11. Justification for proposal. Please indicate how past assessments of student learning prompted proposed
changes.
    The proposal is to drop all emphases that have not had enrollment in the past 2-8 semesters. This
includes: Advertising, Anthropology, Biology, Environmental Communication, Library Science
(previously dropped but change not made in catalog), Navajo, News Editorial, and Philosophy. These
proposed changes have been reviewed and approved by the department chairs in the respective
departments. The rationale for these changes concerns two issues. The first is the appearance of a
number of programs with a zero enrollment is not a politically sound thing to do at this time. The
second concerns the workload during program review and learning outcome review. Currently each
college is represented on the BIS/BAS Council, usually by an associate dean. It is expected that
programs remaining in the BIS will have representation on the council whether there are students in the
emphasis area or not.
