Summary of By-laws for CWA Local 3645
Jurisdiction: All Piedmont agents in the following states: AK,AL,AR,AZ, CA,CO,FL, GA,
KY,NC,NE, MS, SC,TN,TX (Equivalent to CWA Districts 3,6,7,9)
Local Structure:
Four top officers: President, Vice-President and Secretary Treasurer
Four At-Large Representatives of which no more than two can be from the same
station
Four Area Representatives:
One from AL,FL,GA,KY,NC,MS,SC, and TN(CWA District 3)
One from TX and AR: (CWA District 6)
One from AK, AZ, CO and NE (CWA District 7)
One from CA (CWA District 9)
Nominations and Elections
Nominations
Nominations shall be in the month of October
40 signatures needed for three top officers
20 signatures needed for Executive Board Members at large
20 signatures but no more than 10% of members in area for Area
Representatives
Elections
Elections shall be in month of November
Three top officers and Area Representatives shall be elected by majority of those
voting
• If no candidate receives a majority then the top two candidates will have a
run-off election in the month of December
At-large Representatives will be elected by plurality. The top five (5) will be
elected except that no more than 2 will be elected from the same station
First election term will be for two years and then later terms will be for three years
which is consistent with CWA elections in other locals throughout the country
Delegates to the CWA National Convention will be the thee top officers of the
Local except that the Executive Board may elect other delegates through a secret
ballot election of the membership
Election Committee
Shall supervise nomination and election process
Members of the Committee shall not be able to run for a top office or executive
board position
Governing Authority
Through action taken by the Local Convention or by Referendum
Executive Board makes decisions between Convention
Officers make decisions between meetings of the Executive Board
Meetings and Local Convention
Local Convention
There shall be an annual convention once a year where delegates will be elected
to attend
• Selection of delegates
• One delegate for a station less than 20 members
• Two delegates for stations between 20 and SO members
• An additional delegate for each 50 members for stations above SO
• Convention
• Shall establish union policies
• Amend the by-laws
Local meetings ,
One Town Hall Conference Call every other month to inform members on
developments at Piedmont
Executive Board shall hold monthly meetings
• At least once a year the Executive Board shall be in person
Regional meetings shall be called by area representatives or by petition of 10%
of the members in the area
Stewards and Chief Stewards
Chief Stewards
Chief stewards shall be elected from their respective groups. Executive Board
may appoint Chief Stewards until requested elections are held.
Number and area of Chief Stewards will be determined by the Executive Board of
the Local
Stewards

appointed by Executive Board with approval of members in area
General Provisions
By-laws can amended by the Local Convention or by referendum
Yearly annual audit by CPA or by Local Audit Committee
Dues shall be set in accordance with the national union (L3% of salary)
Local shall have regular committees that will be appointed by the President with
approval of the Executive Board
