 INTRODUCTION

1      Introduction
       This Appendix is part of the Phasing and Scope Specification (PSS). It provides a
       glossary of definitions that are used in the PSS.

 DEFINITIONS

2      Definitions
       The definitions below are sequentially ordered as used within the PSS main document
       and in particular, according to the Rollout Strategy presented in section 3 “EMCS
       Rollout Strategy” (see Figure 2, page 24).


       (Main) Actors
       MSAs and Economic Operators.




       Functional Stage (FS)
       A coherent set of EMCS Functionality which is to be deployed by a Member State and/or an Economic
       Operator.
       The following expressions related to Functional Stage are used along the document:
        “FSx ready” is used to qualify an actor ready to use an application implementing Functional Stage x;
        “open FSx” is used to qualify an actor starting to use an application implementing Functional Stage x;
        “in FSx” is used to qualify an actor already using an application implementing Functional Stage x.



       Migration Period
       The duration required for the complete rollout of EMCS in a given Functional Stage for all MSAs and
       their Economic Operators.




       Migration Path
       Succession of Migration Periods for the EMCS rollout. There is one global migration path defined at the
       common level for all main actors, which enables one migration path per MSA defined at the national
       level.



       Milestone
       Scheduled event signifying the completion of a project set of tasks. In the PSS, milestones are defined at
       the beginning and at the end of each Migration Period. Main actors have to commit to reach a milestone at
       a given date. Dates for these milestones are discussed and agreed commonly between the Member States
       and the Commission.



       Preparatory Period
       1) The period common to all Member States before an EMCS Migration Period.
       2) The period before one Member State can open a Functional Stage at national level, and during which
       he has to fulfil a series of Preparatory Activities as defined in the Rollout Plan.

 DEFINITIONS

       Proof of Readiness
       The set of proof elements that a Member State has to provide to the CPT (Central Project Team) so that
       the latter can evaluate if the MS is ready to enter a given Functional Stage.




       Initial Member State (IMS)
       A (group of) forerunner Member State(s) having agreed to open a given Functional Stage all at the same
       time. They are respectively designated as IMS1 for FS1, and IMS2 for FS2 in the PSS.
       That is to say that an IMS is a Member State which:
        opens FS1 at milestone ma (for IMS1);
        opens FS2 at milestone mc (for IMS2).



       Initial Economic Operator (IEO)
       A (group of) forerunner Economic Operator(s) opening the same Functional Stage as their MS, being an
       IMS.




       Proof of Completion
       The set of proof elements that a Member State has to provide to the CPT so that the latter can evaluate if
       the MS is satisfactorily operational for a given Functional Stage.
