									                          CONSTITUTION
                              of the
                  ORGANISATION ‘SPORT STOCKPORT’

                 Formerly known as ‘Stockport Sports Council’



Article 1. NAME.
The Organisation shall be called Sport Stockport.



Article 2. STATEMENT OF PURPOSE.
The purpose of Sport Stockport shall be to promote and support the development of amateur sport
for the health and wellbeing of the community of Stockport.



Article 3. OBJECTIVES.

The objectives of Sport Stockport shall be:
       3.1 To provide a forum (hereinafter called ‘Stockport Sports Forum’) for those sports
       clubs, related organisations, participants in sport, local authority officers, and
       elected Council representatives within Stockport Metropolitan Borough in order to
       debate matters of mutual concern.

       3.2 To represent sports clubs, related organisations, and participants in sport within
       Stockport Metropolitan Borough.

       3.3 To provide a direct link to Sport England North West Regional Office, Stockport
       Metropolitan Borough Council, Stockport Sports Trust, and to Local and National
       Governing Bodies of Sport.

       3.4 To endeavour to be aware of the needs of all sports clubs, related
       organisations, participants in sports within Stockport Metropolitan Borough, and to
       help and advise where necessary.




Article 4. METHODS.

Sport Stockport will endeavour to achieve its purpose and objectives
by:

       4.1 Promoting the increase of participation in sport at all levels.
    4.2 Acting as an independent voice to lobby the Stockport Metropolitan Borough
    Council on behalf of the amateur sporting community of Stockport.

    4.3 Promoting links between the amateur sporting community, and local and
    national sports authorities.

    4.4 Utilising any sport-specific development groups to draw together the sports of
    Stockport as a unified body.

    4.5 Working in partnership with Stockport Metropolitan Borough Council and
    Stockport Sports Trust.

    4.6 Providing advice and guidance about funding opportunities, by directing users to
    any appropriate sports specific specialist.

    4.7 Advising and assisting sports clubs, related organisations, and participants in
    sport, in the preparation of applications for financial assistance.

    4.8 Assisting the Stockport Metropolitan Borough Council, Stockport Sports Trust,
    and other grant aiding bodies where appropriate, in the assessment of applications
    for financial assistance.

    4.9 Providing advice to the Stockport Metropolitan Borough Council concerning
    applications for planning permission which may affect sporting interests within
    Stockport Metropolitan Borough.

    4.10 Endeavouring to create and maintain up to date details on sports clubs,
    contacts, facilities and usage within Stockport Metropolitan Borough.

    4.11 Receiving and considering reports and recommendations from organisations
    on any matter concerning sporting interests within Stockport Metropolitan Borough,
    and by taking such action as Sport Stockport may deem necessary.



ARTICLE 5. MEMBERSHIP.

    5.1 Affiliation to Sport Stockport shall be open to all sports clubs, leagues, sport-
    specific development groups, and controlling bodies of sport, which have
    headquarters or main interests within Stockport Metropolitan Borough.

    5.2 The annual affiliation fee shall be determined at the Annual General Meeting
    (AGM).

    5.2.1 The affiliation fee shall be payable on June 1st. of each year.




ARTICLE 6. STRUCTURE OF SPORT STOCKPORT.
6.1 Sport Stockport Executive Committee

     6.1.1 The Executive Committee shall comprise:

     Chair Sport Stockport
     Vice Chair Sport Stockport
     Secretary Sport Stockport
     Treasurer Sport Stockport

     Chair Sport Stockport General Purposes Sub-committee
     Executive Member for Leisure and Culture
     Services Director, Regeneration and Leisure.
     CEO Stockport Sports Trust
     Consultant for Physical Education, Sport, and Physical Activity.

     A quorum will be one third of the committee membership.

     6.1.2 The Executive Committee shall have the authority to invite to any given
     meeting any person or persons who may have particular expertise on a
     matter to be discussed at that meeting.

     6.1.3 The Executive Committee may co-opt additional or assistant officers to
     the Executive Committee, to serve until the next Annual General Meeting.

     6.1.4 The Executive Committee shall be authorised to give a decision on any
     matters for which express provision is not made in this constitution and to
     give any necessary interpretation of that decision.

6.2 General Purposes Sub-committee

     6.2.1 The General Purposes Sub-committee will consist of the following
     officers and will be responsible for dealing with any matters referred to it by
     Sport Stockport or the Executive Committee.

