I. Students who successfully complete the eighth grade Algebra I class will receive a
high school credit when they enter high school. NECAP and other assessments will be used to
select students for advanced math. Any students who does not meet the criteria and wants to be
considered for one of these classes needs approval from the middle school principal. Appeals
must be made by July 10, 2012. Please e-mail jspadaro@kearsarge.org or call 927-2100.

ATTENDANCE - You are required by the State of New Hampshire to attend school every day
that school is in session (RSA 193:1). Regular and punctual attendance helps develop quality
educational habits. Absences in excess of 27 days or 15% of the school year may result in a
student not receiving credit for the year. Students must be in their classroom prepared to start
the day at 7:45AM or they will be recorded absent. Students arriving after 7:45AM must report
to the main office to obtain an admittance slip.

The board recognizes two kinds of absences: excused absence and truancy.

         EXCUSED ABSENCE:
               1. Personal illness
               2. Quarantine of the home
               3. Death of a relative
               4. Observance of a religious holiday
               5. Emergency circumstances approved by the building principal

Parents must call the school at 927-2100 to report an absence on or before
 that morning.

TRUANCY: Any student who is absent from school without knowledge and
permission of his or her parents or school authorities is truant. Absences, even with the
approval of the parents, which are excessive and/or interfere with the student’s educational
program, will be interpreted as truancy and legal procedures may be instituted. Excessive
excused or unexcused absences from class will be dealt with on an individual basis and may

                                               5
result in academic, disciplinary and/or legal consequences. Either a school official or the
attendance officer will contact students so identified. The school will send a letter to parents
or guardians of the truant student. If the truancy problem continues, the school administrator
will notify the district truancy officer. If the student is still truant, the superintendent will be
notified and retention will be considered for said student. The school district may also pursue
legal action. Attendance will be monitored on a quarterly basis and parents will be informed
of attendance concerns. It is the responsibility of the school administration to counsel students
and parents in order to seek improvements on poor attendance. The administration will
document outcomes from such meetings.

Truancy: If you are truant from school, you may receive one (1) day of ISS (in-school
suspension) and be required to make up all lost time after school. Your parents will be notified.
You may not attend any after school function(s) on the day you are truant, or the day you are
 assigned to ISS.

The complete board policy can be found at:
 http://www.kearsarge.org/110610122143956840/site/default.asp Section J: Students

Tardiness: You are marked tardy after 7:45. If you are ever late to class because of staff,
please get a pass from that teacher before you go to your next class.

Early Dismissals: If it is necessary for you to be dismissed from school during the day,
you must present a note to the office when you arrive at school. This note should be signed by
your parent or guardian, indicating the time and reason for your dismissal. Parents should be as
accurate as possible with the dismissal time to avoid unnecessary interruption to the classroom.
You should meet your parents at the main office when it is time for you to be picked up. You
should make every effort to remember that you are being dismissed so that the main office does
not have to interrupt the class to remind you. Your dismissal slip should be shown to your
teacher when it is time to leave and to any other teacher whose class you will be missing. You
must check into the main office before exiting the building. If you return to school on the
same day, you should check in at the office before going to class.

Afternoon Dismissal: Upon dismissal at the end of the school day, students are
reminded not to run after or attempt to board a bus that is moving. Students who are walking
after school and not taking a bus shall leave the school grounds immediately and cautiously.
Students riding their bicycles after school shall wait until the buses have left. Students who must
wait for their parents immediately after school, or the late bus after supervised activities or help
(4:15-4:30), should wait in the lobby near the main office. Students are not to leave school
grounds for any reason and then attempt to return to school for sports, activities, extra help or
to take the late bus. Students who do will receive a consequence, and/or lose the privilege of
riding the late bus for a period of time, and may have to call home for transportation.

Messages During the School Day: Please make sure that your student has what he/she
needs for the day (lunches, money, assignments, messages, etc.) and that all messages are given
before school begins. The main office will call students to the office for messages twice during
the day as classes are changing. All other messages will be delivered to students during AM and
PM announcements. Please remember that each interruption disrupts students' learning.

                                                6
Request for School Work: When students are ill for more than one (1) day, parents may
request schoolwork. You may e-mail your child’s teachers or call the office by 8:30a.m. Work
will usually be available at the end of the day, and parents should make arrangements for it to be
picked up in the main office. If you are connected to the Internet at home you can get your
child's homework on-line at: kearsarge.org.
Family Trip: Parents are requested to call the school if their child will be absent from
school for four (4) or more consecutive school days. A letter should also be written to the
principal notifying him/her of the planned absences, which the principal will sign and give back
to the student to bring to all of his/her teachers.

School Cancellation: Whenever it is necessary to cancel school due to any emergency
the school will send out an ALERTNOW message to all households. Local TV and radio stations
may also be notified. The school district has a voice mailbox system (526-8444 or 526-2051 x224))
that can be called regarding changes in bus schedules, delayed openings, early release, and no
school announcements. E-alerts may be accessed on the district website (www.kearsarge.org).

ALERTNOW - Keeping you informed is a top priority in the KRSD and that is why we have
adopted the ALERTNOW Notification Service. This service will allow us to send a telephone or
email message to you providing important information about school events or emergencies. We
anticipate using ALERTNOW to notify you of school delays or cancellations due to inclement
weather, as well as remind you about various school events. The district office will make the
notification of emergency closures while individual schools may utilize the service for selected
school events. The successful delivery of information is dependent upon accurate contact
information for each student, so please make certain that we have your most current phone
numbers. If this information changes during the year, please let us know immediately.

