BIRD STRIKE COMMITTEE CROATIA
Bird Strike Committee Croatia at its 3rd session held on 30th March 2006, and its 4th session
held on 15th November 2006, determines the following
PROCEDURE
Of Reporting on Bird and Other Animals Strike
On the Republic of Croatia Territory
1. P u r p o s e
Credible reports on collision of birds and other animals with aircrafts (civil and military)
represent the basic precondition for observing of importance of these topics, as well as the
indicators for undertaking of necessary actions regarding lessening and prevention of these
collisions.
2. Reporting Procedure Participants
The obligation to submit a report on birds and other animals strikes applies to:
a) Aircraft Operator (aircraft captain or aircraft operator technical staff);
b) Airport Operator (respective airport department);
c) Air Traffic Control.
3. Kinds of Collisions – Accidents
Subject of report are the following accidents:

a) Bird strike with material damage;
b) Bird strike without material damage;
c) Bird near-misses.
4. Aircraft Captain Report
In case of bird and other animals strike (with or without material damage), or bird near-misses
during landing or taking-off, Aircraft captain is obliged to inform about relevant accident the
ATC duty controller through work frequency, within shortest time possible, i.e. as soon as
safety of flight allows it.
Immediately after an accident, and within 72 hours the latest, a fully completed Bird Strike
Report / BSR (enclosed in Statutes of Reporting on and Investigating of Aircraft Safety
Endangering, Accidents and Serious Disasters, published in Official Gazette no. 139/05 – p.
11631), is to be delivered to:
a) Ministry of Sea, Tourism, Transport and Development – Investigations Department,
Prisavlje 14, 10000 Zagreb, fax: ++385 1 61 69 068;
b) Air Traffic Services Reporting Office (ARO) at the respective airport, and as follows:

that than obligatorily forwards it to the Ministry stated under it. a);
c) Airport where the accident happened;
d) Proper company's department in charge.

5. Air Traffic Control
a) In case of bird or other animals strike or near-miss occurs within airport competence
area (inside fenced airport property), the obligation of Air Traffic Control in charge is
to inform airport ground services in charge for inspection of operative grounds status
(Fire and Rescue, Anti Bird Strike Team, et al.) about accident (stating respective
flight number) immediately after receipt of report from the side of aircraft captain, or
based on proper observation.
b) If duty controller in control tower suspects the probability of possible bird strike,
because birds are detected at, or in the vicinity of the airport, he informs aircraft
captain about that, and he may ask airport personnel to perform control of
manoeuvring areas and undertake suitable bird scarring away activities.
6. Airport Operator Report
a) Upon receipt of information about occurred situation, airport service in charge
inspects operative areas, and makes necessary report on it, where it obligatorily states
flight number that reported the respective accident. These reports are made on existing
forms that airport services in charge use for evidence of birds presence and actions
related to it undertaken within airport area. This report is added to basic reports sent to
BSR and ARO.
b) In case airport service in charge states by routine check (without information from the
side of ATC) that a bird strike happened, it is obliged to submit to ARO its report, on
the same for stated under it. a), without flight number, with remark that it refers
unreported BSR.
7. Elaboration of Report
Everyone included into reporting procedure is obliged to completely, precisely and truthfully
complete all sections of the forms stated in it. 4. and 6. of this document, or on the electronic
form.
8. Ministry of Defence of the Republic of Croatia Reports
Reporting procedure for military aircrafts is proscribed by Ministry of Defence.
Ministry of Defence reports are delivered once a year (in general by the end of year) to
Ministry of Sea, Tourism, Transport and Development – Investigative Department, Prisavlje
14, 10000 Zagreb, fax: ++385 1 61 69 068.
9. Statistical Elaboration

All above mentioned reports delivered to Ministry represent basic documentation for
formation of bird strikes data base and elaboration of necessary statistical indexes. Ministry is
liable for statistical elaborations.
10. Scheme
Schematic presentation of air traffic participants' communication in case of collision of bird
and other animals with civil aviation aircrafts makes part of this procedure.
