The Wisconsin Collegiate DECA Officers and Advisors have been working diligently to prepare
for what we think will be an excellent Fall Leadership Conference. Enclosed are the following:
       a)     Tentative Agenda of Events
       b)     Events Registration
       c)     Code of Conduct
       d)     Conference and Hotel Registration Forms – deadline 10/01/11
       e)     Conference/Hotel Substitution and Cancellation Form
       f)     Officer
       g)     Directory Form

Use the form checklist to ensure all forms are sent by the deadline. Please read this packet and
return the proper forms to the proper individuals. We will register for the Fall Conference
in the same manner in which we did for the State Conference this past spring. You
will be able to make your own changes in the same manner until October 9, 2011.
After that you will need to e-mail me the changes.

You are to e-mail all your membership forms to Nationals, which are due October 3 for fall
semester membership. You should have received via e-mail the instructions for
completing your membership for this year on-line. Please email a copy of what you sent
to Nationals to mlaatsch@matcmadison.edu . Remember!! All dues, $10.00 national and
$10.00 state dues are registered on-line at the National DECA website. National DECA will
reimburse the State Association. This year the membership forms. When you get this packet,
please e-mail me that you have received it. If you have any questions, you may reach

It is our pleasure to welcome you to the ninth joint Fall Leadership Conference with, PAS,
SKILLS/USA, and Wisconsin Collegiate DECA. WI Collegiate DECA has been celebrating a
great tradition of excellence for over 49 years. With the skills and knowledge gained
through participating in WI Collegiate DECA, PAS, and SKILLS/USA, members have
succeeded as leaders and business professionals. The experiences members enjoy as a
part of WI Collegiate DECA, PAS, and SKILLS USA continues to propel them to the leading
edge in marketing, merchandising, entrepreneurship, and management.

At this conference, you will have the chance to network with people who share interest
similar to yours. You will also take part in activities that will allow you to grow
individually, while experiencing a team atmosphere. These Career & Technical Student
Organizations will help you to visualize a dynamic future and then give you the tools to
build it. By becoming involved and participating you will receive the most out of this
conference.

I believe in the future, which I am planning for myself in the
field of marketing and management, and in the opportunities,
which my vocation offers.


I believe in fulfilling the highest measure of service to my
vocation, my fellow beings, my country and my God -- that by

                     OUTSTANDING REGION AWARD

At the Fall Leadership Conference, an award will be presented to the region, which
demonstrates the most outstanding participation. The Outstanding Region Award
was developed to create communication, camaraderie, unity and interaction with
colleges within your region.

Each Chapter must conform to these rules to receive points for their region.
Points will be awarded for the following:

     1.       Chapter participation at the Fall Leadership Conference. Awarded points
              will be based on attendance taken at random times during the various
              planned leadership activities (Group, as well as officer leadership
              meeting) -- (45 points).

     2.       Chapter membership dues are paid by registration (October 3) for the
              region to acquire full points -- (10 points). Copy of forms sent to
              National need to be sent to Mae Laatsch. Points for membership
              will only be awarded if you have followed directions.

     3.       Chapter officer directory information submitted at the Fall Leadership
              Conference to State Secretary/Treasurer. Due at Registration -- (5
              points).

     4.       Chapter officer Program of Work initiated and submitted at Registration -
              - (5 points).

     5.       Percentage of officers in attendance (President, Vice President,
              Secretary/Treasurer, Parliamentarian or Regional REP) -- (10 points).

     6. Percentage of Chapter participation from Region with a team of people in
        the CTS0 Win, Lose. Draw COMPETITION -- (15 points).

Reservations and Rates

All hotel reservations for chapter advisors and delegates must be made directly to the hotel by
the chapter advisor. No reservations will be accepted by phone.

All reservation forms must be received at the hotel by October 3. No chapter reservations will
be accepted unless submitted on the proper FLC Housing Form. The hotel requests payment
for all room reservations is guaranteed 48 hours prior to the date of check-in by either one full
night's deposit or a major credit card. This deposit must be sent with the Housing Reservation
Forms, due October 3, to the hotel. The remaining room fees are due upon check-in. Please
use school or chapter check to qualify for the tax-exempt status.

Hotel Reservation Form

Chapter advisors are urged to follow these suggestions when completing the Hotel Reservation
Forms. This will facilitate smooth and efficient hotel "check-in" and will assist the hotel in
expediting your reservations.
        1. Please type all information and prepare two copies (hotel copy and Chapter
             Advisor Copy).
        2. Should more rooms be needed, supplemental room list must be attached using the
             same format (make copies of form as needed).
        3. Number rooms numerically. Leave enough room to allow the hotel to add the
             Hotel Room Number also in the box.
        4. When furnishing names, LAST NAMES MUST BE PRINTED FIRST.
        5. If changes take place after the original rooming list is mailed, the chapter advisor
             must notify the hotel in writing. (Do not send a revised room list) of the individual
             change. PLEASE USE THE HOTEL SUBSTITUTION AND CANCELLATION
             FORM - FLC*5.