What you need to know when ALERTNOW calls you:
• Caller ID will display 526-2051 - (SAU Office number) for school delays and cancellations
• Caller ID will display 411 – for emergency information /situations
• Say “hello” when you answer, the technology must hear a voice to deliver the message
• ALERTNOW will leave a message on any answering machine or voicemail
• Caller ID will display your child’s school number for any school specific announcements

Delayed Opening: It may be prudent to delay the opening of school by two hours. If school
is delayed, the buses will start the same time of the hour, only two hours later than usual. The
radio stations listed in the “School Cancellation” procedures above will be notified as quickly as
possible.

Early Release of School: It may be prudent to release students from school earlier than the
normal school closing time. The decision will be made by 11:00 A.M. and will be for a two-hour
early release. When this decision is made, the information will be broadcast as quickly as
possible using the same procedure as in the case of “School Cancellation.” If school is released
early, the buses will start at the same time of the hour, only two hours earlier.
NOTE: Please listen to the radio for the “No School”, “Delayed Opening” or “Early Release”
information. Please do not call the school, the principal, or other staff. All attempts will be made
to keep school in session. Parents should use their own judgment regarding their children and
the weather. Only severe conditions will result in the closing of schools.

                                              7
BACKPACKS - KRMS has a no backpack policy. This means that students are not allowed to
have their backpack with them after dismissal from the cafeteria before school (hallways, lunch
room, classrooms). Backpacks are allowed for students to transport school supplies from school
to home. During the school day backpacks are to be locked in the student's locker. Students are
allowed extra time to get supplies from their locker when necessary with teacher permission.

BULLYING - It is the belief of the Kearsarge Community that every child has the right to attend
school feeling physically and emotionally safe. Every child should feel that he/she is attending
schools where everybody belongs: free from teasing, bullying and harassment. Bullying is
against the law! In accordance with the Federal “Safe and Drug-Free Schools and Communities”
Act and New Hampshire Pupil Safety and Violence Prevention Act 2010 (RSA 193-F):

“School Districts are required to take action to prevent and remedy incidents of violence,
harassment and discrimination on any basis. It is mandatory to report incidents of bullying or
harassment.”

Bullying is not allowed and will not be tolerated in our schools! Students are encouraged to
report each and every incident of bullying whether they are the “target or the bystander”.

CO-CURRICULAR and AFTER SCHOOL ACTIVITIES - KRMS's day extends to as late as 4:30
so that students can participate in after-school activities. Students must have parent permission
and be approved to stay after for any activity. A late bus brings students to their towns. The
dates listed below are approximate.

The Kearsarge Regional Middle School has historically engaged various sports in "end of the
season" games for competitive fun. Kearsarge faculty and staff are invited to become an active
part of this engaging activity. Students who participated for the full season on the specific
Kearsarge Regional Middle School sports team are eligible to play in the "student/staff" game.
The student/staff games are usually held at the end of the regular school day and are presented
as a celebration assembly following the competitive season.
The middle school Athletic Director can be reached at KRMS (927-2100) to discuss all co-
curricular activities. Please check the middle school webpage at www.kearsarge.org for notices
and schedules.

DISCIPLINE - One of the main tasks of schools is to help students learn appropriate behaviors.
In order to accomplish this task, it is imperative that students, teachers, parents and
administrators work together, cooperatively. We believe there are many incentives for students
to behave well, and to act responsibly and respectfully. Some of the consequences of good
behavior are academic success, better peer relations, and participation in field trips and winter
activities. Additionally, students receive Positive Action (effort) points as a part of the grade
reporting system.

Expectations are another key ingredient in the management process. Students are expected to be
learners, to work hard, be respectful and cooperative. In turn, students can expect their teachers
and administrators to provide appropriate lessons and a safe environment. So that expectations
are clear, teachers will post specific expectations in their classrooms in the form of a classroom
management policy. Administrative expectations are outlined in the following pages of this
handbook. Thus, based on a spirit of cooperation and flavored by a belief that discipline is
learned rather dispensed, the Kearsarge Regional Middle School hopes to foster an environment
where students will behave and perform at an exceptional level.

When a student’s performance does not meet our expectations there may be consequences.
Teachers will often decide which consequence is most appropriate and act accordingly.
Frequently, the teacher will do a follow-up with the student to ensure the success of their plan. If
a behavior is more serious, or if the problem is recurring, the student may be sent to the office
and the administration will assist.

KRMS Discipline Code: The KRMS discipline code offers a sampling of infractions that
may occur during the course of a school year. Not all infractions or consequences are covered.
When other incidents occur, the consequences for the infraction will be determined by the
principal and/or the assistant principal. The entire school staff has adopted the following:
        School Expectations
•We will practice behaviors that model safety
•We will respect self, others and property

        Disciplinary Offenses
                •Endangering others
•Disrespect for staff, peers and self
                •Defacing property
                •Excessive tardiness to class
                •Disrupting the class
                •Disregarding a reasonable request

                                              9
                 •Rude and discourteous behavior
                 •Bullying and harassment
•Other offenses as determined by Administration

Planning Room: The Planning Room is a support room monitored by a staff member at all
times to help students with behavioral or academic support. If a student requires individualized
time to make up missed work or receive extra help, he/she may be privileged to work in the
Planning Room. Students may be assigned to the Planning Room for support of behavior
decision-making before a problem surfaces. This action is considered pro-active for all students.

