Approval Page
Purpose
This page is to ensure that appropriate steps are followed for approving policies and
procedures.
The custodian of all policies and procedures is the CEO. These policies will have been
approved by the Accounting Authority of the MAPPP-SETA. These policies and procedures
will be divided into the following sections:

       ETQA
       Learning Programmes
       Skills Development and Administration
       Corporate Governance, for example: Finance, HR, IT etc

Steps in approval process
QMS Committee makes a recommendation after checking compliance (that is the correctness
of contents and the integration with the QMS).

Policy purpose
The purpose of this policy is to inform MAPPP-SETA staff, constituents, assessors and
moderators of the required assessment policy, practices and processes within the MAPPP-
SETA sector. This policy, with minor changes could be used by providers / independent
assessors as their internal policy as most parts are mandatory during assessments.



Legal basis

   ETQA Regulations 10 (R1127 of 8 September 1998)
   SAQA: Criteria and guidelines for providers
   SAQA: Criteria and guidelines for assessment of NQF registered qualifications and unit
    standards
   Unit Standard 115753: Conduct outcomes based assessments
   Unit Standard 115759: Moderate outcomes based assessments


Policy statement
Within the parameters of the ETQA regulations, the MAPPP-SETA ETQA shall ensure the
quality of assessment by issuing an assessment policy, as well as conducting external
moderation, monitoring and auditing visits to training providers.


Quality indicator/s
   Assessors follow the requirements and processes as stipulated by unit standard 115753.
   Assessment and RPL guides are available and designed according to the sequence of
    unit standard 115753
   Completed assessment results are stored safely and securely
   Assessment uploads are done correctly


Operational process
Step 1

Assessors register with the MAPPP SETA against the relevant Unit Standards (for Skills
Programmes) or Qualification (for Learnerships) by submitting:

   Detailed CV indicating relevant experience, together with certified copies of ID, relevant
    qualifications and ETDP Assessor Statement of Results.
   An assessment instrument that includes – Part of Section B of the Accreditation
    Application Pack - (See Annexure A for guidelines):

        o    Front Page indicating the related Unit Standards / Qualification
        o    Personal and contact details of the learners and assessor
        o    An agenda and evaluation of the pre-assessment meeting
        o    Assessment Instruments (not included in guidelines)
        o    Assessment Decision
        o    Development Plan
        o    Declaration of Authenticity by the learner
        o    Self assessment checklist

Step 2

MAPPP-SETA ETQA evaluates the application against the “Criteria for the Registration of an
Assessor” as contained in the qualification. MAPPP ETQA provides an evaluation report to
the provider / Assessor and if applicable the two parties will agree on a Development
Compliance Plan, which should be completed before the registration process commences.
Assessor Applications together with ETQA evaluation reports are submitted to the ETQA
Manager for approval.

Step 3

Upon approval, Assessors receive a letter from the MAPPP SETA ETQA Administrator within
3 months indicating their registration numbers, which should be used during correspondence,
and when submitting or uploading learner assessment results.

Step 4

Registered Assessors commence with assessments, based on approved instruments,
strategy and policy. Assessments are done when learners are ready, after training or before
training, when an RPL approach is followed. In both cases the same assessment instrument
and process is followed to determine the level of competence.

Step 5

Before assessment results are uploaded, assessors ensure that an internal moderation is
done of at least 10% of the Portfolios’ of Evidence. Assessors rectify the development actions
on the Development Plan, if any were agreed on. Assessments are completed and results are
faxed to the MAPPP SETA Head Office (See Annexure B) for capturing on the database.
Learners must be registered before training commences and no assessment result capturing
will be done if learners are not registered on the database.

Step 6

External moderators audit completed Portfolios of Evidence as and when required by the
MAPPP SETA and complete a moderation report. If applicable a Development Plan is agreed
to, which the assessors must comply with before assessments can resume. The ETQA
division will not conduct assessments. The ETQA division is responsible for the external
moderation of assessments; whilst registered assessors should ensure that their
assessments are moderated, by an internal moderator.


Registration period

   The registration period for assessors is three (3) years, from date of application.
   All assessor registration will be reviewed at Mappp-Seta’s discretion.

Evidence Facilitators

   The use of Evidence Facilitators in the collection of natural occurring evidence in the
    workplace is encouraged by MAPPP.
   Evidence Facilitators may be utilized as contextual subject matter experts in advising on or
    conducting actual assessment activities.
   Evidence Facilitators are not required to register with MAPPP ETQA.
   Despite the use of Evidence Facilitators, the Assessor remains fully responsible for the
    administration and management of the assessment process

RPL Advisors

   MAPPP ETQA does not make provision for the separate registration of RPL Advisors.
   All registered Assessors will be able to conduct RPL assessments.

