POSITION DESCRIPTIONS

BACKGROUND

Considering existing nationally-accepted standards, the FASAR work-group
recommends this relevant education, experience, physical and medical fitness
certification and licensing criteria and endorses the following requirements to be
a member of a Florida Urban Search and Rescue Task Force.

1. Requirements for all Task Force members

1.1 General Requirements
      • Maintain a current physical (at least annually) which includes a RBC
         cholinesterase baseline and 12-lead ECG.
      • Available for short notice to mobilize within six hours of request.
      • Capable of improvising and functioning for long hours under adverse
         conditions.
      • Maintain current inoculations for Diphtheria/Tetanus (or Tetanus if
         there is a contraindication to Diphtheria), Hepatitis A and B,
      • Accountable for all issued equipment


1.2 General Training Requirements
      • Completion of Rope Rescue Awareness training-Selected NFPA 1670
         Practical Skill sets.
      • Completion of Confined Space Awareness training as outlined in NFPA
         1670, Operations and Training for Technical Operations, Chapter 5,
         Section 5.2. (Florida Elearning)
      • Completion of Structural Collapse Awareness training as outlined in
         NFPA 1670 Training and Operations for Technical Rescue Operations,
         Chapter 3, and Section 3.2. (Florida ELearning)
      • Completion of Swiftwater Rescue Awareness training as outlined in
         NFPA 1670-FloridaELearning (implemented 6 months after being
         placed on FloridaELearning).
      • Completion of hazardous materials Awareness training. (Implemented
         6 months after being placed on FloridaELearning).
      • Completion of a WMD Awareness program (DOJ or equivalent).
      • Completion of a Basic First Aid or higher program. (Implementation
         January 1, 2110).
      • Completion of Health Care Provider CPR, American Heart Association
         or American Red Cross CPR or ACLS provider.
      • Completion of OSHA Bloodborne Pathogens and universal precautions
         training.
      • Respirator fit testing as per OSHA CFR 29, 1910.134 Respiratory
         Protection Standard, qualitative and quantitative Paragraph F.
      • Completion a Task Force orientation program.

      •   Completion of Incident Command Training (IS-100, IS-200, IS-700, IS-
          800).
      •   Completion of a critical incident stress awareness
      •   Completion of State of Florida Emergency Response Plan Awareness-
          Florida ELearning (Implemented 6 months after being placed on
          FloridaELearning).
      •   Completion of U.S. National Grid Awareness training Florida ELearning
          (Implemented 6 months after being placed on FloridaELearning).
      •   Trench Awareness level training (Implemented 6 months after being
          placed on FloridaELearning).
      •   Vehicle Machinery Rescue Awareness level training (Implemented 6
          months after being placed on FloridaELearning).




2. Task Force Leader

      •   Develops and implements the TF search and rescue action plan.
      •   Coordinates and supervises all TF activities.
      •   Supervises all TF team managers and also ensures adherence to all
          safety procedures.
      •   Determines all TF organizational and logistical needs.
      •   Ensures that all TF personnel are kept informed of status changes.
      •   Provides situation reports, maintains records and reports and prepares
          performance evaluations.
      •   Performs additional tasks or duties as assigned during a mission.
      •   2.3 General Requirements
      •   Shall meet all requirements as outlined under “1. Requirements for all
      •   Task Force members.”
      •   Shall meet all additional requirements listed under “Specific Training
          Requirements.”


2.1 Job Description
The central point of coordination of a task force lies with the Task Force Leader.
This position must meld the separate disciplines of search, rescue, medical and
technical personnel into an integrated response unit during a mission
assignment. The Task Force Leader must also receive direction from both local
and military sources, implement strategic and tactical assignments, and provide
the required information flow for proper disaster management. The Task Force
Leader is responsible for managing and supervising all search and rescue
activities of the task force during a mission assignment. The Task Force Leader
reports directly to:

      •   The Incident Support Team (IST) leader. Or ESF4/9 Leader.
      •   The appropriate local jurisdiction responsible authority or Incident
      •   Commander when assigned to a mission location.


