Policy Title:       Research Infrastructure Program

Part A:             Policy

1.         Policy statement
The Faculty of Sciences, Engineering and Health has established a funding scheme to provide, or to
make a contribution towards, items of research infrastructure that will support research activity.

2.         Scope of Policy and Guideline
The policy is applicable to academic or research staff in the Faculty who hold an appointment of 50%
or greater which has a duration of at least 2 years (whether by means of single or multiple separate
appointments). This scheme is intended primarily to support investments that provide benefits to a
number of researchers or groups and preferably enhance the longer term capability of the University.
It is not intended to provide narrowly focused project funding.

3.         Definitions used in this Policy
All terminology used within this policy is consistent with definitions in the CQU Glossary.

4.         Policy Content
The Research Infrastructure Program is administered by the Associate Dean (Research and
Innovation) on behalf of the Faculty Research Committee. Applicants may seek a grant of up to
$10,000 to purchase an item of research infrastructure or to make a contribution to a pool of funds to
support an infrastructure purchase. Higher amounts may be requested under exceptional
circumstances.

Infrastructure items will include:

       Physical equipment;
       Computers and software;
       Consumable costs related to installation and commissioning;
       Maintenance costs;
       Staff salary costs incurred in the installation, maintenance and operation of a research
        infrastructure;
       Staff training costs related to the safe and efficient operation of research infrastructures;
       Staff travel costs related to training.

Items that are not included are:

       Staff time or travel costs consumed in preliminary activities such as assessing equipment
        capabilities or writing applications;
       Ongoing consumable costs – these can be supported through Faculty Research Grants or the
        RHD student support policy.

To assist the Faculty Research Committee’s review panel to assess applications objectively,
weighting criteria have been derived.

Probable Usage (50%)
Infrastructure that will support a high degree of usage by many, (more than five), academics, research
staff or postgraduates will be highly regarded. Infrastructure items in this category might include
shared analytical instruments, laboratory spaces or major software packages. Applicants should
provide tangible evidence where possible. For example, if an instrument is sought then historical
usage of external analytical services would be strong evidence of probable use.
Shared Funding Arrangements (30%)
Many infrastructure items will have research or learning and teaching uses. Where such usages can be
identified it is appropriate that other groups make a financial contribution that is in line with their
usage.
In many cases the support from the Research Infrastructure Program might represent only a fraction
of the equipment cost. Applications may be made up to eighteen months in advance to secure in
principle support for major grant activities such as ARC Large Equipment and Infrastructure Fund,
(LEIF), grants.
Statements of support from other usage groups will only carry weight in the decision making process
if a reasonable financial contribution is made. Extensive usage by other groups without a financial
contribution would disqualify the application.
Enhancement or Maintenance of Long Term Capability (20%)
Equipment purchases that impart an enduring improvement to the research capacity of CQUni will be
well regarded. Examples may include instruments or laboratory facilities that have lifetimes of five or
more years.

Part B:             Procedure

5.         Overview
This document describes the procedures used by the Faculty of Sciences, Engineering and Health to
invite participation in the Faculty’s Research Infrastructure Program, and the means by which
applications are assessed and approved and outcomes monitored.

6.         Procedures

     6.1 Introduction
           The following summarises the procedures used by the faculty to administer its Research
           Infrastructure Program.

     6.2 Managing the application rounds
      1. Annually, nominally in February and August, the Administrative Officer (Research and
         Innovation) sends an email to the Faculty inviting applications for the Research Infrastructure
         Program.
           The email provides the following information:
                   The web address for the Faculty Policy on the Research Infrastructure Program and
                    the application proforma: http://policy.cqu.edu.au/index.jsp
                   The due date and time for applications to be received.
      2. The Administrative Officer (Research and Innovation) collates and summarises the
         applications and provides copies to the Associate Dean (Research and Innovation) and the
         three members of the ad hoc review panel appointed by the Faculty Research Committee;
      3. Panel members review the applications and provide advice to the Associate Dean (Research
         and Innovation) who formulates a final recommendation. In any case of uncertainty about the
         merits of a particular application, the Associate Dean (Research and Innovation) may consult
         the Dean;
      4. The Administrative Officer (Research and Innovation) advises the applicant of the outcome
         of the selection round and prepares a report to be tabled of the following meeting of the
         Faculty Research Committee and to be included in the Faculty Annual Report.

                                          PART C – ADDITIONAL TEXT

Provide the following information in no more than four A4 pages, addressing the headings B1 to B4 below:

      C1       STATEMENTS ADDRESSING SELECTION CRITERIA

      Address each of the criteria listed in Section 4 for the Research Infrastructure Policy

      C2       DETAILED BUDGET JUSTIFICATION

      Justify each budget item in relation to cost, priority and need. Classify as A, B or C with A being the
      highest priority.

      C3       INFRASTRUCTURE ARRANGEMENTS

      Describe the arrangements for purchase, management, maintenance and control of access to physical
      or software infrastructure.

      Where an application has been made for non-tangibles such as training or salaries describe the
      arrangements and how these will assist in the management an operation of existing infrastructure.

      C4       ROLE OF PERSONNEL

      Outline the roles and responsibilities of each of the applicants.

Provide the following information within the page limits specified:

      C5       CURRICULUM VITAE

      Attach one page curriculum vitae for each named researcher that includes:

              Name and qualifications;
              Current appointment;
              Ten most significant relevant publications over the last five years;
              All competitive funding over the last five years.

      Where a CV is longer than one page, additional pages will be removed prior to assessment.

      C6       LETTERS OF SUPPORT

      Provide one support letter to confirm each source of financial contributions in addition to the Faculty
      RHD Infrastructure program.

      C7       SUMMARY OF QUOTES

      Attach a one page summary of quotations for all items or services to be purchased.