In-School Suspension: In-School Suspension (ISS) is an actual suspension from school
except that the time is spent in school, in a supervised area of the building, the Planning Room.
Students are assigned to ISS when their behavior has been problematic and correction will
involve more than just a warning or a detention. Students in ISS are expected to complete a
behavior improvement plan, which includes completion of assignments, taking tests or quizzes,
and working on a plan that will give them better strategies to deal with behavioral issues.
Students will receive credit for work completed during their stay in ISS; however, they will not
be permitted to participate in any after school or evening school activities.
A student who either refuses to serve a detention, or receives too many detentions in a
quarter will serve in-school suspension. Students exhibiting certain behaviors may also receive
in-school and/or out-of-school suspension.

Out-of-School Suspension: Out-of-School Suspension (OSS) is a suspension from school
that prohibits the student from attending school, participating in any school related function, and
admittance on to school property. Examples of why a student will be suspended out of school
include failure to successfully complete in-school suspension, possession of illegal substances or
possession of weapons/contraband, fighting and harassing/threatening others. Students who
are suspended are expected to complete all assigned work and turn it in upon return or no credit
will be given for that work. Parents are notified by phone and a formal letter of the suspension.

Should an in-school suspension be unsuccessful due to either the student refusing to complete
the behavior improvement plan or not attending it, an out of school suspension will follow.
During out of school suspension, community service and/or a meeting with the superintendent
may be required. A last step would include meeting with the school board should out of school
suspension be unsuccessful. During any suspension, students will not be allowed to participate
in any school activities. Parents will be notified in writing and by phone any time their child is
sent to ISS or OSS.

Please review this discipline policy and system with your child. It is our hope that with support
from home, school staff, students and the communities, KRMS will be conducive to your child’s
education and overall well-being.

DRESS CODE - All students are expected to be neat and clean and to be dressed in clothing
appropriate for school. Dress or appearance disruptive to an orderly learning process will not be
tolerated. Students who do not conform will be asked to change their clothes, be given
clothes to wear, and/or have their parents contacted to bring in other clothes or to pick up
their child. This dress code also applies at all school functions (i.e. field trips, activity nights).

                                              10
        1. Student attire and grooming will not interfere with safe participation in such
curriculum areas as industrial arts or any other activity where reasonable precautions are
        dictated.
        2. All students must wear appropriate footwear. Parents should avoid purchasing
black-soled hiking boots/shoes/sneakers since certain types mar the floor.
        3. Hats may not be worn in the building, except on special occasions as determined by
        administration.
        4. Students' clothing should cover their undergarments. At no time should
undergarments (underwear, bra straps) be visible.
        5. Clothing must be neat, in good condition, and worn appropriately so as not to offend
others or disrupt the learning environment.
        6. All skirt, dresses and shorts must be longer than fingertip length even if worn over
        leggings or tights.

Students are prohibited from wearing or bringing, the following:
        1. Any apparel which advertises or promotes alcohol, tobacco, or the use of other illegal
substances. Our school board has declared the grounds “a drug free zone.”
        2. Apparel or accessories with vulgar words, profanity or “double meanings”, that
depicts or promotes violence, or contains sexually explicit pictures or words.
        3. Abbreviated midriff tops (no belly showing), low-cut tops (no cleavage showing),
open armholes (i.e. muscle shirts), low-cut pants (no buttocks showing), "spaghetti" strap
tops and dresses, pajamas/sleepwear (i.e. lounge pants) or other inappropriate apparel.
        4. Accessories that could jeopardize the health or safety of the individual or others (e.g.,
        laser lights, chains, etc.).
        5. Students are not allowed to wear coats inside the building with the exception of
        windbreakers and sweatshirts.
        6. Administration has the final say.
Ignorance of the above guidelines is not an excuse. Parents will be called and asked to bring
appropriate clothing in. While the dictates of fashion may pressure students to wear certain
items of clothing, these items may, in fact, be disruptive in a school setting. The
administration will issue additional directives on inappropriate apparel as the need arises.
Parents are urged to assist the school in monitoring the clothing their child/ren wear to school.
We must strive to maintain a safe, healthy and appropriate educational environment.

EMERGENCY MANAGEMENT DRILLS - We hope there will never be a fire, natural disaster
or other reason to use these precautions, but they must be taken seriously. Each student is
expected to:

        1. Know the proper exit from any part of the building. These are posted in each room.
        2. Be ready in case of emergency; think clearly and avoid confusion.
        3. Walk in a quiet and orderly manner.
        4. Stay with the teacher from the class/area he/she was in.
        5. Exit the building in a quiet, orderly manner, and stay out until requested to return.
        6. Absolutely no talking during a drill.
        7. Report to your Base Group teacher at the designated area.

EXTRA HELP - Any student having difficulty with a subject should feel free to see his/her
teacher after school or at any other mutually convenient time. As a rule, a late bus is scheduled

                                              11
for this purpose at least once a week (usually Thursday nights between 4:15-4:30 P.M.). If a
teacher feels that it is critical to your child’s success to attend a mandatory “Extra Help Session”,
you will be notified via a form titled: Request for Extra Help Session.

