Unit/Section Housing Solutions
To ensure real solutions are available to help Housing Solutions clients in the
Cheshire West and Chester area who are at risk of homelessness and
repossession. To prevent repossessions for homeowners by providing
specialist advice to people who have, or predict, mortgage arrears due to a
change of circumstances.

1 To provide housing options and debt advice to clients faced with mortgage
arrears or repossession action, negotiating with third parties where
appropriate to prevent homelessness.
2 To administer the Government’s Mortgage Rescue Scheme, ensuring
everything is in place to operate it and to liaise with other partners to
ensure the smooth running of the scheme
3 To train the Housing Solutions teams on how the Homeowner Mortgage
Support Scheme, and other related schemes, work to enable them to
deliver high quality mortgage arrears advice
4 To promote the local Court Desk services and agree with them the range of
services they will provide. To include monitoring the outcomes of the court
desk services and being the first point of contact for them. Also ensure that
cases listed for possession are targeted so that they receive appropriate
advice. To accompany clients to court if necessary.
5 To lead on a public awareness campaign to ensure that households at risk
of repossession are aware of the help available locally and nationally with a
clear message to seek help early.
6 To gather relevant and robust data to monitor impacts and to track the
success of the Council’s efforts to prevent repossessions. To assist in the
analysis of related performance data, national and regional trends and
make recommendations on how to tailor services to resolve identified
7 To maintain and develop a close liaison with local organisations dealing
with debt advice or other relevant areas of work in order to prevent
homelessness due to mortgage repossession. Make referrals to other
agencies or specialist advisers when necessary.
8 To establish a hardship fund to prevent homelessness due to repossession
and identify any further prevention tools which would prevent
homelessness due to repossession.
9 To assist clients with other related problems where they are an integral part
of their case and make referrals to other agencies or specialist advisers
10 To produce casework of a high standard for the purposes of continuity,
information retrieval, statistical monitoring and report preparation. To
produce reports as when and requested.
11 To keep up to date with legislation, case law, policies, procedures and
mortgage products relating to mortgage arrears and to attend relevant

the Director/Corporate County Manager from time to time, up to or at a level
consistent with the Principal Responsibilities of the job and in any location within
the County of Cheshire.
