The European Commission is looking for national experts (SNE) to be seconded to the
Directorates General. You will find enclosed 26 profiles of the experts required and I
would be grateful if you could forward these to the various relevant Ministries in order
to generate possible candidatures.

Candidates should draft their CV according to the European CV form (either in Word or

2. Main qualifications:

   University degree related to the area concerned, preferably combined with a
    technical component.
   Experience with space related programmes or information technologies.
   Good understanding of political, institutional and industrial aspects with regard to
    GNSS at European level. Galileo experience is an advantage.
   Very good communication skills and a natural taste to work in a multicultural
    team.




3. Languages:
He/She must have knowledge of two official Community languages. Fluency in
spoken and written English is required and a working knowledge of French is
recommended.

    Expert to reinforce its team working on bilateral trade relations with Russia and to
    work as a trade policy coordinator for bilateral trade relations with the Republic of
    Moldova.
   a) In the team responsible for bilateral trade relations with Russia the tasks include
in particular:

    - The management of the Market access issues, industrial policy and customs
issues and customs working group.

    b) As a coordinator for bilateral trade relations with the Republic of Moldova, the
responsibilities include the functioning of the Partnership and Co-operation agreement
and the implementation of the ENP Action Plan, including the administration and
coordination of the EU-Moldova Trade and Investment Sub-Committee. In addition,
the work would include the follow-up and implementation of the Autonomous Trade
Preferences for Moldova, the negotiations of the trade-related aspects of a future new
Agreement with Moldova (replacing the PCA) and the preparations for negotiations
on a possible Free Trade Agreement with Moldova as part of this new Agreement.
10. Main qualifications :


The successful candidate will have a sound knowledge of EU Trade policy, as well as
a good understanding of the EU relations with the eastern neighbourhood countries
and Russia. Previous experience in these fields will be an asset, as would a degree in
public law, trade law, economics, public administration or political sciences. The job
will involve a fair amount of coordination within and outside DG TRADE. The
candidate should therefore be a good and dedicated team player and skilful
communicator.

13. Main areas of responsibility :
The secondee would contribute to the development of EU policy on health
determinants, and in particular take forward work on mental health and well-being.
In particular, this would mean providing scientific and technical support to the
implementation of the European Pact for Mental Health and Well-being by
contributing to the organisation of thematic conferences and other related events
during 2009 and the first semester of 2010. Major work elements would be the
assessment of mental health policies and activities in Member States, the
identification of good practices, the development of recommendations and the
facilitation of action commitments.
In the context of the general work of the health determinants unit, the secondee would
also contribute to developing policy on different aspects related to health promotion
and disease prevention, and providing support to senior staff and the Commissioner.




14. Main qualifications :
The secondee should have scientific knowledge of mental health aspects of public
health, health policy and health systems as well as knowledge of European policies,
institutions and procedures. A general administrative expertise would be desirable.
Following university level education of at least 4 years in public health, social science,
medicine or natural science at least 3 years of working experience, at the A-level, are
requested. Experience in the field of mental disease prevention and/or mental health
promotion at national and/or international level would be an advantage.

The secondee should have a good working level in English; additional language skills
such as a passive understanding of French would be an advantage.

2. Main areas of responsibility:



The Unit C.1 aims to develop and monitor the implementation of the Commission's
overall policy strategy to realise ERA in close partnership with Member States and
Associated States and in consultation with public and private stakeholders. It also
prepares research policy contributions to the Lisbon strategy for growth and jobs.



The SNE's role will be to work on ERA governance and ERA policy development
aspects of the Ljubljana process, in particular preparation and follow-up of CREST
meetings, drafting policy notes and briefings on cross-cutting aspects of ERA policy
and links with other policies. This will involve cooperation with colleagues from Unit
C1, other DG-Research units and other DG's concerned with ERA.


3. Main qualifications :



The SNE should be holder of a recognised University degree (at least Masters level,
preferably PhD) with a thorough professional experience relevant to the tasks to be
carried out. Adaptability and flexibility to cope with the diversity of the unit's tasks

   and practical experience gathered internationally and/or in a public administration will

4. Languages:

       We seek an experienced IT Business Analyst to conceive and design DG Regional
       Policy future IS systems.

       The job entails the translation of DG REGIO organisational needs into IT solutions
       and to liaise between the DG REGIO business community and the IT experts
       (development teams in contracting companies).



       The objectives of this post are the following:

       - To analyse and detail the business processes in accordance with the enterprise
       architecture framework and agree with the DG services on the detailed requirements
       for new or enhanced IT systems supporting these business processes

3. Main qualifications :
   The ideal candidate will have University degree (or equivalent) with minimum 5 years
  experience in IT OR a non-university degree with minimum 10 years experience in IT.



  Moreover, he/she should have a proven deep experience of senior analyst, project
  management and master the discipline of Business Process Management. He/she should be
  familiar with the concepts of Enterprise Architecture, have good in-depth knowledge of
  development methodologies (e.g. RUP) and modelling (e.g. UML), enterprise architecture
  tools (like METIS), software models or business process analysis tools (like ARIS), tools
  like RATIONAL suite. Knowledge of quality procedures, COBIT methodology and
  realisation of studies will be an additional asset. Moreover, strong experience in consulting
  will also be an additional asset.




  The candidate will have a good editorial capacity and capacity to work in
  group. He will have the capability of integration in an international/multi-cultural
  environment and rapid self-starting capability.

