Notice is hereby given that the New York State Department of Environmental Conservation (Department), will hold a joint legislative public hearing on the following proposed revisions to the State Implementation Plan (SIP): A maintenance demonstration of the Carbon Monoxide National Ambient Air Quality Standards (CO NAAQS) in Onondaga County for the years 2003 through 2015 and inclusion of 6 NYCRR Subpart 217-1, Motor Vehicle Enhanced Inspection and Maintenance Program Requirements, in the SIP. The SIP revision demonstrates how the CO NAAQS will be maintained in Onondaga County during the years 2003 to 2015. This demonstration shows that the CO emissions inventory for Onondaga County will decrease during these years, and that control of CO emissions will be provided through implementation of Subpart 217-1, and Part 218 (Emission Standards for Motor Vehicles and Motor Vehicle Engines). With regards to 6 NYCRR Part 217, which has previously completed the regulatory process (including hearings), only comments pursuant to its inclusion in the SIP will be accepted. The public hearing is scheduled in a place that is reasonably accessible to persons with impaired mobility. At the hearing, the Department will provide interpreter services for deaf persons at no charge. Pursuant to Part 617 of the implementing regulations for the State Environmental Quality Review Act, the Department has prepared a negative declaration stating that the proposed action will not have a significant effect on the environment. At the hearing, persons who wish to make a statement will be invited to speak. There will be one hearing record for the entire proceeding which will include any comments received on any of the proposed actions addressed in this notice. Persons wishing to speak on a particular topic will be invited to speak in the order deemed most appropriate by the administrative law judge, not necessarily in the order of the rules/SIP revision listed above. The Department may take different actions on each of the items listed above based upon comments. It is requested that oral statements also be submitted in writing. The Department will give equal weight to written and oral statements, and since a cumulative record will be compiled, it is not necessary for interested parties to attend the hearing. Westchester County Refuse Disposal District No. 1
Request For Proposals for Transfer Stations, and Materials Recovery Facility Management and Operations, Hauling, Disposal, Composting, and Miscellaneous Services Westchester County Refuse Disposal District No. 1 (District) is issuing a Draft Request for Proposals (DRFP) for Transfer Stations and Materials Recovery Facility (MRF) Management and Operations, Hauling, Disposal, Composting, and Miscellaneous Services. The District will contract with a single Contractor to (i) operate and maintain three (3) Solid Waste Transfer Stations and one (1) Recyclable Materials Transfer Station, (ii) transfer and transport Solid Waste from the Transfer Stations to the County waste-to-energy facility, (iii) operate and maintain one (1) MRF, (iv) haul Recyclable Materials containers to the MRF, (v) provide Disposal Hauling and Disposal Services, (vi) provide Yard Waste Hauling and Composting Services, (vii) provide Electronic Component Hauling and Processing Services, (viii) provide Tire Hauling and Processing Services, (ix) solicit bids for, and coordinate Household Hazardous Waste Services, and (x) optionally, assume the operation of the County's Yard Waste Equipment Circulation Program.