2.2 Specific Training Requirements
      • Completion of a FEMA (or equivalent) Task Force Leaders Training
         program.
      • Completion of ICS 300 and ICS 400 programs.
      • Clear understanding of the National Response Framework and the
         State of Florida Emergency Response Plan.
      • Haz-Mat First Responder Operations level (16hrs) training
      • Structural Collapse Operations level training


3. Safety Officer

3.1 Job Description
The role of the Safety Officer is to ensure all aspects of the USAR activation are
carried out in accordance with policy and procedures dealing with all safety
issues.

3.2 Description of Duties
      • Reports directly to the Task Force Leader on safety related issues.
      • Ensures safety procedures are followed during Task Force activities.
      • Prepares required reports for Safety related accidents and submits
         them to the Task Force Leader.

3.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

3.4 Specific Training Requirements
      • Completion of a FEMA (or Equivalent) Safety Officer Training program.
      • Completion of an ICS 300 program.
      • Previous response experience on USAR deployments or related
         response experience.
      • Certified in accordance with the Technician Level requirements of
         NFPA 1670/1006 in the following disciplines:
         o Vehicle and Machinery Rescue
         o Rope Rescue
         o Confined Space Rescue
         o Trench Rescue

4. Planning Team Manager

4.1 Job Description
      • Responsible for the development of the Operational Plan for each
         operational period as directed by the Task Force Leader.
      • Responsible for the completion of all applicable ICS forms.

4.2 Description of Duties
      • Develops an Operational Plan for each operational period
      • Responsible for all applicable ICS forms
      • Develops a Demobilization plan to be submitted to the Task Force
         Leader

4.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

4.4 Specific Training Requirements
      • Completion of a FEMA Planning Team Manager Training program or
         equivalent.
      • Completion of the ICS 300.
      • Demonstrated abilities to work with Microsoft programs such as
         Access, Excel, and Word.
      • Previous response experience on USAR deployments or related
         response experience.


5. Rescue Team Manager

5.1 Job Description
      • The Rescue Team Manager is responsible for managing and
         supervising the rescue function of the Task Force during incident
         operations.
      • The Rescue Team Manager reports directly to the Task Force Leader.

5.2 Description of Duties
      • Responsible for the development and implementation of the incident
         rescue action plan.
      • Addresses the coordination and supervision of all rescue activities.
      • Directly supervises the Rescue Squad Officers and ensures adherence
         to all safety procedures.

      •   Responsible for the determination of rescue organizational and
          logistics needs.
      •   Receives briefing and situation reports and ensures that all rescue
          personnel are kept informed of status changes.

      •   Performs additional tasks or duties as assigned during a mission.

5.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

5.4 Specific Training Requirements
      • Completion of an ICS 300 program.
      • Previous response experience on US&R deployments or related
         response experience.
      • Haz-Mat First Responder Operations (16hr) training
      • Certified in accordance with the Technician Level requirements of
         NFPA 1670/1006 in the following disciplines:
         o Vehicle and Machinery Rescue
         o Rope Rescue
         o Confined Space Rescue

6. Search Team Manager

6.1 Job Description
      • The Search Team Manager is responsible for managing and
         supervising the search function of the Task Force during incident
         operations.
      • The Search Team Manager reports directly to the Task Force Leader.

6.2 Description of Duties
      • Responsible for the development and implementation of the incident
         search plan.
      • Addresses the coordination and supervision of all search activities.
      • Directly supervises the Canine Search Specialists and Technical
         Search Specialists, and also ensures adherence to all safety
         procedures.
      • Responsible for the determination of search organizational and
         logistical needs.

      •   Receives briefing and situation reports and ensures that all search
          personnel are kept informed of status changes.
      •   Provides situation reports, maintains records and reports and prepares
          performance evaluations.
      •   Performs additional tasks or duties as assigned during a mission.

