Umbrella Initiative Pilot Project A project to identify and track both the total numbers of small and disadvantaged businesses not yet registered with the state of Florida or with its Cities and the number of public contracts, these businesses are currently receiving. The project will rely on a new ‘Small and Disadvantaged Business (SDB) Dashboard’ built for the FPA effort by Eagle Eye, which is already tracking federal contracts.for Congress. The proposed ‘SDB Dashboard’ will collect, track and match awarded contracts at the municipal and State level to the SDB Federal Database ‘Eagle Eye is already managing.’1 The goal is to encourage municipal and State procurement officials to standardize their reporting and thus comply with both the Quality Data Act and the mandate of P.L. 95-507 in offering ‘maximum practicable utilization to disadvantaged businesses.’ The municipal efforts have already begun with the City of Miami whose Commissioners voted unanimously on an ordinance to begin gathering the contract data.
Funded by a grant from the Minority Business Development Agency (MBDA), the SDB Dashboard will be maintained by the UNF Minority Procurement Center to promote and encourage states and municipal governments to standardize and improve the data gathering efforts of minority businesses and contracts.. The Florida effort is expected to be replicated elsewhere in other states.