FIELD TRIPS - During the school year, there are some daily field trips as well as our annual
trips. These trips are meant to enhance our academic programs, and should be considered a
privilege to attend. When evaluating whether a student should go on a trip, the staff will look at
various factors including behavior at school as well as other social considerations.

GUIDANCE - The Guidance Office at Kearsarge Regional Middle School is a place where you
can go to talk about educational or personal matters. With the assistance of your guidance
counselor, you can explore your thoughts and feelings in a secure, non-threatening environment.
Parents and students should feel free to consult the guidance counselors whenever a need arises.
To contact the Guidance Office, call 927-2198.

GUM - Students are allowed to chew gum at KRMS at the discretion of the staff in each area.

GYMNASIUM USE - The gym shall not be used by students at any time without supervision by
school personnel.

HAZING - No student or leaders of student organizations or any person associated with
any organization sanctioned by the School Board shall encourage, engage or participate in
hazing. No administrator, faculty member or other District employee will participate in,
encourage, permit, condone or tolerate hazing activities.

For the purpose of this policy, hazing is defined as an activity that endangers the mental or
physical health or safety of a student for the purpose of initiation or admission into or
affiliation with any organization sanctioned or authorized by the School Board.
Any hazing activity, upon which the initiation or admission into or affiliation with an
organization sanctioned or authorized by the School Board is conditioned, directly or
indirectly, shall be presumed to be a forced activity, even if the student willingly
participates in such activity.

This policy is not intended to deprive School District authorities from taking necessary and
appropriate disciplinary action toward any student or employee. Students or employees
who violate this policy will be subject to disciplinary action, which may include expulsion
for students and employment termination for employees.

                                         HAZING
 “Endanger the physical health” shall include, but is not limited to, any brutality of
        a physical nature, such as whipping; beating; branding; forced calisthenics;
exposure to the elements; forced consumption of any food, alcoholic beverage,
drug or controlled dangerous substance; or any forced physical activity which
could adversely affect the physical health or safety of the individual.
 “Endanger the mental health” shall include any activity, except those activities
authorized by law, which would subject the individual to extreme mental stress,
such as prolonged sleep deprivation, forced prolonged exclusion from social

                                              12
contact which could result in extreme embarrassment, or any other forced activity
which could adversely affect the mental health or dignity of the individual.

HEALTH SERVICES - Emergency care of sickness and accidents is provided by the school
nurse. School health services should not be used in place of regular medical services, which
should be taken care of at home. If you require special medical attention, your parents will be
notified and asked to furnish transportation. If you become ill or injured at school, obtain a pass
from your classroom teacher and report to the nurse or the main office immediately. Do not
leave the school under any circumstances without permission from the nurse, principal or
assistant principal. Medication of any kind cannot be given to you without a written request
from your parents (special form provided by the school). Please read the School Health
Information Guide for a complete description of the district's policies.

HOMEWORK - Homework is an important part of a child's educational experience. Well
planned homework assignments that are appropriate to the grade and level of the learner may
take many forms including regular practice and reinforcement of previously taught skills,
independent assignments that enrich the school curriculum, reading to prepare for subsequent
class discussions, review and study of notes assembled in class, and student writing in a variety
of styles and forms. Daily assignments are found on www.kearsarge.org.

INSURANCE (Accident) - The School District does not provide accident/medical insurance. If
such coverage is desired, parents should provide coverage privately or through the purchase of
group insurance. Information about a group insurance plan is available in the main office and
through the school nurse. This group insurance plan is offered throughout the school year. You
can also contact the school nurse for information on Healthy Kids NH medical insurance if you
are uninsured.

IPODS, PSPs, VIDEO GAMES AND ELECTRONIC DEVICES - Students may not carry cell
phones on them during the school day. Teachers will take cell phones from students who
have them outside of their lockers and turn them in to the office. Parents must pick up the
cell phone; the cell phone will not be given back to the students. IPODS, walkmen, radios and
other sound systems are allowed at school, however they can only be used before and after
school and at a volume level that does not prove disruptive. In certain instances, electronic
devices may be used for educational purposes if supervised by a teacher. Students are
responsible for their own equipment and should be sure to secure these items safely in their
locker. The school is not responsible for these items if they are lost or stolen. Cell phones must
be turned off and placed in the student’s personal locker during the school day.

LIBRARY/MEDIA CENTER - The Library/Media Center is available to all students and staff as
needed and as space allows. Teachers should make prior arrangements with the library staff to
bring in classes. Study hall students who wish to use the library need to have their agendas
signed by their teacher(s) before leaving study hall. Study hall teachers are asked to encourage
students who are failing to remain in study hall to receive extra help. The library is available to
students who:
                 a. need research material
                 b. need to work on special projects
                 c. want to browse for books
                 d. need to use the computers

                                             13
Class projects pertaining to specific topics should be given to the media specialist before they
are assigned to students and before scheduling classes in the library. This cooperation will
ensure that the students will have access to the best and most pertinent information. Discipline
will be handled by the library staff. If students abuse their privileges, they will be sent back to
class. If a teacher has taken a group to the library to work, s/he will be responsible for the group.
The library is not a time-out center for uncooperative students, nor is it a place to spend social
time. Students should demonstrate a need to use the resources.