6.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”


6.4 Specific Training Requirements
      • Completion of a FEMA (or equivalent) Canine Specialist Training
         program is recommended but not mandated currently.
      • Completion of a FEMA (or equivalent) Technical Search Specialist
         Training program.
      • Completion of an ICS 300 program.


7. Medical Team Manager

7.1 Job Description
      • The Medical Team Manager is responsible for managing and
         supervising the medical function of the Task Force during incident
         operations.
      • The Medical Team Manager reports directly to the Task Force Leader.

7.2 Description of Duties
      • Responsible for the development and implementation of the medical
         action plan.
      • Addresses the coordination of all medical activities.
      • Directly supervises the Medical Specialists and ensures adherence to
         all safety procedures.
      • Responsible for the determination of medical organizational and
         logistics needs.
      • Receives briefing and situation reports and ensures that all medical
         personnel are kept informed of status changes.
      • Provides situation reports, maintains records and reports and prepares
         performance evaluations.
      • Directs medical care delivery to task force personnel, search dogs and
         victims.
      • Ensure continuous medical performance, evaluation and coordination
         with all available outside medical entities.

      •   Performs additional tasks or duties as assigned during a mission.

7.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

7.4 Specific Training Requirements

      •   Board-eligible/certified M.D. or D.O. in clinical specialty (i.e., excludes
          pathology, podiatry, dermatology, radiology).
      •   Licensed to practice medicine in the State of Florida.
      •   Current AHA ACLS Provider.
      •   Have no significant medical/legal cases, past or present. “Significant”
          will be determined by the Task Force Medical Director and Program
          Manager.
      •   Completion of a FEMA (or equivalent) Medical Specialist Training
          program.
      •   Completion of an ICS 300 program. (Implementation January 1, 2110).


8. Logistical Team Manager

8.1 Job Description
      • The Logistical Team Manager is responsible for assuring all required
         paperwork and logistical needs to deploy and support a US&R mission
         are carried out in an efficient and effective manner.
      • The Logistics Team Manager reports directly to the Task Force
         Leader.

8.2 Description of Duties
      • Responsible for maintaining the equipment cache in an appropriate
         state of readiness for immediate deployment.
      • Prepares and signs all transportation documents according to both
         AFJAM and IATA rules and regulations.
      • Has responsibility of tracking and documenting all equipment.
      • Procures all equipment to assure Task Force is re-deployable in a
         timely manner.

8.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

8.4 Specific Training Requirements
      • Completion of a FEMA Logistics (or equivalent) Specialist Training
         program.
      • Completion of an ICS 300 program. (Implementation January 1, 2110).
      • Previous response experience on US&R deployments or related
         response experience.
      • Demonstrated abilities to work with Microsoft programs such as
         Access, Excel, and Word.


9. Haz Mat Team Manager

9.1 Job Description
      • The Haz Mat Team Manager is responsible for managing and
         supervising the haz mat function of the Task Force during incident
         operations.
      • The Haz Mat Team Manager reports directly to the Task Force Leader.

9.2 Description of Duties
      • Responsible for the development and implementation of the incident
         rescue action plan.
      • Addresses the coordination and supervision of all haz mat activities.
      • Directly supervises the Haz Mat Specialists and ensures adherence to
         all safety procedures.
      • Responsible for the determination of haz mat personnel and logistics
         needs.
      • Receives briefing and situation reports and ensures that all haz mat
         personnel are kept informed of status changes.
      • Provides situation reports, maintains records and reports and prepares
         performance evaluations.
      • Performs additional tasks or duties as assigned during a mission.

9.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Maintain a current annual physical that meets the requirements of 29
         CFR 1910.120 HAZWOPER Standard.
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”
      • Previous response experience on USAR deployments or related
         response experience.

