1. FULBRIGHT FOREIGN STUDENT PROGRAM (2013–2014 Academic Year)

As part of the range of Fulbright programs, the Fulbright Foreign Student Program offers graduate
students and young professionals the opportunity to earn a Master's degree in the United States.

Eligible Fields of Study: The Fulbright Foreign Student Program is open to all fields of study, with
the exception of medical sciences.

Eligibility:

•   Applicants must be citizens of Tajikistan residing in Tajikistan at the time of application or
    permanent residents holding a valid passport issued by Tajikistan.
•   Applicants must have completed their undergraduate education and hold a degree that is at
    least equivalent to a U.S. bachelor's degree.
•   Applicants should have a sufficient level of English to enable them to successfully complete full-
    time graduate study in the U.S. with a recent paper-based TOEFL score of 550 or higher or
    equivalent test (i.e. internet-based TOEFL (IBT) or computer-based TOEFL (CBT)).
•   Strong preference will be given to applicants who have not had extensive recent experience in
    the U.S.
•   An applicant who is currently in the U.S. is ineligible for a grant.
•   In order to be eligible for the program, applicants must currently reside in their country of
    citizenship.
•   An applicant’s financial need or status will not be a factor in the selection process.

Program Provisions: All grantees receive tuition, a monthly stipend for up to 24 months,
supplemental health and accident benefits, a book and equipment allowance, travel support, and
the opportunity to attend Fulbright enrichment activities.

Selection Criteria: Applicants must have a sufficiently high level of English to undertake full-time
graduate-level study in the U.S.; must have outstanding academic records; must have satisfactory
required test scores of TOEFL, GRE, or GMAT; and should be able to demonstrate high motivation,
serious commitment to completing the program, and leadership potential upon returning home.

      Scholarship for the Master of Arts in Politics and Security Program 2012-2013
      OSCE Academy, Bishkek, Kyrgyzstan


      The OSCE Academy in Bishkek invites applications for the Master of Arts in Politics and
      Security Programme 2012-2013. The Programme offers advanced courses in political
      science, international relations and a range of applied disciplines in comprehensive security
      and conflict prevention and resolution with a focus on Central Asia. The MA program is
      supported by the OSCE and a number of OSCE participating states and partner institutions.
      The coursework starts on 3 September 2012 and finishes on 30 September 2013.


      Deadline Extended: 23 APRIL, 2012

      Eligibility:
      Applicants must meet the following admission criteria:

      Successful completion of an academic degree of higher education (BA, MA, MSc, Diploma)
      in Political Science and other related fields, or enrollment in the final year of an
      undergraduate degree
      Excellent knowledge of English
      Applicants should not be older than 32 years on 3 September 2012
      Citizenship preferably of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and
      Afghanistan
      Applicants from other OSCE participating states can be accepted for the program, but on a
      limited basis only.

      Financing:
      The OSCE Academy in Bishkek covers:

      Round trip travel expenses within Central Asia
      Monthly stipend of EUR 180 per month
      Housing allowance of EUR 95 for non-residents of Bishkek
      Health insurance (Citizens of Kyrgyzstan are not eligible)
      Child allowance of EUR 15 per child and single parent support (Medical insurance,
      transportation and visa costs are NOT provided for spouses and children)

3. THE 2013-2014 HUBERT H. HUMPHREY FELLOWSHIP PROGRAM

The Embassy of the United States of America in Tajikistan is now accepting applications for the
2013-2014 Hubert H. Humphrey Fellowship Program.

The Hubert H. Humphrey Fellowship Program is for experienced professionals interested in
strengthening their leadership skills through a mutual exchange of knowledge and understanding
about issues of common concern in the U.S. and the Fellows’ home countries. As a non-degree
program, the Fellowship offers valuable opportunities for professional development through
selected university courses, attending conferences, networking, and practical work experiences.
During the year, Fellows pursue their individual program goals while working closely with their
Humphrey colleagues in workshops and seminars. Unlike a typical graduate school experience, the
program encourages Fellows to travel away from their host campus to learn more about American
culture and to network with their American peers.

