1. Introduction

Partner meeting
ENELFA (Entrepreneurship by E-Learning For Adults) project organised its kick-off meeting the 30
November and 1 December, 2011 in Caen, France. Six of the consortium members (French,
Hungarians, Romanians and Belgian) represented themselves (see: list of participants) while the 7th
partner (Finnish) appeared by video conference.


The meeting strictly kept the order of the discussion items foreseen in the pre-prepared agenda. (see:
agenda)


The meeting was chaired by Mr Balázs Heidrich, dean of the Faculty of Finance and Accountability of
the Budapest Business School, promoter of the project.

The heads of delegations from Hungary and Romania (Mr. Heidrich and Mme Tiron Tudor) drew up
the main features of their institutions’ development strategy and showed the place of the project in
these strategies.


Mr Péter Soltész, project coordinator, presented the project preliminaries. He started from the large
scale PHARE projects which started the introduction of open distance learning in the Central and
Eastern European countries in the nineties followed by a series of different European projects to
initiate e-learning in the region. BBS started development of on line courses in the field of
entrepreneurship and is looking for, for instance in this project, sophisticated technology and tailor
made pedagogical approaches.


Mr Soltész gave a general introduction to the ENELFA project, outlined the main activities, the break
down into work packages, main deliverables, milestones and financial issues. The financial cuts
imposed by the Hungarian Leonardo authorities have been presented and the consequences
discussed. An agreement was achieved concerning the data of the following training of the trainers
sessions. The first, Hungarian one will be organised in the period of 14 – 18 May 2012. This session
will be followed by the Romanian training during the week of 21 – 25 May 2012. The consortium
partners welcomed the Hungarian proposal that all the documents will be updated – according to the
unavoidable changes caused by the mentioned budget cuts –, will be saved and made available for the
partners on the server of the Hungarian promoter.


In the next point of the agenda the series of the work packages has been discussed. Since
responsibilities had been previously defined, each package was presented by the partner in charge of
the coordination of the implementation. Mr. Bernard Donnay (NMSA) presented the framework of the
quality assurance procedure and established the necessary bilateral contacts with each partner. The
Finnish partner informed the meeting about its evaluation procedure in the frames of a video
conference. The Hungarian proposal to start the modules translation in Hungarian and Romanian
before schedule, as soon as possible, was accepted.
The French partner took charge of transmitting the text of the modules and that of the vocal part of
the teaching modules to the Hungarian and Romanian partners.


The visit of the distance education centre (Ingénium) of the French partner and the presentation of its
highly professional performance were convincing and the visit prepared well the study visit of the
Hungarian and Romanian experts which has taken place just after the kick off meeting.

The second day programme started with the discussion of administrative and financial issues. To the
point details were on stake and agreements on the pre-financing payments, exchange rates, reporting
and documentation were concluded.


Convergence on the copyright issues of the jointly produced outcomes of the project has been
achieved easily. The decision was taken on the basis of the relevant general text of the Lifelong
Learning Programme of the DG. This text attributes the right of free utilisation of the results to the
consortium members and the European Union.


Tasks till the next partner meeting have been strictly précised and also scheduled by the partners on
the basis of the Hungarian proposition. The preparation of a Leonardo partnership project – with an
extended consortium - was forwarded by the Hungarian coordinator and was welcomed by the
partners. The deadline of the submission is the 21 February.


The meeting was supplemented by extremely well organised social programmes offered by the French
hosts.


Study visit
Main topics of the study visit were 1) the introduction of the organization and operational system of
Ingenium and 2) the overview of their e-Learning curriculum development process and its steps. Video
studio and graphical works were in the focus of the discussions.


Oliver Lamirault and the participants of the study visit from the Hungarian and Romanian side made a
short survey on the equipment, software and internet bandwidth of BBS and UBB, the former e-
Learning experience and the equipment used by the students and their internet connection’s average
speed.


The server capacity, the average internet connection speed and the equipment of the students are
acceptable and enough both at BBS and UBB for the successful completion of the ENELFA project.
Oliver Lamirault suggested the procurement of the Adobe CreativeSuite graphical software pack(age)
for the editing of the video materials, and the Articulate Studio interactive curriculum development
software – suitable also for ‘clever phones’ and tablets (its new edition will be on the market in few
weeks).

Another part of the study visit was the collection of the definitions concerning e-Learning and some
other concerning things, and the experience of the project participants from the Hungarian and
Romanian side, and their future plans using e-Learning.


On the second day of the study visit 2-member teams with the help of Oliver Lamirault prepared a
short e-Learning curriculum in their own topic.


Its steps were the following:
Making of an e-learning module
       objectives for students
       prerequisites
       skills want to reach
       abbreviation of the module describing
       help screen (how to use the module)
       finding out a story for the content
       making of content screens, 1 circle 1 step -> 3 steps for the whole story
            o   3 parts of each step:
                                   expanding the content
                                   activity (interactive)
                                   feedback
       building the synopsis (putting the content into software, 3-5 min. of content per page)
       recording the video
       inserting the video


The first step was the preparation of the curriculum in MS PowerPoint.
After that the background of the video was chosen (for this step Greenbox technique is used) and the
graphical elements and the content of the presentation were defined.


In the studio all necessary preparation work were done and the video was completed (in flv form).
Articulate Studio software package was used for the further steps – paste the video into the
PowerPoint presentation. Interactive activities were completed as well.


After the export of the final materials into the exact form, the study visit ended with the evaluation of
the videos and the work of the participants.

2.3 Actual deliverable reviews

The submitted documents of the project, and the project work plan were reviewed by the partnership
because of the accepted/modified budget (reduction of travel costs) and the possible acceleration of
the project tasks (translation before the planned schedule) of the Hungarian Leonardo Office.
Modified version of the project work plan will be put of the server CooSpace by 6th of January.