     Chair of General Purposes Sub-committee
     Six ordinary members
     Representative from Stockport Sports Trust
     Ex officio: Chair of Sport Stockport
                 Vice Chair of Sport Stockport
                 Secretary of Sport Stockport
                 Treasurer of Sport Stockport

     6.2.2 Any group of sports clubs within Stockport Metropolitan Borough which
     have joined together to form a constituted Group for the development of their
     sport may nominate a Representative of that Development Group to serve on
     the General Purposes Sub-committee

     6.2.3 A quorum shall be one third of the committee membership.
    6.3 Stockport Sports Forum

    The Stockport Sports Forum will be the main body for consultation and
    communication and will consist of the following people.

    Chair of Sport Stockport
    Vice Chair of Sport Stockport
    Secretary of Sport Stockport
    Treasurer of Sport Stockport

    Chair and members of the General Purposes Sub-committee.

    A representative from each affiliated club/organisation

    Three elected members appointed by Stockport Metropolitan Borough Council.
    Executive Member for Leisure and Culture
    Services Director, Regeneration and Leisure.
    CEO Stockport Sports Trust
    Consultant for Physical Education, Sport, and Physical Activity.
    A representative of Environment and Economy Directorate
    The Schools Partnership Development Manager.

    Any similar groups and local associations that are consistent with the joint
    objectives of Sport Stockport and the Environment and Economy Directorate.

    6.3.1 The Chair of any meeting of the Stockport Sports Forum shall be the Chair of
    the Sport Stockport Executive Committee or of the GP Sub group.

    6.4 Meetings of the committees and forum will be called at the discretion of the officers of
    Sport Stockport.




ARTICLE 7. ADMINISTRATION OF SPORT STOCKPORT.

    7.1 Annual General Meeting.
           7.1.1 Sport Stockport will convene an AGM on or before 31st May of each
           year, to receive reports, to adopt the statement of accounts, to appoint one
           honorary auditors (who must not be a member of the Sport Stockport
           Executive Committee), and to elect officers.

           7.1.2 Notification of the AGM shall be published at least twenty-one days
           before the meeting

            7.1.3 Nominations for officers must reach the Secretary seven days before
           the meeting.

           7.1.4 All affiliated organisations        are   entitled   to   send   two    voting
           representatives to the AGM
      7.1.5 A quorum shall be fifteen appointed representatives from Stockport
      Sports Forum.


7.2 Extra-ordinary General Meeting:

      7.2.1 An extra-ordinary general meeting may be called by the executive
      committee at fourteen days notice and will be the result of any five member
      organisations’ having served twenty eight days notice in writing to the
      executive committee.

      7.2.2 A quorum will be fifteen appointed representatives from Stockport
      Sports Forum.


7.3 Voting:

      7.3.1 Voting will normally be by a show of hands, tellers to be nominated by
      the Chair.

      7.3.2 At the request of three member organisations voting may be by secret
      ballot.

      7.3.3 All issues will be decided on a simple majority, with the exception of
      changes to the constitution.

      7.3.4 In the event of a tied vote the Chair will have a second casting vote.


7.4 Amendments to the constitution.

The constitution may be amended only in a general meeting and by two thirds of the
votes cast in favour at that meeting.


7.5 Attendance of the press:
      7.5.1 Representatives of the press may be invited to attend meetings.
      7.5.2 The Chair of that meeting shall have authority to request the withdrawal
      of such representatives during confidential items of business.




7.6 Finance:

      7.6.1 A bank account will be opened in the name of Sport Stockport into
      which funds or monies received will be deposited.
           7.6.2 Cheques for the payment of all accounts will be signed by two of three
           signatories, these being Treasurer, Secretary and Chair.

           7.6.3 The Treasurer will keep proper accounts and will be responsible for
           advising and reporting to Sport Stockport on all financial matters affecting its
           activities.

           7.6.4 The Treasurer will present the audited statement of accounts at the
           AGM.

           7.6.5 Sport Stockport financial year will run 1st April to 31st March.

           7.6.6 Sport Stockport will support affiliated clubs and development groups by
           adjudicating on applications made to the Stockport Sport Development
           Community Fund, or by the distribution of any available financial assistance
           to those organisations that comply with the agreed criteria.

    7.7 Administrative support:

    The administrative support and servicing of Sport Stockport will be the responsibility
    of Stockport Sports Trust.



ARTICLE 8. DISSOLUTION.
    In the event of the dissolution of Sport Stockport, any residual funds, having settled
    any liabilities, will be passed to Stockport Sports Trust, to be used for the benefit of
    the sporting community of Stockport