Students are responsible for all items checked out from the library. If materials are lost or
damaged they must be paid for or replaced if still in print. If the lost material is subsequently
found, it becomes the property of the student. No refunds will be issued.

LOCKERS - You will be assigned a locker, and a combination for its lock, on the first day of
school. If you should have a problem with your locker at any time, you should first notify your
base group teacher. You will be responsible for any damage done to your locker. To be sure that
your belongings remain safe, there are some general rules that you should follow:

        1. Don't give your combination to anyone else — not even your best friend.
        2. Only share your locker with your assigned partner, should you have one.
        3. Be sure your locker is closed and locked each time you use it.
        4. Personal locks are not to be used on lockers without permission. Check with the
        assistant principal for details.
        5. Sixth graders will be given a combination lock for their locker. This lock should be
used at all times. If the lock is lost, there is a replacement fee.

Although your locker is for your personal use, these lockers are the property of the Kearsarge
Regional School District and must be treated as such. Furthermore, the school reserves the right
to inspect the locker(s) at any time. Lockers are not to have anything attached to the front of
them. Students are not to write in or on the lockers with any instruments. There may be periodic
cleanings and locker checks.

LOST AND FOUND - There is a lost and found area in the cafeteria where books, school
materials and personal belongings are temporarily stored. Parents are encouraged to inquire
about missing items by calling 927-2100.

MAKE-UP WORK - When a student is absent, whether from one class or from several days of
classes, it is that student’s responsibility to obtain any work that was missed. You should plan to
see your teachers before or after school to arrange for make-up. This is usually scheduled on an
individual basis depending on the amount of work missed. Teachers will not interrupt regular
classes to arrange for make-up.

NON-DISCRIMINATION POLICY

Equal Opportunity: Applicants for admission and employment, students, parents,
employees, sources of referral of applicants for admission and employment, and all unions or
professional organizations holding collective bargaining of professional agreements with the
Kearsarge Regional School District/S.A.U. #65 are hereby notified that this District does not

                                              14
discriminate on the basis of race, religion, color, national origin, sex, age or handicap in
admission or access to, or treatment or employment in, its programs and activities. Any person
having inquiries concerning the Kearsarge Regional School District's compliance with the
regulations implementing Title VI, Title IX, or Section 504 is directed to contact Jerry Frew,

following Notice of Procedural Safeguards to parents/guardians, and handicapped/disabled
persons. The KRSD does not discriminate on the basis of handicap/disability in admission or
access to, or treatment or employment in, its programs and activities. The KRSD provides a
grievance procedure with appropriate due process rights. The designated employee is charged
with coordinating efforts to comply with Section 504. The parent/guardian of students with
handicap/disability or any person with handicaps may use the grievance procedure established
by the School Board.

NOTIFICATION OF DISCLOSURE - The Kearsarge Regional School District (KRSD) defines
"directory information" as: name, address, telephone, date of birth, place of birth, major field of
study, participation in officially recognized activities and sports, weight and height of members
of athletic teams, dates of attendance, degrees, awards and most recent educational institution
attended.

The KRSD reserves the right to exercise its judgment in releasing such directory information to
requesting agencies, institutions and individuals. It is the basic policy of this school to protect its
students from invasion of privacy; the school will not release directory information when it may
be used for the solicitation of our students. It is the school's responsibility to preserve the right of
students to be selective and to exercise their freedom of choice in controlling contacts with
outside agencies, institutions and individuals. Parents and students may refuse release of any or
all directory information, however, by submitting a written request to the Superintendent of
Schools, SAU #65, 114 Cougar Court, New London, NH 03257, by September 30.

OFFICE HOURS - The main office at the middle school is open Monday through Friday (except
holidays) from 7:15 A.M. through 4:30 P.M. The phone number is (603) 927-2100 and the fax
number is 927-4731.

PARENT CONFERENCES - If at any time during the year you would like a conference with
your child's teacher(s), please contact the teacher or the main office. An appointment will be
made for you.

PHOTOGRAPHING AND VIDEOTAPING - During the school year, the Kearsarge Regional
School District may authorize various organizations, such as the local news media and parent
groups, to photograph or videotape students related to school programs. These pictures may be
used on a bulletin board, in a newspaper, or some type of educational publication designed to
illustrate or describe an activity sponsored or promoted by the Kearsarge schools. If parents
have a concern relative to their child appearing in any of these photographs or videotapes, they
should notify the school in writing or complete an in-district form from our school office.

                                               15
PHYSICAL EDUCATION - All students are required to participate in physical education unless
excused because of illness or injury. Any student who feels that it is necessary to be excused
from physical education class for that day must bring a note from home to the school nurse.
Students who are excused by a doctor for an extended time are assigned to a study hall.

POSITIVE ACTION - The faculty and staff of Kearsarge Regional Middle School recognize the
importance of each student’s contributions toward maintaining a positive school climate. The
Classroom Performance Rubric below addresses effort points. Students who have all 4’s will e
recognized at an end of the year assembly.

PROGRESS REPORTS - To keep parents informed of progress at school, reports are generated
mid-way through each marking term. Parents will be e-mailed a reminder to login to access

                                           16
grades through PowerSchool. If you would like a hard copy sent home with your student or
need PowerSchool access or passwords, please contact Guidance at 927-2198.