Appropriate candidates are mid-career professionals in leadership positions who have a
commitment to public service and the potential for professional advancement. Prospective Fellows
should have a minimum of five years of professional experience, and should have completed a
university degree prior to August 2013. They should be interested in the policy aspects of their
fields of specialization. Candidates must have completed a university degree program requiring at
least four years of full-time study in order to qualify for participation in U.S. graduate study
programs. Candidates should be proficient in both written and spoken English. Semifinalists will be
required to take the Internet-based TOEFL.
Individuals who have attended a graduate school in the United States for one academic year or
more during the seven years prior to August 2013, as well as individuals with other recent U.S.
experience (more than six months during the five years prior to August 2013), are not eligible for
this program.

                        Vacancy announcement for a long-term position:

Director of Program Development and Evaluation
Location: Bishkek
The Director leads strategic development of all EFCA programs in Kyrgyzstan and Tajikistan,
including overall responsibility for needs analysis, developing partnerships and projects,
fundraising, donor relationships and reporting, evaluation of results and coordination with other
actors. The Director manages two staff in the development department, works closely with project
and financial management staff and the Executive Directors in Bishkek and Dushanbe, and reports
to the EFCA President in Almaty.
EFCA is a leading Central Asian NGO implementing programs across several social and economic
development sectors. This challenging role offers a unique opportunity to influence EFCA’s varied
set of programs and work with a range of donors and partners, including USAID, EU, World Bank
and UN agencies. The successful candidate will have excellent analytical and communication skills
and a track record in program development and fundraising.
Responsibilities
1.   Strategic planning
      Develop strategic direction of EFCA’s programs (with EFCA President and Executive
        Director)
      Lead needs assessment and background research to guide and inform EFCA programs
      Liaise with local development actors to ensure coordination of EFCA programs with others,
        and support overall aid effectiveness
      Represent EFCA in relevant Donor/Implementer coordination forums
2.   Project development and fundraising
      Build and maintain relationships with donors and identify funding opportunities
      Conceptualise and design projects and develop local partnerships
      Lead the drafting of concept notes and proposals, including budget development
      Edit and approve all submission to donors
3.   Evaluation, reporting and knowledge management
      Lead internal and external programme/project evaluations
      Edit and approve project reports for submission to donors
      Oversee EFCA communications strategy and approve media materials for publication
      Lead internal learning processes to ensure continuous improvement of EFCA programmes
       and development of institutional knowledge

Required Qualifications
Essential
    Masters Degree or comparable qualification
    Fluency in written and spoken English – native speaker or equivalent level.
    Excellent conceptual and critical analysis skills, ability to interpret varied information sources
      and write concisely and persuasively in English
    Strong networking, interpersonal and presentation skills
    Computer literacy, strong numeracy skills and experience developing budgets in MS Excel

      3+ years’ experience designing or managing programs in the international development

    Experience working in Central Asia and Kyrgyzstan

2. Programme Assistant on Gender Issues (re-issue) /OSCE

Background
The OSCE Office in Tajikistan is looking for highly qualified, motivated and experienced Tajik
professionals for the position of Senior Programme Assistant on Gender Issues, working mainly
with the Women´s Resource Centers, with its main Office in Tajikistan. The OSCE is committed to
achieving a better balance of women and men within the Organization.

Tasks and Responsibilities:
Under the supervision of the Gender and Anti-Trafficking Officer, the incumbent maintains daily
contact with the ten Women´s Resource Centers in Tajikistan, collects and analyzes narrative and
financial reports, maintains records and prepares documentation pertaining to the “Support and
Strengthening Women´s Resource Centers Project” within the Gender Unit. Specifically:
• Maintains close and regular contact with the ten Women’s Resource Centers in relation to their
financial planning, implementation and reporting;
• Supports and strengthens the capacity of the Women’s Resource Centers in their financial and
administrative planning, implementation, monitoring and reporting also through training of
accountants of Implementing Partners, including some support on taxation issues;
• Examines source documents for completeness, accuracy and validity of charges. Investigates
erroneous charges and takes the appropriate corrective accounting actions;
• Monitors expenditures to ensure that they remain within authorized levels and examines the
validity of requests for replenishment or changes in financial spending against new or changes
project activities;
• Collects and analyzes regular financial reports from the Women’s Resource Centers, including
carrying out specific operational and control tasks for programme implementation, expenditure and
reporting;
• Carries out regular monitoring from Dushanbe and through field visits;
• Drafts financial and administrative records, budgets and reports;

