CONSTITUTION AND CHAPTER BYLAWS
CONSTITUTION OF THE OLD DOMINION UNIVERSITY CHAPTER OF THE STUDENT
VIRGINIA EDUCATION ASSOCIATION
ARTICLE I. Name and Location
Section 1. The name of this association shall be Student Virginia Education Association of Old
Dominion University hereinafter known as SVEA.
Section 2. Headquarters for SVEA will be maintained in the Education Building, Room 244, at
Old Dominion University, Norfolk, Virginia.
ARTICLE II. Purposes
Section 1. Promote interest in young adults, undergraduate and graduate teacher candidates in
Section 2. Promote the visibility of the SVEA and its members’ works on campus and in the
Section 3. Generate interest for career opportunities in education across campuses and in local
middle and high schools through SVEA sponsored programs and activities.
Section 4. Strengthen efforts to establish new FEA chapter opportunities at middle and high
schools in Virginia.
Section 5. Provide members with opportunities for developing personal growth and professional

programs of the education profession.
Section 7. Provide opportunities for participating in cooperative work on the problems of the
profession and the community.
Section 8. Provide professional membership on the local, state and national levels during the
preparation period for a career in education.

ARTICLE III. Membership
Section 1. Membership in SVEA shall be open to any Old Dominion University student
preparing for a career or interested in education who has never been eligible for any
other category of membership within the NEA.
Section 2. In addition to being a member of SVEA each member shall be affiliated with the
State and National Student Program. A person shall not be admitted to or continue
membership in SVEA who possesses a teaching contract or who receives payment for
teaching duties rendered—with the exception of graduate students receiving graduate

ARTICLE IV. Officers
Section 1. The officers of SVEA shall be responsible to the membership in all matters
concerning the discharge of their duties.
Section 2. The officers of SVEA shall be a President, a Vice President, a Secretary, a Treasurer,
and a Historian.
Section 3. Officers’ terms will be from April to April.
Section 4. Impeachment
Officers of the SVEA may be impeached for misfeasance, or for nonfeasance in the
office. Process as follows:
Impeachment proceedings against an officer may be initiated by written petition
signed and submitted to the SVEA Executive Board by at least twenty percent of the
members. If after a due process hearing a two-thirds vote of the members shall
sustain the charge, the office shall become vacant. Only members who are present for
the due process hearing shall be eligible to vote. A quorum for the due process
hearing shall consist of a minimum of ten percent of the current members. Each
member shall be notified by the Executive Committee of the time and location of the
due process hearing at least two weeks prior to the date of the hearing.
ARTICLE V. Organization
Section 1. EXECUTIVE BOARD: There shall be an Executive Board composed of the officers,
state officers from the local, and the local advisors.
Section 2. GENERAL MEETING: There shall be a minimum of one general meeting of the
members of the SVEA monthly during the academic school year.
ARTICLE VI. Affiliation
Section 1. The SVEA shall be affiliated with the Virginia Education Association and NEA
Section 2. The SVEA shall not affiliate with any local, state or national group, union or
association that competes for membership with the VEA or NEA.
ARTICLE VII. Amendment Process
Section 1. This Constitution may be amended at any regular meeting by a two-thirds (2/3) vote
of the members present and voting.
Section 2. Proposed amendments must be submitted in writing to the Secretary and read at the
previous regular meeting.
Section 3. Effective Date: Any amendment(s) to this Constitution shall become effective
immediately upon approval by the membership.
ARTICLE VIII. Suspension of Rules
Section 1. Any section of any article of this Constitution may be suspended by a two-thirds (2/3)
vote at any general meeting, provided that any request for a suspension must be
accompanied by a statement of the purposed for the suspension of the rules.
ARTICLE I. Officers
Section 1. The term of office for the officers shall be one year. The officers shall be sworn in at
the last meeting of the semester.
Section 2. President:
a. shall be the chief executive officer of the SVEA;
b. shall represent the SVEA as spokesperson on matters of policy or assign
responsibility for such representation;
c. shall prepare the agenda and preside at all meetings of the SVEA;
d. shall serve as ex-officio member on all committees; and
e. shall communicate with advisors, administration, state board of directors, and

