 Notice of Funding Availability: June 24, 2010

 Up to $5 million for Regional Consortiums to
  create a Regional Plan for Sustainable
  Development

 Application due August 23, 2010
Threshold Requirements for the
Grant Application
  Demonstrate a regional approach
    Regional geography defined by Census and MPO
     boundaries
  Establish a consortium to guide development
   and implementation of the regional plan for
   sustainable development
    MPO
    Jurisdictional members representing more than half
     the regional population
    NGO members

  Proof of “commitment” to work together from
   Consortium partners

Development (RPSD) in Northern
New Jersey
  Provide a unified vision for sustainable
   development in the region that integrates
   housing, economic development, workforce
   development , environmental and
   transportation goals
  Optimize the investments of multiple agencies
   and the private sector while also addressing
   persistent regional disparities
A Regional Plan for Sustainable
Development (RPSD) in Northern
New Jersey
  Serve as the basis for reshaping state,
   regional, local, and private sector decision-
   making toward more sustainable and equitable
   outcomes

  Provide a framework for leveraging existing
   and committed future public investments to
   achieve the 6 livability principles
Why a Regional Plan for Sustainable
Development in Northern NJ?
 Position the region to take advantage of a new
  federal funding paradigm emphasizing regional
  approaches
   Implementation of the 6 livability principles will guide
    funding decisions by FHWA, FTA, HUD and EPA

 Integrate ongoing planning activities with
  elements of sustainability
   NJTPA Plan 2035 Regional Transportation Plan
   State Development and Redevelopment Plan
   County and municipal master plans

 Help address challenges to economic
  development and quality of life
Benefits to the NJTPA Region
 Provides grant funding for collaborative planning
  process
 Secures “Preferred Sustainability Status” for
  future federal funding opportunities
 Increases visibility and building relationships
 Supports implementation of Plan 2035 which
  addresses many of the livability principles and
  lays the groundwork for the next Regional
  Transportation Plan

Proposal
  Develop a strategic, place-based, transit-
   supportive plan for sustainable and equitable
   development in the 13-county NJTPA region

  Develop strategies to align State, regional,
   county and local government policies and
   funding to promote transit-supportive
   development

  Outreach to the community and engage a wide
   range of stakeholders in the planning process
Overview of the North Jersey
Proposal
  Conduct municipal “lead-by-example”
   demonstration planning projects to showcase
   key aspects of regional plan implementation
   and create “success stories”
  Establish a regional consortium to guide the
   development, creation, and implementation of
   a Regional Plan for Sustainable Development
  The Bloustein School for Planning and Public
   Policy at Rutgers University will be the
   applicant and administrative/fiscal agent for
   the project
