The New York State Office of Children and Family Services' Commission for the Blind and Visually Handicapped (CBVH) invites you to a town meeting to discuss issues that affect individuals who are blind. Consumers, family members, advocates, rehabilitation service professionals, and other interested individuals are invited to attend. Please come and share your thoughts with representatives from CBVH. Your participation will assist CBVH in the development of an update to the FY 2001 - 2003 State Plan for Vocational Rehabilitation, and proposed revisions to vocational rehabilitation program policies. The proposed update and policy revisions are detailed in an information booklet that is available upon request to CBVH at the numbers listed on the next page. Please specify regular print, large print, braille, cassette tape or disk. The information booklet will also be available at, www.ocfs.state.ny.us/main/cbvh/ beginning October 1, 2003. Representatives of the CBVH State Rehabilitation Council will be available to speak with you at the town meeting. Pursuant to 42 CFR Section 447.205, the Department of Health hereby gives public notice of the following: The Department of Health proposes to amend the Title XIX (Medicaid) State Plan for inpatient hospital services and non-institutional services to comply with proposed State legislation under consideration. The following significant changes are being considered: Effective upon approval of required federal financial participation, for purposes of distributions from the general hospital indigent care pool, the definition of targeted need is revised to include all general hospital services delivered on an ambulatory basis, except referred ambulatory services, but including services provided at qualifiedhospital controlled Diagnostic and Treatment Centers (D&TCs). Qualified hospital-controlled D&TCs shall mean voluntary, nonprofit D&TCs providing a comprehensive range of primary health care services that is controlling, controlled by or under common control with a general hospital and as of June 30, 2003 qualified for a distribution from the Comprehensive Diagnostic and Treatment Center Indigent Care Program or the outpatient department of such general hospital had been designated a Federally-Qualified Health Center and had directly received a grant for same under Section 330 of the Public Health Service Act. In the event that the inclusion of services at a qualified hospital-controlled D&TC in calculating a general hospital's distributions from the General Hospital Indigent Care Pool would cause the sum of the distributions to such general hospital to exceed the maximum amount for which federal financial participation is available for

disproportionate share payments to such general hospital under Title XIX of the Federal Social Security Act, then services at such qualified hospital-controlled D&TC shall not be included for purposes of making any calculations and such qualified hospital-controlled D&TC shall instead be included as an eligible diagnostic and treatment center for distribution from the Comprehensive Diagnostic and Treatment Center Indigent Care Program. For periods on or after July 1, 2003, hospital-controlled D&TC’s qualifying for inclusion in the allocation of funds from the hospital indigent care program and any voluntary non-profit D&TC controlling, controlled by or under common control of a Health Maintenance Organization, except a Prepaid Health Services Plan, shall not be eligible for distributions from the Comprehensive Diagnostic and Treatment Center Indigent Care Program. Since the total allocations for the D&TC and general hospital indigent care programs are fixed by the Health Care Reform Act, transferring qualified hospital-controlled voluntary non-profit D&TCs from the D&TC program to the hospital program will have no budgetary impact. Only one house is currently funded. The proposed house is approximately 3,000 square feet, two-story with four bedrooms and an unfinished basement in the Colonial Revival style. The initial house constructed will serve as the architectural and style template for the remaining structures to be constructed as funding becomes available. It is the intent of Delaware and Hudson to leave all ballast, bridges, and culverts in place to facilitate future corridor reuse.