PTO/PAC - The KRMS PTO/PAC meets monthly during the school year. All parents are
encouraged to attend. If you are interested in being involved, please contact the main office at
the middle school. We look forward to your participation.

REPORT CARDS - Report cards are computerized and issued four times a year. The first three
report cards must be signed by the student's parent and returned to the student’s advisor. The
last report card is mailed home at the end of the school year. Students are automatically
promoted to the next grade level unless otherwise notified.

Grading System: The grading system is as follows:
        (93 - 100) = A Superior Achievement (70-72) = C-
        (90-92) = A- (67-69) = D+ Below Average
        (87 - 89) = B+ Above Average (63-66) =D

High Honors A average (no C/D/F's)
                 Honors B average (no C/D/F's)
Effort Honor Roll: All 3’s and 4’s
    Effort Principal’s List: All 4’s

Incomplete Grades: Students who, for excused reasons, do not adequately complete the
course requirements of a given subject area within the specified marking period (quarter) may
receive an "incomplete" mark on their report card. Subsequently, students will be given an
appropriate amount of time to make up any incomplete work. At the end of this period of time,
the subject area teacher will remove the incomplete mark and will submit a letter grade for the
course.

SCHEDULE CHANGES - If circumstances warrant changing your schedule, it is your
responsibility to contact the guidance counselor. Once this request is completed, the guidance
counselor will make a decision, which may include contacting teachers and parents.

SCHOOL BOARD MEETINGS - The Kearsarge Regional School Board usually meets on the
second and fourth Thursday of the month at The Kearsarge Learning Center (SAU) at 114
Cougar Court, New London. Meetings commence at 6:30 P.M. The public is encouraged to
attend these meetings. Special meetings occur throughout the year: times, dates and locations
are posted in the various buildings in the district. Location and agendas are posted at all schools.

SCHOOL RECORDS - Parents and legal guardians may request to see their child's school
records by putting the request in writing and presenting it to a school administrator or guidance
counselor. The school then has up to 45 days in which to present the records. The records must
be given to the parent/guardian in the presence of a school official in order that the contents may

                                             17
be accurately interpreted. When requesting that records be sent to another agency or school, a
signed release will usually be required.

Student education records are official and confidential documents protected by one of the
nation's strongest privacy protection laws, the Family Educational Rights and Privacy Act
(FERPA). FERPA, also known as the Buckley Amendment, defines educational records as all
records that schools or education agencies maintain about students.

SCHOOL VOLUNTEERS - We encourage members of the community, grandparents, and
parents/guardians to volunteer their time at Kearsarge Regional Middle School. We are in need
of volunteers in the library and in classrooms/study halls. Parents who wish to volunteer must
be fingerprinted and those who wish to volunteer in the classroom will be asked to help in a
room other than their child's assigned class. We hope you will consider helping us in our
volunteer program. Please contact the main office should you wish further information.

SPECIAL EDUCATION SERVICES - A student who is suspected of having special educational
needs may be eligible for services if (s)he meets the requirements for eligibility as established
under federal guidelines (P.L. 94-142) and NH Rules for the Education of Children with
Disabilities. In order to be eligible for special education services, a student must have a
comprehensive evaluation, meet eligibility criteria and be in need of special education to address
handicapping conditions such as learning, mental, physical or emotional disabilities which
adversely affect educational performance. If you or your parents have any questions regarding
our special education programs, please contact us for a copy and complete explanation of
Parental Rights in Special Education or call 927-2121.

SPORTS/RECREATION EQUIPMENT IN SCHOOL - Students are not allowed to use any type
of sports equipment in the building unless during physical education class or outside with adult
supervision and authorization. Misuse of sports/athletic equipment will result in loss of the
equipment and contact of parent or guardian to pick up; this includes such items as hackey sacks,
yo-yos, frisbees, etc. There is no skateboarding anywhere on school property and skateboards
are not allowed on the buses.

STUDENTS REMAINING AFTER SCHOOL - Once students are dismissed from school, they
are not allowed to remain in the building or on school grounds without proper adult supervision
arranged ahead of time. Also, students are not to leave school grounds (even with parental
permission) and then attempt to return to school to take the late bus. Students who do this will
receive a consequence and will be sent to the office to call home for transportation.

SUBSTITUTE (GUEST) TEACHERS - At all times you are expected to show respect and
cooperation to substitute teachers. Substitutes are considered guests in our building and should
always be treated as such. Being sent out of class by a substitute is considered serious and will
be addressed by an administrator.

SUMMER SCHOOL - Students who fail two or more classes for the year may be expected to
make-up the class(es) in a summer session. Failure to participate successfully in a summer
program will likely result in that student repeating the grade.

                                            18
TELEPHONE - Students are discouraged from making phone calls during the school day except
in an emergency. Only in the exception of an emergency will the school phones be available after
1:00 pm. You will not be allowed to leave classes to use the telephone. The school office will
accept messages for students and relay them twice a day at the morning and afternoon
announcements. Students may use the school phone for local calls, and only when the office staff
determines the call is necessary. Students are encouraged to make all after school social plans
at home so their plans can be discussed with parents. School phones will not be made available
for students to make social arrangements. The school office phones are available for
emergency/school related calls only.

