                              Capabilities Statement


1.   Summary

     270net Technologies is a veteran-owned small business that has been providing technology
     solutions and consulting to government and private sector clients since 1996. 270net
     Technologies provides a broad range of technology products and services in the areas of
     government program support, data services, IT department support, real
     property management, and safety & health.

     Specific capabilities include software and internet application development; website
     development, hosting, and maintenance; computer/network installation and support;
     technology consulting and assessments; software certification and accreditation; Section
     508 (Accessibility) compliance; and application/server/network security.

     270net is a Microsoft Certified Partner and its staff includes project managers, certified
     programmers and network engineers (Microsoft Certified Professionals), graphics
     designers, communications professionals, and numerous part-time and subcontract
     personnel.


2.   Company History

     270net Technologies began in 1996 as Performance Enhancement Products, Inc. with an
     emphasis on database and software development, particularly in the area of organizational
     performance measurement and management. In the late 1990’s, 270net began applying
     its software development expertise to the Internet, developing web sites and Internet
     applications. Over the years, the company’s expertise in developing web-based software
     applications continued to increase.

     In order to better focus on building Internet infrastructure, enhancing technology skills and
     tools, and developing internet applications, in 2000 the company split off Performance
     Enhancement Products into a separate entity and was renamed 270net Technologies.

     Since 2000, 270net Technologies has steadily expanded its expertise, infrastructure, and
     service areas related to Internet and other technologies. 270net now provides a broad
     range of Internet, computer/network, and project support services to over 100 clients
     nationwide.

     270net Technologies is located just off I-70 in Frederick, MD. This location is highly
     accessible to the Washington, DC and Baltimore metro areas, Northern Virginia, and central
     Maryland.

     Federal Emergency Management Agency (FEMA)
     Web-based Real Property Management System
     Since 2002, 270net Technologies has been providing technical and project assistance to
     FEMA in support of their Real Property Management Program. Through a subcontracting
     arrangement with Keres Consulting, 270net helps FEMA manage its real property assets
     and meet the requirements of Executive Order 13327 and the Federal Real Property
     Council. Services provided by 270net in this project include technology consulting; project
     management; web application development; software certification and accreditation;
     software security reviews, risk assessment, and contingency planning; Section 508
     compliance; data collection and validation; website hosting and maintenance, web server
     setup and maintenance, and training course development and administration.

     National Institutes of Health (NIH)
     Web-based Integrated Pest Management System
     Since 2000, 270net Technologies has been working with the Integrated Pest Management
     Section of NIH’s Safety and Health Division to improve the efficiency and utilization of the
     program. Initially, 270net upgraded their Pest Management Reporting System from a
     completely paper-based system to a sophisticated, yet easy to use, web-based system.
     The result was an 80% reduction in contractor hours necessary to complete the
     reporting process. 270net has continued to upgrade and improve the system
     throughout the last 5 years. All data is stored in a Microsoft SQL Server database with
     redundant data backup. The system includes multi-tiered user access, interactive graphical
     data display, facility and user management, and custom features that allow the system
     users, contractors, and project officers to effectively communicate with each other.

     Department of Homeland Security (DHS)
     National Real Property Strategy and Information Systems
     Since June 2004, 270net Technologies has been providing information systems analysis,
     consulting, application development, and project assistance to DHS in support of a project
     to develop a national real property inventory and meet the requirements of Executive
     Order 13327 and the Federal Real Property Council. Through a subcontracting
     arrangement with Keres Consulting, 270net is helping DHS develop new real property
     information systems and integrate existing systems and data. 270net is also performing
     real property data collection and validation, technology consulting, and IT project
     management. The effort will result in decision making and knowledge management tools
     that will help DHS better manage its real property portfolio.

     Office of Personnel Management (OPM)
     Real Property Information System
     Since October 2004, 270net Technologies has been providing technical and project
     assistance to OPM in support of their Real Property Management Program. Through a
     subcontracting arrangement with Keres Consulting, 270net is helping OPM better manage
     its real property by developing an automated real property information system that will
     integrate data from diverse sources and automate reports that currently requires days of
     effort to complete.

     Team TRsG
     Corporate Intranet
     Team TRsG, a technology transfer and intellectual property consulting firm in Maryland,
     selected 270net Technologies to develop and implement a custom corporate intranet to
     increase corporate efficiency, productivity, and efficiency. The TRsG corporate intranet
     was implemented in 2003 and is now the focal point for communications and information
     across the company. Employees nationwide can see latest announcements, company
     events, business goals, company contacts and more. Advanced features include contacts
     integration with Microsoft Outlook, a complete web-based document library, task and
     activity tracking related to larger company goals, and a complete security model to allow
     only the appropriate employees access to given areas.

     Newport Hospitality Group
     Hotel Reservation System
     Newport Hospitality Group (NHG) selected 270net to develop a custom web-based
     reservation system for their eight-hotel chain in Williamsburg, VA (www.williamsburg.net)
     after finding no “off-the-shelf” software that would meet their needs. The reservation
     system, implemented in 2001, is full-featured and comparable in functionality to those of
     large hotel chains. It includes seamless integration between consumer and call-center
     reservations, back-end inventory management for hotel managers (changes to room
     availability, prices, minimum stay times, etc. can be made in real time), comprehensive
     sales and management reports, and real-time reservation faxing to each hotels.

     Area Guides – Frederick.com
     Regional Community Portal
     Working with Area Guides, a regional portal firm located in Maryland, 270net designed,
     developed, implemented, and supports a comprehensive regional community portal that
     consists of 22 separate geographic domains all powered by a single code base. The
     consumer side of the portal contains business directories, community information, event
     calendars, discussion boards, classified ads, prize programs, coupons, and more. The
     back-end includes management of sponsor businesses, sales reps (including sales and
     commission tracking and payment), events, and extensive statistics and reporting.

     Intranet / Business Management System
     In order to maximize the effective use of its resources and better manage its projects,
     clients, and employees, 270net developed its own internal business management system.
     The system was built from scratch by 270net developers using modern technologies and
     techniques. It meets 270net’s specific needs and is used extensively on a day-to-day basis.
     Following are key features of the system.

               Completely web-based – facilitates employee telecommuting and effective
               day-to-day company management even when traveling
               Client management –automation of managing client profiles, tasks, projects,
               invoicing, and billing
