                         MCCCD Curriculum Program Proposal
Background Statement for Proposed New Associate in Transfer Partnership Degree

Initiating College: Rio Salado College (Primary)
Program Availability: Shared by: RSC, MCC, GCC, SCC, PVCC, PC
Proposed New Associate in Transfer Partnership (ATP): Early Childhood Teacher Education
Effective First year Term: 20076
Major Code: 9205
CIPS code: (tbd)
Instructional Council (code): Early Childhood Education (62)
Instructional Council Recommendation: Approved

Vice President Approval for Processing: Karen Mills
Comments: Approved for processing to the MCCCD Center for Curriculum and Transfer Articulation
Date Submitted: 10/5/05

Background and Rationale: During the summer of 2004, Rio was contacted by NAU about the
possibility of developing a baccalaureate degree partnership in Early Childhood Education.
Given the recent passage of ADE regulations related to Early Childhood Teacher Certification
and Rio’s interest in this area along with Rio’s successful experience in teacher education, it was
determined that the timing was right to enter into partnership discussions.

In August, 2004 Rio visited with NAU, discussed various program possibilities and decided that
the best pathway for students would be the use of an ATP. After many months of interaction and
discussion with NAU that included other sister institutions, several new courses, using the EED
prefix, were developed and submitted for approval through the MCCCD Curriculum process.
Using these new courses along with other existing courses and taking into consideration the NAU
Early Childhood Education degree requirements, the attached ATP was developed. This ATP has
been reviewed and approved by NAU and the Early Childhood IC. In addition, and with the
understanding that the EEC courses contained in this ATP are considered to be methods courses,
NAU has requested that they now be submitted to NAU as soon as possible for articulation as
elective credit. Rio is working with the District Academic Affairs offices to move this request
forward.
