Purpose:
This advice letter filing is being made to recover amounts attributable to customer billing
adjustments, made in 2007, 2008, 2009, 2010 and 2011, provided by the Company through its
Commission recognized leak adjustment procedure. These amounts were previously recorded
in the WRAM1; however, pursuant to Decision (D.) 12-06-016, are removed from the WRAM
and presented separately in this advice letter filing. The rate impact of the surcharge designed
to recover these amounts is an annual increase of 4.26%.
Background:
California American Water filed Advice Letter 735 in March 2009 to recover 2007 and 2008
WRAM balances, including the customer billing adjustments. The Division of Ratepayer
Advocates submitted a protest of Advice Letter 735 and completed an audit, to which the

Company submitted its response in August 2009. The Division of Water and Audits (DWA)
rejected Advice Letter 735 in a letter dated September 14, 2009.
Following the rejection of Advice Letter 735, the Company filed Advice Letter 838 in May 2010
to re-file for those balances. DRA submitted another protest of Advice Letter 838 in June 2010.
DWA rejected Advice Letter 838 in a letter dated August 2, 2010.
In both letters rejecting Advice Letters 735 and 838, DWA cited as one reason that; “[t]he
Commission provides no provisions for billing adjustments in the WRAM (for example, waiving
charges due to a leak on the customer’s premises). Cal Am should not include billing
adjustments in the computation of WRAM balances for 2007 and 2008.”
To resolve this issue once and for all, California American Water filed for the 2007 and 2008
WRAM balances in its General Rate Case Application (A.) 10-07-007. The interim decision
(D.12-06-016) in Phase I of A.10-07-007 addressed this issue by 1) affirming that California
American Water should be allowed to recover the revenue lost due to billing adjustments; and 2)
requiring that the WRAM balances be refiled without the billing adjustments. The Decision did
not specifically address how the Company should file to recover the billing adjustments. The
exact wording from the Decision is as follows:
We agree with Cal-Am that billing adjustments benefit ratepayers and we agree that Cal-
Am should be able to recover the revenue lost due to billing adjustments, but we
disagree with Cal-Am’s current recovery through the WRAM. Therefore, to recover its
WRAM balances, Cal-Am should remove all billing adjustments from its computation of
the Monterey County District WRAM and file a Tier 2 advice letter for recovery.
Additionally, Cal-Am’s advice letter should also comply with any outstanding requests
and/or instructions contained in DWA’s rejection of Advice Letter 735 and 838. 2
Being that this billing adjustment issue has persisted from the time of the general rate case filing
onwards, California American Water is hereby submitting for recovery cumulative billing
adjustments from 2007 through 2011. Subsequent advice letter filings will be made to comply
with D.12-06-016 for recovery of unrecovered Monterey County District WRAM balances,
without billing adjustments.
Rate Impact:
The total annual increase as a percentage of operating revenues is 4.26%.
Request:
California American Water respectfully requests that the revenue loss of $6,235,488, be
recovered through a volumetric surcharge for a period of 3 years on Monterey Main, Ryan
Ranch, Hidden Hills, and Bishop customers, pursuant to CPUC Standard Practice U-27-W.
Tier Designation:
These tariffs are submitted pursuant to General Order No. 96-B and this advice letter is
designated as a Tier 2 filing.

California American Water requests that the attached tariffs be made effective upon
Commission approval of this advice letter.

served upon all interested and affected parties as shown in Exhibit A.
Protest and Responses:
Anyone may respond to or protest this advice letter. A response supports the filing and may
contain information that proves useful to the Commission in evaluating the advice letter.
A protest objects to the advice letter in whole or in part and must set forth the specific grounds
on which it is based. These grounds may include the following:
(1) The utility did not properly serve or give notice of the advice letter;
(2) The relief requested in the advice letter would violate statute or Commission order,
or is not authorized by statute or Commission order on which the utility relies;
(3) The analysis, calculations, or data in the advice letter contain material error or
omissions;
(4) The relief requested in the advice letter is pending before the Commission in a formal
proceeding; or
(5) The relief requested in the advice letter requires consideration in a formal hearing, or
is otherwise inappropriate for the advice letter process; or
(6) The relief requested in the advice letter is unjust, unreasonable, or discriminatory
(provided that such a protest may not be made where it would require relitigating a
prior order of the Commission.)
A protest shall provide citations or proofs where available to allow staff to properly consider the
protest.
A response or protest must be made in writing or by electronic mail and must be received by the
Water Division within 20 days of the date this advice letter is filed. The address for mailing or

17. Per Advice Letter 962, a volumetric surcharge of $0.0104 per 10 cf will be applied to each
customer’s bill to fund conservation efforts for the Monterey Peninsula Water Management
District (MPWMD). The surcharge will remain in effect until otherwise directed by the
Commission. This surcharge is applicable to customers in the Monterey main, Bishop, Hidden
Hills and Ryan Ranch areas.
18. Per Advice Letter 970, a volumetric surcharge of $0.0334 per 10 cf will be applied to each (N)
customer’s bill in the Bishop, Hidden Hills and Ryan Ranch service areas; and a volumetric (N)
surcharge of $0.0448 per 10 cf will be applied to each customer’s bill in the Monterey Main (N)
service area to recover balances due to billing adjustments. The surcharge will remain in (N)
effect for 36 months, effective upon Commission approval.
SPECIAL CONDITIONS Applicable to those customers in the Monterey Main Service Area Only:
1. Per Decision 06-11-050, costs associated with the Carmel River Dam shall be placed in a
balancing account and collected through a connection surcharge over the next four years. The
total amount to be recovered is $3,601,239. The balancing account will earn interest at the
90-day commercial rate.

2. Coastal Water Project (CWP) Surcharge #1: Per Decision 06-12-040, a surcharge will be applied
to customer bills to collect for pre-construction costs associated with the CWP. Costs to be
recovered through CWP Surcharge #1 include $1,353,831 in public outreach costs and
$1,639,429 in other costs, for a total of $2,993,260. A surcharge of 4% will be added to all bills
rendered from January 1, 2007 through June 30, 2007. The surcharge will be increased to 7%
from July 1, 2007 through December 31, 2007 and will increase to 10% from January 1, 2008
through September 29, 2011. On September 30, 2011, the surcharge will increase to 15%
through a time when the outstanding approved amounts, with interest, are recovered. This
surcharge is applicable to customers in the Monterey main system
3. Per Advice Letter 929, a volumetric-based surcharge is included on each bill to
recover $2,206,873 in payments made to the National Oceanic and Atmospheric
Administration (NOAA) for Endangered Species Act (ESA) mitigation activities on the
Carmel River Dam. Customers in the Monterey main system will see a surcharge of
$0.0253 per 10 cubic feet added to the general metered quantity rate. This surcharge
is effective from May 1, 2012 through April 30, 2014.