Hotel Check-in

Each chapter will be assigned rooms prior to arrival. Therefore, it is imperative for each
Chapter Advisor to indicate approximate arrival time. In this way, the hotel can schedule
specific times rooms must be assigned for each chapter delegation. An attempt will be made to
issue one room per chapter upon arrival, but if the hotel has a full house the night before, they
will not be able to do this. Please ask your students to come prepared to attend the afternoon
sessions prior to checking in. Check-in time is 4:00 p.m. Room assignments and keys will be
assembled and ready for distribution to the Chapter Advisor only. Chapter Advisors are also
responsible for checkout and finalizing all room fees.

                                CTSO ALCOHOL POLICY
CTSO will not provide, serve, or promote the use of alcoholic beverages at any of its sponsored events or
activities. Students involved in a CTSO event/activity may not consume, or be under the influence of
alcohol.

Students, of legal drinking age, who choose to drink alcoholic beverages during free periods, may not do
so in open areas of the conference facilities. Open containers, bottles, glasses, cans, etc will not be
allowed in open areas of conference facilities.

Students who are not of legal drinking age may not consume alcoholic beverages at any time including
free times of a CTSO event or activity.

Individual colleges may impose additional restrictions.


Student Violations
Students not adhering to these rules who are 21 years of age or older will:

        Be given a verbal warning for the first offense.

        Be asked to leave the conference/meeting, as soon as feasibly possible, for the second offense.
         Additionally the student will not be allowed to attend another CTSO event for the remainder of
         the school year. The CTSO Director will notify the Chief Student Services Administrator of the
         student’s college of the incidents. The college administrator may impose additional disciplinary
         sanctions

        Additional steps will be taken as deemed necessary.


Students not adhering to these rules who are under 21 years of age will:

        Be asked to leave the conference/meeting, as soon as feasibly possible for the first offense. The
         student will not be allowed to attend another CTSO event for the remainder of the school year.
         The CTSO Director will notify the Chief Student Services Administrator of the student’s college.
         The college administrator may impose additional disciplinary sanctions. The student will be
         turned over to local police for prosecution.

        Additional steps will be taken as deemed necessary.


Notification
When participants register for the conference they will sign a statement that they have read and will
adhere to the CTSO alcohol policy.

I have read, my advisor has explained and I fully understand and agree to comply with the CTSO alcohol
policy. I am fully aware of the consequences that will result from the violation of this policy.

                   CAREER & TECHNICAL STUDENT ORGANIZATIONS
                                      CODE OF ETHICS
Student Organizations offer opportunities for learning beyond the classroom and give particular attention
to civic and social awareness, personal leadership and vocational competencies. To ensure the smooth
operation of meetings and the rights of others, the five Career & Technical Student Organizations have
adopted this Conduct Code. Each CTSO will include provisions in their Constitution for a Board of Review.
The Board's purpose is maintenance and compliance of the Conduct Code. Offenders of these rules,
whether individuals or a chapter, may be dismissed from the Conference, fined, arrested, and, may be
required to appear before the Board and will be expected to abide by their decision.

VIOLATORS OF THESE RULES WILL BE SUBJECT TO A $75.00 FINE OR MORE TO THE MAE J.
LAATSCH FOUNDATION, PLUS ANY DAMAGE COSTS. ALSO, YOUR STATE/NATIONAL
CONFERENCE ELIGIBILITY MAY BE REVOKED.

                                                  Specific Rules

 1.   BUSINESS ATTIRE WILL BE WORN FOR ALL OFFICIAL ACTIVITIES!

 2.   Name badges will be worn at all times. ($5.00 charge for replacement)

 3.   Behavior should be such that it reflects credit to your organization and you.

 4.   Disturbing noise or wandering in the halls after 2 a.m. will result in eviction.

 5.   You are expected to attend all meetings/workshops and other scheduled activities promptly and
      prepared.

 6.   Open containers, bottles, glasses, cans, etc., will not be allowed in open areas.

 7.   No amplification equipment (boom boxes) will be allowed.

 8.   The use and/or possession of illegal drugs will not be tolerated.

 9.   You will observe a quiet "closed door" (11 p.m.) policy.

 10. Smoking is allowed only in designated areas.

 11. If you are responsible for theft and/or vandalism, you will be financially liable.

 12. You are to report any accident, injury or illness to your Advisor or Conference Coordinator.