9.4 Specific Training Requirements
      • Certified Hazardous Materials Technician by Local AHJ.

          Mat Specialists Training Program.
      •   Completion of an ICS 300 program. (Implementation January 1, 2110).




10. Rescue Squad Officer

10.1 Job Description
      • The Rescue Squad Officer is responsible for managing and
         supervising one of the rescue squads of the Task Force during incident
         operations.
      • The Rescue Squad Officer reports directly to the Rescue Team
         Manager.

10.2 Description of Duties
      • Assists in the development and implementation of the incident rescue
         action plan.
      • Addresses the coordination and supervision of all rescue squad
         activities at a specific rescue site.
      • Determines rescue organizational and logistics needs of the squad or
         working site.
      • Directly supervises a squad of five Rescue Specialists and ensures
         adherence to all safety procedures.
      • Receives briefing and situation reports and ensures that all rescue
         squad personnel are kept informed of status changes.
      • Provides situation reports, maintains records and reports and prepares
         performance evaluations.
      • Performs additional tasks or duties as assigned during a mission.

10.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

10.4 Specific Training Requirements
      • Previous response experience on US&R deployments or related
         response experience.

11. Rescue Specialist

11.1 Job Description
      • The Rescue Specialist is responsible for performing the rescue
         function of the Task Force incident operation.
      • The Rescue Specialist reports directly to a Rescue Squad Officer.

11.2 Description of Duties
      • Implements technical skills and operating equipment necessary for
         completing the rescue portion of the action plan.
      • Performs rescue operations under the direct supervision of a Rescue
         Squad Officer and provides periodic progress reports as needed.
      • Responsible for the application of appropriate rescue tactics and
         techniques including rope rescue operations, confined space rescue,
         shoring and stabilization, breaching, victim packaging and extrication.
      • Responsible for the safe and effective operation and maintenance of
         rescue tools and equipment.
      • Performs additional tasks or duties as assigned during a mission.

11.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

11.4 Specific Training Requirements
      • Haz-Mat First Responder Operations (16hr) training
      • Certified in accordance with the Technician Level requirements of

12. Medical Specialist
12.1 Job Description
      • The Medical Specialist is responsible for performing the medical
         function of the Task Force incident operation.
      • The Medical Specialist reports directly to the Medical Team Manager.

12.2 Description of Duties
      • Responsible for the general health considerations of and delivery of
         medical care to all task force personnel, victims and search dogs, while
         under the supervision of the Medical Team Manager, during disaster
         events.
      • Responsible for the implementation of the medical action plans
         specified by the Medical Team Manager.
      • Performs additional tasks or duties as assigned during a mission.

12.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

12.4 Specific Training Requirements
      • State of Florida certified Paramedic or Nationally Registered
         Paramedic.
      • Current AHA ACLS Provider.
      • Completion of a FEMA (or equivalent) Medical Specialist Training
         program.
      • Haz-Mat First Responder Operations (16hr) training


13. Technical Information Specialist

13.1 Job Description
      • The Technical Information Specialist is responsible for documenting,
         tracking and retrieving all pertinent information for the task force during
         incident operations.
      • The Technical Information Specialist reports directly to the Planning
         Team Manager.

13.2 Description of Duties
      • Responsible for fully documenting the activities of the US&R task force
         during an assigned mission for on-site and post-incident analysis,

          historic documentation and post-event critiques, lessons learned and
          training.
      •   Tracks all pertinent task force personnel information, work schedules
          and equipment inventory status.
      •   Compiles and produces team meeting agendas, work schedules,
          tactical assignments, etc., from information provided by task force
          management personnel, and reproducing it for distribution.
      •   Performs additional tasks or duties as assigned during a mission.

13.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”



13.4 Specific Training Requirements
      • Completion of a FEMA (or equivalent) Tech Info Specialist Training
         program.
      • Demonstrated ability to operate audio-visual equipment.
      • Demonstrated abilities to work with Microsoft programs such as
         Access, Excel, and Word.