a. shall preside in the absence of the President;
b. shall perform other duties as delegated by the President and/or Executive Board.
Section 4. Treasurer:
a. shall be responsible for the safekeeping and accounting of all funds;
b. shall provide financial reports at each Executive Board
c. shall sign all checks drawn on the bank account of the SVEA and/or authorize the
use of the President’s signature; and
d. shall be responsible for processing membership transmittal forms.
e. shall oversee fundraising projects undertaken by the organization
Section 5. Secretary:
a. shall record accurate minutes of the proceedings of general and Executive Board
meetings and submit typed copies of the minutes to the President
b. shall create and distribute a monthly newsletter
c. shall oversee advertising efforts
Section 6. Historian:
a. shall collect materials required for the Chapter Standards book and prepare an
b. shall take pictures of association events
c. shall update bulletin boards in the Education Building as necessary
Section 7. In the event of a vacancy in the office of its Vice President, Secretary, Treasurer, or
Historian, the Executive Committee shall recommend a candidate to fill the vacancy.
The recommendation must be approved by a majority of the members present and
voting at a regular meeting.
Section 7. Officers must have a 2.0 cumulative grade point average.
ARTICLE II. Executive Board
Section 1. The Executive Board shall be the executive branch of the SVEA.
Section 2. The duties of the Executive Board shall be:
a. to be responsible to the membership in all matters;
b. to carry out the policies of the general membership;
c. to attend to the business for the SVEA between general meetings;
d. to approve all members of the committees;
e. to adopt the annual budget;
f. to make available all official documents for inspection of the SVEA;
g. cooperate with the president in setting up a schedule of meetings for the year;
h. act on problems that need immediate attention; and
i. give general direction to the work of all standing and special committees.
Section 3. A quorum for the Executive Board shall consist of a majority of its members.
Section 4. Except for in the case of extenuating circumstances, any member of the Executive
Board who is absent for three (3) consecutive regular meetings or a total of three (3)
consecutive meetings of the Executive Committee during an Association semester
shall forfeit his/her office.
Section 5. Meetings of the Executive Board shall be at a location designated by the president.
The president shall notify the Executive Board at any change in the location of their
Section 6. The dates and times for Executive Meetings shall be set by the Executive Board at its
first meeting. Additional meetings may be called by the president or by members of
the Executive Board.
ARTICLE III. General Meeting
Section 1. MEETINGS. The SVEA shall hold a minimum of eight (8) meetings yearly at a time
and location to be determined by the Executive Board. Notice to all meetings shall be
posted in all buildings of the SVEA.
Section 2. SPECIAL MEETINGS. Special meetings shall be held at the call of the president,
the majority of the Executive Board, or upon the written request of the majority of the
members.These meetings will consider only items specified in the call for such a
meeting and shall deal with important matters, that arise between regular meetings
and that urgently require action.
ARTICLE IV. Committees
Section 1. Special committees may be established by the president with the approval of the

task within a limited time period. (Also known as “ad-hoc” committees.) The
committee chairpersons shall be ex-officio members of the Executive Board.
Section 3. All committee chairpersons must have a 2.0 cumulative grade point average.
ARTICLE V. Dues
Section 1. Members shall pay annually the current fees for student memberships in the State, the
current fees for membership in NEA-SP, and the current fees for the local.
Section 2. Dues for the local level shall be established by the executive board prior to the close
of the membership year.
Section 3. All persons attending any special event must have all dues paid before attending.
ARTICLE VI. Nominations and Elections
Section 1. Elections will be conducted under guidelines approved by the general membership.
Section 2. All elections will be conducted using open nomination and secret ballot procedure.
ARTICLE VII. Due Process
Section 1. The SVEA shall guarantee that no member will be censored, suspended, or expelled
without due process procedure which will include an appellate procedure.
Section 2. The SVEA shall guarantee that no member of the Executive Board shall be
impeached and removed from office without a due process procedure which shall
include an appellate procedure.
Section 3. The general membership shall approve rules and procedures to implement these due
ARTICLE VIII. Amendment Process
Section 1. These Bylaws may be amended by a two-thirds (2/3) vote of those present and voting
at any general meeting.
Section 2. Proposed changes in these Bylaws shall be presented in writing to the membership at
least two (2) weeks prior to the meeting at which they will be considered.
ARTICLE IX. Suspension Provision
Section 1. Any provision of these Bylaws may be suspended by a two-thirds (2/3) vote of those
present and voting at any general meeting.
ARTICLE X. Parliamentary Authority
Section 1. Robert’s Rules of Order Newly Revised shall be the authority on all questions of
procedure not specified in this Constitution, Bylaws, and Standing Rules.
