Subject:            Clarification based on proceedings of pre bid conference on “Census of Handicrafts
                    artisans held on 25.09.2009.

        A Pre bid Conference with the prospective bidders for conducting of complete Census of Handicrafts

artisans in the remaining 60% of the districts in the country was held at 03.00 p.m. as scheduled on 25
September, 2009 in the Office of the Development Commissioner (Handicrafts), West Block No. 7, R.K.
Puram, New Delhi, as indicated in the bid document uploaded on the Website and advertisement dated
16.09.2009 published in the Times of India, Economic Times, Business Standard, Hindustan (Hindi).

       The participants in the pre bid conference were addressed by Addl. Development Commissioner
(Handicrafts) she informed the prospective bidders in detail the purpose of census.

        After taking into consideration all issues raised by some of the representatives of the prospective
bidders present in the conference, following clarifications are provided:

        In addition to above clarifications, the prospective bidders may kindly take note of the following
information, as reference for submission of their proposals.

1.      The interested bidders are requested to send their proposals as is indicated in the tender document
addressed to Development Commissioner (Handicrafts),Office of the Development Commissioner
(Handicrafts). Ministry of Textiles, Government of India, West Block No.7, R.K.Puram, New Delhi 110066
following strictly the instructions contained on pages 5-7 of the tender document.

2.      As has been made clear in the pre-bid conference, a proposal of the consortium etc. of
organizations will not be entertained and is liable to be rejected.

3.       The evaluation of the technical and financial bids it is once again reiterated will be done on the basis
of 70.30 ratio (giving 70% weightage to technical bid and 30% weightage to financial bid). The bidders
getting a score of 50% at the technical stage, will qualify for being included in the further evaluation process.

4.      The bidders it is again reiterated as has been made clear in the pre-bid conference have to deposit
Earnest Money of Rs.50,000/- with each bid submitted region wise, EMD should be submitted separately in
an envelope to be placed in the envelope containing technical proposal, as otherwise the Tender is likely to
be rejected.

        The meeting ended at 04.30 P.M. with a vote of thanks to the Chair.