14. Canine Search Specialist

14.1 Job Description
      • The Canine Search Specialist is responsible for performing the search
         function of the task force incident operation.
      • The Canine Search Specialist reports directly to the Search Team
         Manager.

14.2 Description of Duties
      • The Canine Search Specialist, working with a FEMA certified search
         dog, is responsible for searching collapsed structures, debris piles,
         wildland areas, landslides and mudslides, or fire areas as assigned,
         using appropriate search techniques and dog-handling skills.
      • Documents locations of alerts and estimating the status of victims.
      • Cooperates with and assists other search and rescue resources.
      • Performs additional tasks or duties as assigned during a mission.

14.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”

14.4 Specific Training Requirements
      • Completion of a FEMA (or equivalent) Canine Search Specialist
         Training program.
      • Canine certified as a FEMA (or equivalent) Type I or Type II search
         dog.


15. Communications Specialist

15.1 Job Description
      • The Communications Specialist is responsible for managing the
         communications system for the Task Force during incident operations.
      • The Communications Specialist reports directly to the Logistics Team
         Manager.




15.2 Description of Duties
      • Assesses overall needs and developing the incident communications
         plan.
      • Responsible for frequency management, installation, operation and
         maintenance of the task force communications system during incident
         operations.
      • Coordinates communications with other appropriate entities.
      • Responsible for the accountability of all components of the Task Force
         communications system.
      • Responsible for maintaining appropriate records and reports.
      • Performs additional tasks or duties as assigned during a mission.

15.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

15.4 Specific Training Requirements
      • Completion of a FLUSAR Communication Specialist Training program.



16. Technical Search Specialist

16.1 Job Description
      • The Technical Search Specialist is responsible for performing the
         search function of the Task Force incident operation.
      • The Technical Search Specialist reports directly to the Search Team
         Manager.

16.2 Description of Duties
      • Searches collapsed structures, water, debris piles, landslides and
         mudslides, or fire areas as assigned, using appropriate electronic
         search equipment and techniques.
      • Documents locations of possible finds and, if possible, estimating the
         status of victims.
      • Cooperates with and assisting other search and rescue resources.
      • Performs additional tasks or duties as assigned during a mission.

16.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

16.4 Specific Training Requirements
      • Completion of a FEMA (or equivalent) Tech Search Specialist Training
         program.

17. Heavy Equipment and Rigging Specialist

17.1 Job Description
      • The Heavy Equipment and Rigging Specialist are responsible for
         performing various assessments and is a construction-related liaison
         for the Task Force during incident operations.
      • The Heavy Equipment and Rigging Specialist reports directly to the
         Rescue Team Manager.

17.2 Description of Duties
      • Responsible for assessing the need for and capabilities of various
         construction-related equipment to assist task force personnel in USAR
         activities.
      • Identifies various rigging techniques to assist in the rescue of victims or
         stabilization of collapsed buildings.
      • Interacts with and coordinates efforts between Task Force personnel
         and heavy equipment and crane operators.
      • Performs additional tasks or duties as assigned during a mission.

17.3 General Requirements

      • Certified in accordance with the Technician Level requirements of
         NFPA 1670/1006 in the following disciplines:
         o Vehicle and Machinery Rescue
         o Rope Rescue
         o Confined Space Rescue
         o Trench Rescue
         o Structural Collapse Rescue




18. Logistics Specialist

18.1Job Description
      • The Logistics Specialist is responsible for managing the equipment
         cache for the Task Force during incident operations.
      • The Logistics Specialist reports directly to the Logistical Team
         Manager.