TITLE IX...POLICY NOTIFICATION STATEMENT – The School Board hereby formally
declares that, in accordance with the requirements of Title IX of the Education Amendments of
1972, there will be no discrimination on the basis of sex in educational programs or activities, nor
will there be discrimination on the basis of race, religion, sex, age, national origin, handicap, or
socioeconomic status.

Inquiries or complaints regarding compliance with Title IX may be directed to the Office of the
Superintendent of Schools. Please contact the school or see the website for the grievance
procedure.

TRANSPORTATION

Bus Regulations: You must not leave the school grounds after you arrive at school. All
students arriving before 7:30 should report to the cafeteria. After 7:30, students should report to
their cluster area. You cannot ride the late bus unless you are staying for a school activity or with
a teacher. The late bus is a privilege and can e revoked. All bus transfer requests must be
received in the main office before 1:00 P.M. Bus passes must be signed by office personnel
and handed to the driver upon boarding. No pass equals no admittance to the bus. If you are
in the band or taking lessons, you may bring your instruments with you on the bus, provided
you can carry the instrument with you and not present a hazard to other students. Please review
the district's School Bus Conduct Policy for a more detailed description.

Late Buses: Late buses are provided for those students who participate in after school
activities. If you are staying after school for an activity, you cannot leave the school grounds if
you plan on riding the late bus. Bus stops for late buses are not the normal routes; stops are
consolidated to the center of towns.

Bus Conduct Policy: Pursuant to New Hampshire RSA 189:9A and Department of Safety
Handbook for School Bus Drivers, the School Board has adopted the following policy and
regulations relating thereto which are consistent with the Kearsarge Safe School Policy. The
Superintendent of Schools has designated the Director of Transportation and the Principals as the
School Officials having authority to suspend students from buses.

Student Conduct is expected to be essentially the same on the buses as in classrooms.
Appropriate action will be taken to maintain good order on the school buses based upon the
following guidelines.

        1. Students will obey the bus driver/monitor and demonstrate good conduct at all times.

                                              19
       2. Students shall arrive at the bus stop at least five minutes prior to scheduled pick up
       time.
       3. Students shall wait in a safe place, clear of traffic, and conduct themselves in an
       orderly manner.
       4. Students shall cross the road or street in front of the bus only after the driver has
signaled with a thumbs up that it is safe to cross. (10 foot minimum crossing distance).
       5. Students shall board the bus one at a time, go directly to their seats, and remain seated
until they get off the bus. They may not change seats unless requested by the
       driver/monitor.
       6. Students will not shout, throw objects in/out of the bus, or eat/drink on the bus.
       Plain unflavored/unscented water is allowed.
       7. Students will assist the driver/monitor in keeping the bus neat and clean. Students
are expected to inform the driver/monitor of any damage they notice to their seat
and/or the area around where they are sitting as soon as they sit down.
       8. Students will ride the bus to which they have been assigned and get on and off the
bus at assigned stops, unless they follow the correct procedures to obtain a “bus transfer”
slip. These slips can be obtained through the main office of each school building.
       9. Students are prohibited from possessing or using tobacco, alcohol, weapons, and/or
other unauthorized drugs on the bus.
       10. Students must be aware of the consequences for violations of bus rules outlined on
       the following pages.
       11. Students are not allowed to transport skateboards, skis, snow boards, etc. on
       morning, afternoon and/or late buses.
Additionally, the bus company has issued the following School Bus Rules:

        1. Follow the Driver’s instructions.
        2. Be on time.
        3. Cross in front at Driver’s signal.

        6. Keep the aisles clear.
        7. No eating, drinking, smoking or littering.
        8. No throwing things, hitting or rowdy behavior.
        9. Do not put anything out the windows.
        10. Do not damage the bus.

                                      Rules & Laws
                       New Hampshire School Transportation Association

HB1362 / Relative to permitting audio and video recording on school buses
This bill has been enacted into law and becomes effective on June 24, 2006. It permits a
school bus owner or operator to make an audio recording of a student on a school bus if the
school board, after a public hearing, authorizes the recording and the parents and students are
notified of the recording. Under previous legislation, school bus owners and operators were
permitted to make video recordings. The following steps as outlined in the law must be taken
prior to the implementation of audio recording on school buses.

                                             20
    A) The school board shall hold a public hearing to determine whether audio recording
should be authorized in school buses.
    B) If this is authorized, the school board shall establish an administrative procedure to
       address the following:
            1. The length of time the recording is retained.
            2. Ownership of the recording.
            3. Limitations on who may listen to the recording.
            4. Provisions for erasing or destroying the recording.
The administrative procedure must adhere to the following:
       1. The parents or legal guardian of any student against whom a recording is being
used as part of a disciplinary proceeding must be permitted to listen to the
recording under the supervision of a school official.
       2. In no event shall the recording be retained for longer than 10 school days unless
the school district determines that the recording is relevant to a disciplinary
proceeding, or court orders that it be retained for a longer period of time.
       3. An audio recording shall only be reviewed if there has been a report of an
incident or a complaint relative to conduct on the school bus, and only that
portion of the audio recording which is relevant to the incident or complaint
                 shall be reviewed.
    C) The school district must provide notification of the recording to the parents and students
as part of the district’s pupil safety and violence prevention policy.
    D) There must be a sign informing the occupants of such recording prominently displayed
       on the school bus.

