Reading Endorsement
As a District School Board of Collier County (DSBCC) employee you have two options for satisfying the
Reading Endorsement requirements:
1) State Plan – The Department of Education (DOE) will give you credit for completed college reading courses
and/or teaching experience (as the reading teacher, or in an elementary K-6 setting), towards adding the
Reading Endorsement to your certificate. Apply to the Department of Education (DOE) for an official
statement of status of eligibility. They will need official transcripts. If you have not previously used experience
to satisfy coursework, you may use a maximum of two years experience to satisfy two courses. When you
receive the DOE’s response, you would then take the remaining courses listed on your status of eligibility letter
at the university of your choice. Apply online at https://certify.fldoe.org and contact the Karen Eby in Human
Resources to send your verification of experience to the DOE.
2) County Plan –
a) If you have taken reading classes at a university other than Florida Gulf Coast University (FGCU), you
would need to apply to the DOE for certification first at https://certify.fldoe.org. They will send you an
eligibility letter outlining your remaining requirements. You would then complete the classes as inservice.
OR
b) If you take the classes as inservice or at FGCU, you would apply for certification after you complete all
classes. Send your application with proof of completion for each class to Karen Eby in Human Resources.

6A-4.0292 Specialization Requirements for the
Reading Endorsement --- Academic Class.
1) A bachelor's or higher degree with certification in an academic, degreed vocational, administrative, or
specialty class coverage, and
2) Fifteen (15) semester hours in reading coursework based upon scientifically based reading research with a
focus on both the prevention and remediation of reading difficulties to include the areas specified below:
a) Six (6) semester hours in understanding reading as a process of student engagement in both fluent
decoding of words and construction of meaning;
b) Three (3) semester hours in the administration and interpretation of instructional assessments to
include screening, diagnosis, and progress monitoring with purposes of prevention, identification,
and remediation of reading difficulties;
c) Three (3) semester hours in understanding how to prescribe, differentiate instruction, and utilize
appropriate strategies and materials based upon scientifically based reading research in order to
address the prevention, identification, and remediation of reading difficulties in order to increase
reading performance; and
d) Three (3) semester hours in a supervised practicum to obtain practical experience in increasing the
reading performance of a student(s) with the prescription and utilization of appropriate strategies
and materials based upon scientifically based reading research to address the prevention,
identification, and remediation of reading difficulties.

Teaching Experience
1) Experience in teaching reading (as the reading teacher) in grades K-12 may be applied in any area (a), (b),
(c), or (d) in the Reading Endorsement.
2) Experience in teaching Elementary Education in grades K-6 may be applied in area (a).
Notes
1) A certification from another state covering Reading or Reading Endorsement will be acceptable in
accordance with established certificate and certificate/experience provisions.
2) A master’s degree with a major in reading is acceptable for this endorsement.
3) Reminder: an endorsement may not be added based upon a passing subject area examination.
