									Rapid Rural Road Appraisal

SSATP ANNUAL MEETING
ADDIS ABABA, SEPTEMBER 2004
Rationale for RRRA
   Today, substantial resources are
   available for the rehabilitation and
maintenance of rural roads with the
   goal to improve rural accessibility
Their optimal use is hampered by a
lack of knowledge of the extent and
condition of the rural road network
   (RRN)
                                          2
Objective of RRRA
 to create a comprehensive and
accurate image of the rural road
network at modest cost and in a
relatively short time span to allow
 optimal resource allocation for the
delivery of desired accessibility for the
 rural population

                                             3
Data to be assembled in the RRD
         Creation of a GIS-based
       Rural Road Database (RRD)
Data on the rural road network (extent
 and condition)
 Demographic and other geographic
 information
 Rural social and economic infrastructures
                                        4
How to select an appropriate
RRRA methodology?
   Trade off between:
The amount of data collected and
     their accuracy
     The productivity of the data
     collection exercise

                                        5
Rural Road Database Elaboration
    Three steps:
 1. Rural Road Database creation
 2. Rapid Rural Road Survey
 3. Data processing

                                   6
Data Analysis
   RRN access delivery capacity
     Basic Access Approach (BAA)
     Rural Access indicator
   RRN upgrade
     Spot Improvement Strategy (SIS)
     Progressive road upgrade

                                       7
Next steps in the RRRA
A pilot study is being executed in Tanzania
 – 50,000km at a cost of $20 per km
A draft note is currently being finalized,
review by and input from interested parties
 are welcome
