create a Regional Plan for Sustainable
Development

Demonstrate a regional approach
Regional geography defined by Census and MPO
boundaries
Establish a consortium to guide development
and implementation of the regional plan for
sustainable development

Jurisdictional members representing more than half
the regional population

Proposal
Develop a strategic, place-based, transit-
supportive plan for sustainable and equitable
development in the 13-county NJTPA region
Develop strategies to align State, regional,
county and local government policies and
funding to promote transit-supportive
development
Outreach to the community and engage a wide
range of stakeholders in the planning process
Overview of the North Jersey
Proposal
Conduct municipal “lead-by-example”
demonstration planning projects to showcase
key aspects of regional plan implementation
and create “success stories”
Establish a regional consortium to guide the
development, creation, and implementation of
a Regional Plan for Sustainable Development
The Bloustein School for Planning and Public
Policy at Rutgers University will be the
applicant and administrative/fiscal agent for
the project