• Works closely with the other Senior Programme Assistant under the project in coordinating and
sharing tasks, and works closely with the OSCE Fund Administration Unit and Project Coordination
Unit;
• Conducts background research and collects necessary information on financial and
administrative issues relevant for the work of the Unit and for the development of the Gender
programmes and activities;
• Prepares working documents, background material pertaining to the administrative and financial
activities of the project, correspondence with relevant ministries, governmental and public
institutions, OSCE institutions, donors, and relevant international organizations and NGOs. Drafts
internal financial and administrative reports, requests, minutes of meetings, and notes to file.
Contributes to the preparation of reports, project documents and submissions to the Governments
by providing information, preparing tables and drafting relatively routine sections, in particular in
relation to financial issues;
• Attends relevant internal and external meetings, maintains and assists the organization of
supervisor’s calendar, including the scheduling of appointments and related arrangements, collects,
reviews and sorts incoming mail, dispatches outgoing mail and communicates messages. Maintains
and updates office filing system and lists of contacts;
• Performs other duties as required.

Requirements:
• Secondary education supplemented by specialized training in Economy, Finances, Office
Management or Administration;
• Minimum 4 years office experience in an administrative set up or political institution, including
practical experience in financial and administrative reporting and processing;
• Computer literacy with practical experience in window and Microsoft applications;
• Good communication and public relations skills and diplomacy/tact in all dealings;
• Excellent written and oral communication skills in Russian and English, knowledge of Tajik
would be an asset;
• Excellent attention to detail and ability to work in a complex project;
• Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration:
Monthly remuneration, subject to social security deductions, is 642.92 EUR. Social benefits will
include participation in Vanbreda medical insurance scheme.

Background
The OSCE Office in Tajikistan is looking for a highly qualified, motivated and experienced Tajik
professional for the position of Programme Assistant on Anti-Trafficking Issues. The Anti-Trafficking
Unit of the OSCE Office in Tajikistan works closely with a wide range of Government agencies, civil
society organizations, individual experts and OSCE offices and institutions in the areas of
prevention, protection and prosecution of human trafficking.

Tasks and Responsibilities:
Under the supervision of the Gender and Anti-Trafficking Officer, the incumbent maintains daily
contact with agencies working in the field of anti-trafficking, follows recent developments and
assists in the implementation of programme activities. Specifically, the incumbent:
• Assists in the design, planning, implementing and monitoring of project activities, including
identification of target groups, audiences and participants, and preparation of monitoring reports;
• Performs research and review of developments and legislation in the field of anti-trafficking
specifically, and in other areas relevant to the Human Dimension generally, in Russian and Tajik,
summarizes in English;
• Drafts contributions to monthly activity reports, background reports, and other regular and ad
hoc reporting on relevant human trafficking issues;
• Attends relevant meetings, relevant thematic working groups, roundtables, workshops,
conferences and other events; liaises with applicable working groups;
• Provides logistical and administrative support to the Anti-Trafficking Unit and the Human
Dimension Department as needed;
• Organizes delegations to OSCE events abroad (invitations, logistical arrangements etc);
• Organizes data and information, prepares and maintains records and documents;
• Monitors the budgets and subsequent expenditure of the Anti-Trafficking Unit and communicates
with relevant Financial/Administrative colleagues on budgetary issues;
• Performs other duties as required.

Level of Professional Competence Requirements:
• Secondary education supplemented by studies in law, political or social sciences or any other
relevant field;
• Minimum 2 years relevant working experience; with established analytical skills (ability to
produce background reports, conduct independent research);
• Good communication and organizational skills and the ability to establish and maintain
contact/public relations with project partners, NGOs, governmental officials;
• Knowledge of international documents relevant to human trafficking and/or human rights as well
as the legal system in the Republic of Tajikistan;
• Excellent attention to detail, both on administrative, financial and subject matters, and ability to
work in a complex project;
• Ability to work with people of different nationalities, religions and cultural backgrounds.