   The required RPL process of the provider organisation must be followed during an RPL
    assessment.

Registration Renewal Request

Assessors are expected to stay abreast of developments in their fields of expertise. At the
end of the registration period, the Assessor is required to:

1. Submit a Registration Renewal Request or Retention of Registration Status, using the
   prescribed form (see Annexure E).
2. Attach an overview of activities over the previous registration period that supports his/her
   scope of assessment/moderation/external moderation.
3. Provide evidence of his/her development within his/her field of expertise during the period
   of registration

The above evidence may be in the form of:

   recent courses / workshops etc,
   official registration renewals,
   total number of learners assessed per unit standard/skills programme within assessor
    scope
   Copies of moderation results

Assessor Ethics

   All assessors registering with the MAPPP ETQA are required to sign and submit an
    Assessor Code of Conduct (Annexure D).
   All MAPPP-SETA registered assessors are required to act within the Assessor Code of
    Conduct in their dealings with learners, providers and MAPPP-SETA personnel.
   The MAPPP ETQA reserves the right to investigate any suspected breaches to the
    Assessor Code of Conduct by its registered members, and to de-register an assessor
    should it be deemed necessary to do so.

Policy Maintenance

The appointed audit team will conduct a yearly audit, and random input for the improvement
of the processes will be obtained from key stakeholders.
The nature of the audit and input will be to determine:

        Possible improvements in the system, documents, staff expertise and turn around
         times

Policy review
The policy will be reviewed annually and position stated herein by the QMS committee and
recommendations will be reviewed, documented and implemented.

Non- conformance
The MAPPP SETA will regard the following actions as non-conformance actions


Provider level

   Assessment reports and reviews not available and not completed at provider level.
   The absence of policies and procedures on assessment at provider level.
   Incorrect information reflected in reports to the ETQA.
   Non-compliance with the Code of Conduct (Annexure D)

ETQA level

   External moderator’s reports on assessors not available on file at the ETQA.
   Verification schedule of visits (on assessor performance) to accredited providers
    (provisional and full).

ANNEXURE E: CODE OF CONDUCT

Code of Conduct
The following is considered as acceptable Assessor and Internal Assessor practice:
To actively and effectively implement the role of Assessor/Internal Assessor as laid down
in the Terms and Conditions, thereby ensuring client and user involvement, participation
and ownership.

Professionalism
To maintain the professional image of the organization and the MAPPP-SETA at all times
by ensuring:
    preparation for meetings, assessments and assessment is done in a thorough and
      timeous manner
    attendance of all training programmes as identified in order to keep up to date with
      new assessment and assessment practices, etc.
    managing personal biases
    showing respect for demographic and learner differences
    avoiding conflict of interests
    evaluating gifts/favors in relation to this code of conduct and ethics

Assessment Practice and Principles
The Assessor undertakes to
    Follow the assessment process as determined by the SAQA and ETQA criteria /
     requirements:

Fraudulent Activities

Due to the nature of the role of Assessors and Internal Assessors, caution must always
be exercised to ensure that Assessments and the Assessment thereof are conducted
according to the policies and procedures of (Organisation’s name)…………………., as laid
down and submitted to the MAPPP-SETA ETQA, in their Quality Management System
Policy, and that, no exceptions will be made. Exceptions of any kind can be construed as
fraudulent.

Matters of Confidentiality

As part of your role as Assessor/Internal Assessor you will have access to confidential
information/material. This information is a valuable asset and you are not permitted to
make a disclosure of this information, or to use it, without the written consent of the
company or the third party. This applies both during the course of your employment and
thereafter.

De-Registration
Failure to adhere to this Code of Conduct could result in the withdrawal of your
Assessor/Internal Assessor registration with the MAPPP-SETA ETQA and disciplinary
action by the organisation.

The following instances are regarded as serious breaches of the Assessor Code of
Conduct, and may lead to de-registration of the assessor”

  2    Assessment        Repeated non-performance and/or policy violations of an

  3    Misrepresentation Willful misrepresentation by the assessor of:
                                the provider scope,
                                his/her own expertise or
                                MAPPP SETA policy issues and/or practices.
  4    Competence        An assessor is found to be not competent in the scope of
       Audit             assessment through external assessment