     Infractions of Discipline:
     1. A “Bus Misconduct Report” in four copies will be written for students who have already
received verbal warning(s) from a driver/monitor, indicating the date the warning(s) were
issued, or for students who commit offenses that require immediate suspensions. These
misconduct reports will be submitted to the Main Office of the school the student attends.
     2. Under normal circumstances, the administrator will take appropriate action as explained
on the Bus Misconduct Form, within 48 hours (two school days). When circumstances require
more than 48 hours (two school days), the Transportation Department will be notified. One copy
of the misconduct report will be forwarded to the Transportation Director, one copy will be sent
home with the student for his/her parent to sign and return to the school within 48 hours (or two
school days), one copy will be kept in the student’s file at school, and one copy will be returned
to the driver/monitor from the school. Discipline will be fair, equitable and consistent across
developmental ages.
     3. If the student does not return the copy of the Bus Misconduct Report signed by his/her
parent on time, it will be the school’s responsibility to contact the parent by phone. Students who
continually fail to return signed forms on time will receive a school consequence. One of the
afternoon drivers, monitors, or school personnel will deliver the driver copies to each driver
daily. Each school will furnish a mailbox for this purpose, as well as for other communication
that needs to go directly to drivers.
    4. Students who are written up for inappropriate behavior after they have been suspended
from riding the bus for ten days will be referred to the Superintendent of Schools for more severe
consequences. Habitual offenders will be suspended from the bus beyond 20 school days upon
School Board approval.

                                             21
    5. When a child is suspended from riding the bus, IT BECOMES THE PARENT’S
RESPONSIBILITY TO TRANSPORT THE CHILD ACCORDING TO NEW HAMPSHIRE LAW
(RSA 189:9A). Suspension shall begin the school day following notification to the pupil’s parent
or legal guardian. THIS IS A SUSPENSION FROM RIDING THE BUS AND IS NOT TO BE
CONSIDERED A SUSPENSION FROM SCHOOL. When possible, the school will contact the
parent or legal guardian by telephone the same day the student receives notification he/she has
been suspended from the bus.
    6. The driver has the right to request an administrator at school remove a student from the
bus for gross misconduct that would hinder safe transport conditions.

Violations:
I. BEHAVIORS THAT WILL FIRST RESULT IN A WRITTEN WARNING:
         1. Disobeying the bus driver/monitor or refusing a reasonable request.
         2. Use of profane or vulgar language/disrespect for others.
         3. Causing loud noises or disturbances.
         4. Standing or changing seats without permission.
         5. Eating/drinking/littering on the bus (students will also clean the bus).
         6. Riding a different bus without appropriate permission.
II. SUBSEQUENT OFFENSES will result in detentions, in-school suspension or out-of-school
suspension, and/or suspension from riding the bus, depending on the severity of the incident
or the frequency of the occurrence. Students who receive multiple referrals within a one to
two day period will be assigned a more severe consequence than they would if they had only
    received one referral.
III. BEHAVIORS THAT WILL RESULT IN BUS SUSPENSION UPON PARENT
NOTIFICATION:
         1. Fighting, hitting, or pushing others.
         2. Possession/use of tobacco, alcohol, drugs, controlled substances, or weapons.
However, if the controlled substance is a prescribed medication, the student must have
         appropriate permission from
         school authorities or a physician.
         3. Spitting (students will also clean the bus).
         4. Throwing objects on or out of the bus.
         5. Reckless conduct/vandalism (students will also pay for any damage).
         6. Other incidents that constitute safety violations (i.e. putting head, hands, etc. out of
         window).
         7. Excessive/abusive use of foul language.

THERE WILL BE NO POSSESSION OR USE OF TOBACCO OF ANY KIND ON THE BUS BY
ANYONE AT ANY TIME.

VISITORS

Adult Visitors to the School: Any visitor (a person not acting at the time as an employee of
the School District) must report to the school office upon entering a school building. Each visitor
will be provided with a visitor's pass, when appropriate.

Student Visitors: Students not enrolled in the middle school must have permission to visit
from the principal or assistant principal. The student's parents should make such a request in

                                             22
writing at least one day in advance. Students should present the note from their parent to each
of their teachers, who should sign the note indicating they give permission for the student to
bring a visitor to their classroom. After all of the student's teachers have signed the note, the
student should bring the note to the office to have the principal/assistant principal sign it, giving
final approval for the visitor.

WELLNESS – Since the health effects of caffeinated drinks and energy drinks on adolescents can
be detrimental to their health, students are prohibited from using them or bringing them onto
school property. Please see our website for the complete wellness policy.

WINTER ENRICHMENT ACTIVITIES - In mid-winter, special activities are planned five
afternoons during our school day. This is done in order to give students a chance to explore
different interests, to give them an opportunity to get involved with others who have similar
interests, and to provide contact with teachers outside of the classroom. These activities are part
of our regular school day. Students who participate in skiing, ice skating and/or snowboarding
must wear helmets. More information regarding the middle school's Winter Activities Program
will be provided to parents and students at the beginning of the school year. All students are
expected to participate.

This Handbook does not contain all District policies. For all policies, please
see the District website at www.kearsarge.org. If you need a hard copy of a
specific policy, please contact the main office at 927-2100 and we will be happy
to provide it.