  6.      Main areas of responsibility :
  We seek an experienced Information System Architect to consolidate the
  architecture of the existing DG Regional Policy IS portfolio, conceive and
  design the architecture of future systems, supporting/coaching at technical
  level the project managers and development teams of future information
  systems.
  This is a challenging and interesting job for a person eager to drive the design
  of information systems' architecture in the pursuit of flexibility and
  maintainability, consolidating from one side the existing architectures whilst in
  parallel studying the orientation for the future new information systems, in a
  multicultural environment.


  The job entails both the design of DG REGIO IS architecture, the
  implementation, the follow up and the review both with internal and external
  resources, as well as a part dedicated to disseminate the knowledge among the
  unit members and to keep it at the state of the art ("veille technologique").

   The realisation of proof of concepts and of market products evaluation and
  selection is also envisaged.



7. Main qualifications :
   The ideal candidate will have University degree (or equivalent) with minimum 6
  years experience in IT OR a non-university degree with minimum 12 years
  experience in IT.

  Moreover, he/she should have a proven deep knowledge of J2EE techniques and
  architectures as well as good knowledge of : business process management
  tools (BPM), scripting languages, XML, WSDL, SOAP, HTML, JDBC,
  XSLT, RDBMS ORACLE, PL/SQL ORACLE Workflow, WEBLOGIC.
  Knowledge of RUP, UML and ColdFusion will be an additional asset.
  Moreover, strong experience in consulting, in technical system architecture models
  and tools, in quality procedures or strong experience in the realisation of studies and
  prototyping will also be an additional asset.

  The candidate will have a good editorial capacity and capacity to work in

We propose a challenging and interesting activity in a small team for a dynamic
colleague for an initial contract of two years with a possible extension of two
additional years. In the team he/she will be responsible for the development and the
management of the mutual administrative assistance in customs and agriculture
matters (Regulation (EC) 515/97 as modified by Regulation (EC) 766/2008),
especially with regard to the functioning and the further development of the Customs
Information System (CIS Web), the Customs Files Identification Database (FIDE) and
other Anti-fraud Information Systems. He/She will ensure regular contact with the
OLAF IT services, the national authorities and other Commission services (mainly
DG TAXUD and JLS). He/She will represent OLAF in meetings with the Member
States (Commission and Council). He/she will be responsible for organising meetings
and seminars with Member States in relation to different aspects linked to mutual
administrative assistance in customs matters.



Principal skills: We are looking for a motivated candidate with a solid background
and practical work experience in customs law, customs controls and/or enforcement
who wants to work in an international environment. The candidate will have an in-
depth knowledge of Community legislation and procedures for customs cooperation
and mutual administrative assistance. He/She should be familiar with the legal
instruments and the procedures used by the Member States to cooperate with one
another for preventing and detecting infringements of national customs provisions and
prosecuting and punishing infringements of Community and national customs
provisions (third pillar issues) and the role of the Commission in this field. He/She
should have practical knowledge of and experience in the AFIS environment. Given
the technical nature of our work, a sound knowledge of general IT tools as well as of

specific IT systems used for the exchange and the storage of customs data (AFIS, CIS,
FIDE, NCTS,…) is essential. Experience in the coordination of joint customs
operations and in the organisation of training would be an advantage.

Good analytical and drafting skills, a sense of initiative, as well as the ability to work
in a team are required. Good judgemental and problem solving skills are also
essential. He/she should be flexible and be able to quickly adapt and respond to new
developments and changing priorities. Practical experience in project management
constitutes an advantage.

22. Main areas of responsibility: Candidates are sought for support to European
    water policy, in particular the Marine Strategy Framework Directive MSFD
    2008/56/EC. Together with a group of experts from Member States, she/he will
    contribute to the development of criteria and methodological standards for the
    determination of Good Environmental Status (GES) concerning chemical pollution
    in the European Seas (Descriptor 8, Annex1, MSFD). While main focus will be on

   the criteria ensuring that concentrations of contaminants are at levels not giving
   rise to pollution effects, the interaction with other relevant GES descriptors has
   also to be taken into account. Collaboration with European research organizations
   and Marine Conventions will be essential.


23. Main qualifications: The ideal candidate has a solid background in aquatic
    environmental chemistry and has been involved in water policy development
    through the Water Framework Directive and/or through work in Marine
    Conventions. She/he has experience with issues of marine environmental
    chemistry, e.g. organic trace chemistry. Knowledge in the field of environmental
    risk assessment is an asset. Capacity to work independently as well as familiarity
    with a team working environment and capacity of initiative in relation to European
    collaborations and external contacts are welcome.

29. Main areas of responsibility:


Development and implementation of an action plan for the improvement of statistics on
migration and migrants. This is a high profile and sensitive subject that is at the forefront of
policy concerns at European and national level. Improvement of these statistics presents a
range of methodological and organisational challenges. The emphasis will be on increasing
the availability of socio-economic information on migrants. The action plan will cover the
identification of emerging needs for information, the improvement of communication and
coordination with and between national authorities (Ministries of Interior and National

Statistical Institutes), analysis of survey data to establish recommendations on developing
survey tools to provide better information on migrants, facilitating data exchange exercises,

work closely with a task force composed of experts nominated by Member States to assist
and advise Eurostat in this work. He/she will be expected to facilitate and coordinate the

is highly likely that the work will include the preparation of detailed technical proposals for
the introduction of migrant modules in existing major surveys such as the Labour Force

survey design difficulties associated with ensuring adequate survey coverage of migrants will

This is a post for a statistician with experience in sampling, survey design and data analysis.
The ideal candidate will have a broad knowledge of social statistics - although not
necessarily experience of population or migration statistics. Good drafting (English),
