Government of Odisha is encouraging execution of Private Lift Irrigation Points (Shallow
tube well, Medium tube well, Bore well) under State Agriculture Policy with the financial
assistance from NABARD under RIDF .Such initiative aims at increasing irrigation potential
in the State while enhancing cropping intensity and the productivity as well. Shallow Tube
Wells of two different models (75 mm dia with 45m depth and 100 mm dia with 45m depth)
and Medium Tube Wells and Bore wells (100 mm dia with 80m and above depth) are being
executed under this programme for irrigation purpose by way of exploiting ground water.

As per the guidelines of the programme, the farmer is free to get the lift irrigation point
installed by himself or any of the empanelled executants of the concerned Krishi Sahayak
Kendra (KSK). The executants may be private (an individual/ body corporate) or public
sector organizations such as OAIC Ltd., OLIC Ltd. etc. The project after execution will have
to be inspected by an Inspector designated for the purpose before subsidy can be sanctioned.
The insertion of pipes should be carried out by the farmer or his executant in the presence of
the inspector who would certify the type and quality of materials used. The farmer is free to
choose the make of different materials including the pump set. However, the pipes, standard
accessories and pump set to be used in the project should be of ISI mark and the materials/
items should be purchased from a registered dealer. After completion of a project the subsidy
claim is made in prescribed format and submitted to the KSK for sanction of eligible
subsidy. KSK in turn after sanction recommends to APICOL, the state level agency to
release the subsidy to the recipients.

Managing Director of Agricultural Promotion and Investment Corporation of Orissa Ltd
(APICOL) intends to hire the services of reputed organizations for carrying out asset
verification of the existing 5000 odd shallow tube wells in Jagatsingpur district of Odisha
executed in 2009-10 & 2010-11 for which Expression of Interest (EOI) is invited. The
selected organization has to verify all the tube wells, ascertain the ownership of the tube
wells, take a photo of the tube well with coordinates along with the owner and upload it in
the specified website which will be communicated at the time of agreement. The maximum
time limit for completing the assignment and submission of the report is 3 months.

Objectives of the verification exercise
The broad objective of the assignment is to check all the existing shallow tube wells executed
in 2009-10 & 2010-11 in order to ascertain the ownership of the shallow tube well and its
physical existence, mode of use and existing cropping pattern adopted in the ayacut area.
Scope of Work
     To physically verify the existence of the shallow tube well and record of rights of the
       owner farmers
                               To verify the physical dimension and type of pump used
                               Prepare a documentary evidence on modality of use and comparison with available

In addition to the information in the prescribed format, the photograph of the site along with the
farmer should also be submitted and uploaded in the website. The organization has to put down
their service terms and conditions, service charges, legal causes etc. for the above assignment. In
case the shortlisted organisation so desires, 10 numbers of GPS cameras can be provided against
security deposit equivalent to 75% of the cost of the cameras . The said security deposit (non-
interest bearing) will be refunded after completion of assignment and return of the said cameras
in good working condition. Selected party will also deposit security amount to the extent of 10%
of the total work value.
   Time frame

   The assignment will be completed within 3 months after signing the contract. No extension of
   time will be allowed.

   Eligibility Criteria

            (i) The organization should be a registered one and should possess Income Tax
                   Registration etc.
    (ii) The organisation should be able to deploy technical manpower preferably Degree or
            Diploma in Agril. Engg. or any other branch of Engineering discipline.
    (iii)The organisation should have at least Rs 25 lakhs turn over during last three years
    (iv) The organisation should have relevant past experience of implementation of private
            lift irrigation projects in Odisha, Asset Verification and Quantitative Assessment
            Survey, Impact Assessment of agriculture related projects in Govt. Sector.
    (v) The organisation blacklisted by the State/Central Government will not be considered.
Procedure to Apply
The organisation fulfilling the above eligible criteria may apply in Format enclosed herewith.
The technical and financial proposal should be submitted in separate sealed covers so as to
reach the office of the Managing Director, APICOL, Baramunda, Bhubaneswar-751003 by 5
PM on 06.03.2012. The applications should only be sent by speed post or registered post
along with the following documents.
     Up to date copies of Income Tax clearance
     Copy of the PAN Card
     Copy of the Registration Certificate
     Copy of the Bye laws/Memorandum of Article of Association of the said
     Copies of the Audited accounts for last 3 years in support of turn over.
     Documentary evidence in support of relevant experience.
     List of clients in which similar work undertaken.

Besides, the organization shall furnish an undertaking in support of their information/
documents submitted that anything found false in course of verification, at any point of time
after approval shall be blacklisted and debarred from any future transactions with APICOL
and also liable for payment/ compensate any loss arising due to false information.

 Evaluation of Proposal

      The evaluation of the submitted proposals shall be carried out in two stages i.e
        technical and financial.
      The technical evaluation of the proposals shall be undertaken by the technical
        committee, which will inter-alias take into account (i) responsiveness to the TOR:
        (ii) the quality of the methodology proposed; (iii) the consultant’s experience of
        having undertaken other relevant assignments; and (iv) the qualification and
        experience of the core team of staff proposed to be deployed for the study.
      A proposal shall be considered unsuitable and rejected at the stage of technical
        evaluation on the above aspects or as may be decided by the technical committee.
      After completing the technical evaluation, the technical committee shall notify those
        consultants whose proposals do not meet the minimum technical standards and their
        financial proposals shall not be opened.
      The financial proposals of those who qualify the technical evaluation shall be opened
         in the presence of representatives of consultants who choose to attend. The proposal
         with the lowest quote will be considered.
      The final award shall be subject to the discussion on the terms of reference
         methodology, staffing, inputs of the technical committee and various other terms and
         conditions of contract as stated in the legal agreement format given in the Appendix
         (Annexure- III). The discussion, however, shall not substantially alter the original
         TOR and the final TOR shall form part of the contract.
The technical committee may cancel the bid and reject all proposals without assigning any
reasons at any state of the tender process.
Facility to be provided
The selected organisation will be supplied with details of shallow tube well executed in
Jagatsinghpur District for the period 2009-10 and 2010-11.