18.2Description of Duties
      • Responsible for maintaining the equipment cache in an appropriate
        state of readiness for immediate deployment.
      • Responsible for the packaging, transport, distribution and maintenance
        of the task force equipment cache during mission assignments.
      • Responsible for coordination with military and civilian transport officials
        for all cache logistics.
      • Responsible for the procurement of non-cacheable items, either during
        the mobilization phase or on-site, as appropriate.
      • Responsible for the security and accountability of all components of
        the task force equipment cache.
      • Responsible for maintaining appropriate records and reports.
      • Performs additional tasks or duties as assigned during a mission.

      • Completion of a FEMA (or equivalent) Logistics Specialist Training
         program.
      • Current CDL driver’s license is recommended but not mandated at this
         time.
      • Certified Forklift Operator (propane and diesel) is recommended but
         not mandated at this time.


19. Haz Mat Specialist

19.1 Job Description
      • The Hazardous Materials Specialist is responsible for performing the
         various hazardous materials assessments for the Task Force during
         incident operations.
      • The Hazardous Materials Specialist reports directly to the Haz Mat
         Team Manager.



19.2 Description of Duties
      • Provides ongoing monitoring of local environmental conditions during
         task force operations.
      • Provides an initial and ongoing survey for and identification of the
         presence of hazardous materials at search and rescue sites.
      • Implements defensive mitigation practices when indicated.
      • Provides emergency decontamination procedures for any Task Force
         member or victim.
      • Provides assistance to medical personnel for information regarding
         chemical exposure and injuries.
      • Documents all related information.
      • Performs additional tasks or duties as assigned during a mission.

19.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Maintain a current annual physical that meets the requirements of 29
         CFR 1910.120 HAZWOPER Standard.
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

19.4 Specific Training Requirements
      • Completion of a FEMA (or equivalent) WMD Considerations for Haz
         Mat Specialists Training Program.
      • Certified Hazardous Materials Technician by Local AHJ.
      • Certified in accordance with the Technician Level requirements of
         NFPA 1670/1006 in the following disciplines:
         o Vehicle and Machinery Rescue
         o Rope Rescue
         o Confined Space Rescue
         o Trench Rescue
         o Structural Collapse Rescue


20. Structures Specialist

20.1 Job Description
      • The Structures Specialist is responsible for performing the various
         structural assessments for the Task Force during incident operations.
      • The Structures Specialist reports directly to the Search/Rescue Team
         Manager.

20.2 Description of Duties
The Structures Specialist (StS) is responsible for:
      • Assessing the structural condition within the area of task force
          operations, which includes identifying structure types and specific
          damages and structure hazards
      • Recommending the appropriate type and amount of structural hazard
          mitigation in order to minimize risks to task force personnel
      • Provide input to task force tactical action plans as appropriate
      • Cooperating with and assisting other search and rescue resources
      • Performing additional tasks or duties as assigned during a mission
      • Monitoring assigned structure for condition changes while rescue and
          recovery operations are proceeding
      • Assuming an active role in implementing approved structure hazard
          mitigation
      • Coordinating and communicating the structure related hazard
          mitigation with USAR Structural Unit Leader

20.3 General Requirements
      • Shall meet all requirements as outlined under “1. Requirements for all
         Task Force members.”
      • Shall meet all additional requirements listed under “Specific Training
         Requirements.”

20.4 Specific Training Requirements

The Structures Specialist (StS) shall:
      • FEMA Structural Specialist I Training.
      • Be currently licensed as a Professional Engineer specializing in
          structures (or equivalent*) as sanctioned by the FASAR StS work
          group

          * Criteria for qualifying as Equivalent to a P.E. are as follows:
                      Graduation with a B.S. in Engineering (or similar curriculum)
                      from a College or University recognized by the State
                      Licensing Board
                      Five years experience in any phase of Structural
                      Engineering including the Teaching of subjects pertaining to
                      Structures, Structural Safety and Structural Collapse
                      A letter from their US&R Task Force expressing the support
                      of TF Leadership and the FASAR StS work group

          - and -

      •   Have a minimum of 5 years experience in structure design and
          analysis to include evaluation of existing structures, field investigation
          or construction observation experience
