Request for Proposal: Telecommunication Services
The City of Lebanon (CITY) is looking to purchase telecommunication services. The CITY is looking
for both voice and data services. Voice services include PRI circuits as well as POTS lines. Data
services include Internet connectivity as well as some leased copper services for some point‐to‐
point radio and alarm signaling applications.
Vendor may request to view a copy of the City’s existing telecommunications bill.

This RFP does not commit the CITY to award a contract, to pay any costs incurred in the
preparation of a response to this request, or to procure or contract for services or supplies. The
CITY reserves the right to accept or reject any or all proposals received, or to cancel in part or in
its entirety this RFP.
All dates are in 2010 unless otherwise specified.

The following services are currently utilized by the City and should be delineated in vendor
responses. For POTS line, a per line cost should be provided as well.

Vendor should provide local and long distance calling rates.
Pricing should be based on a 36 month contract.
Pricing should include all applicable taxes and fees. Note that the City is exempt from Federal
Excise and the State of NH Communication Services Tax.
Vendor must clearly delineate contract terms including commencement and termination dates as
well as all additional fees such as early termination fees.
All services are in the Lebanon and West Lebanon calling areas.
All POTS services should be quoted as measured service.
Vendor may provide a combined PRI‐Internet circuit.
The City will provide vendor access to buildings in order to install, configure, and/or test
communication services. The City will arrange for the telecommunications vendor to work with
the City’s various equipment vendors.
Vendor is responsible for turnkey job – i.e. shipping, installation, configuration, integration (into
existing City‐wide phone network), and sufficient training.
Vendor will need to work with the City’s telecommunication equipment vendors (at the City’s
expense) to insure that all telecommunication services are operating correctly.
Installation Fees: Vendor should clearly indicate down payment and partial payments (if any).
The City will require that at least 50% of monies due be held until the complete job is performed
to the satisfaction of the IT Director (or his designee).
Recurring Fees; Vendor should clearly indicate recurring fees (with estimates and unit costs as

The City will not pay final installation charges (if any) nor recurring charges until the City is
satisfied with the services and until the vendor has provided (in writing) contractual
commencement and termination dates.
