							Sailing Instructions for the 2012 Season
                                        GENERAL

1. Competitors participate in Water Wag activities entirely at their own risk, and it is the sole
   responsibility of each helmsman to decide whether his or her boat participates in any race
   or other event. See Rule 4 of the Racing Rules of Sailing. To the greatest extent permitted
   by law neither the Water Wags or Dublin Bay Sailing Club nor their respective
   representatives will accept any liability for material damage or personal injury or death
   sustained in conjunction with, or prior to, during, or after Water Wag activities.

2. All boats must be insured against third party liability for a sum of not less than €1,200,000
   for any one accident.

3. Boats may not compete in Water Wag activities unless their equipment complies with all
   applicable Water Wag rules including those rules relating to minimum safety requirements
   set out below.

4. Boats must keep clear of commercial traffic.

5. In the event of inclement weather, The Captain of the Water Wags or his nominated
   deputy shall decide whether sails shall be reefed or whether the race or other event is to
   take place or not. The Captain’s decision does not change a helmsman’s own
   responsibility (in accordance with paragraph 1 above) to decide whether he or she
   participates or not.

6. All races will be governed by the rules as defined in The Racing Rules of Sailing 2009-
   2012 as published by the International Sailing Federation as modified by the Water Wag
   Rules and these Sailing Instructions. In the event of a conflict, the Water Wag Rules and
   these Sailing Instructions will take precedence over the Racing Rules of Sailing. If there is
   a conflict between these instructions and the Water Wag Rules, these instructions shall
   prevail.

7. Racing is open to all boats of the Water Wag Class.

8. Rules 44.1 and 44.2 of the ‘Racing Rules of Sailing’ are changed so that one turn
   including a tack and a gybe is required,
9. Boats will be allocated by the Committee, at its absolute discretion, to one of three
   Divisions; Division 1A, Division 1B and Division 2 based principally on the finishing
   positions in the previous season. The allocation of boats to a particular Division may be
   subject to alteration by the Committee during the season, should circumstances warrant it.

10. In the Team Racing Event only full members of Lough Derg Yacht Club who are members
    of the Water Wags may compete for Lough Derg Yacht Club. Only full members of the
    Water Wags may compete for the Water Wags.


                               MANAGEMENT OF RACES

11. There will be one race scheduled for each Wednesday during the sailing season. In
    addition, at the discretion of the OOD, one or more further races may be held on a
    Wednesday. The results from any such additional race will count towards all series
    trophies referred to in paragraph 26 below but only the first (scheduled) race will count for
    the trophy or trophies scheduled for that Wednesday. The holding of an additional race will
    be signalled by the committee boat flying flag A (white and blue with a swallow tail) at the
    finish of the previous race.

12. Except in the case of a handicap start, each Division will compete for its own race
    (whether there is a single start or a split start) and will be scored separately.

13. When racing with a split start, Division 1B and Division 2 will start on the same gun.
    Division 1A will start three minutes later. Split starts will be indicated by Numeral Flag 2.

14. For handicap starts (indicated on the Programme of Races with the letter ‘H’) starting
    times for each boat will be issued to boat owners.

15. Preparatory signal times for all races in Dun Laoghaire will be as stated on the
    Programme of Races.

16. Preparatory signals for races in other locations will be announced in advance of the races.

17. The Starting and Finishing lines both inside and outside the Harbour will be between the
    main mast of the committee boat and a distinctive mark. Competitors may not be advised
    of the location of the committee boat.

18. The first boat must finish within 90 minutes of he starting gun, and the subsequent boats
    must finish within 30 minutes of her to rank as a finisher. In the case of split starts these
    times will be measured from the relevant starting gun and the first finisher from the
    relevant start.

19. Three legs of a course shall constitute a race, subject to at least three starters
    (irrespective of Division).

20. The starting sequence for races (other than those with a ‘split start’) will be as follows:

       The Water Wag Burgee (red with white horizontal band) shall be hoisted and a
        warning sound signal shall be made by the OOD five minutes before the starting
        signal.

       The Blue Peter will be hoisted and a preparatory sound signal shall be made four
        minutes before the starting signal.

       The Blue Peter will be lowered and a sound signal shall be made one minute before
        the staring signal. The Water Wag burgee shall be dropped and a sound signal shall
        be made on the starting signal.

21. In the event of a ‘Split start’ the starting sequence will as follows:

       Numeral 2 flag (a blue pennant with a white dot) will be hoisted with the Water Wag
        Burgee five minutes before the first starting signal.

       Signals will be as Instruction 19 above until and including the first start.

       A sound signal will be made two minutes after the first start and one minute before the
        second start.

       A sound signal will be made and Numeral 2 flag shall be dropped on the second start.

22. Shortened courses will be indicated by the OOD by the displaying of a flag or board
    indicating Code Flag S, and the making of two sound signals. In the event of a course
    being shortened, all boats shall finish between the committee boat and the nearest turning
    mark to her.

23. Unless otherwise stated, courses shall consist of three marks. From the starting line, boats
    shall sail to the windward mark, gybe mark, and leeward mark, leaving them to Port unless
    indicated otherwise by the flying of a green flag from the committee boat.

24. Marks inside and outside the harbour will be distinctive inflatable marks, or fixed Dublin
    Bay Sailing Club marks.

25. The number of rounds to be sailed shall be indicated before the start, on a board
    displayed on the committee boat. The counting of rounds shall commence at the first
    windward mark.


                                  SCORING AND PRIZES

26. Points toward the Jubilee Cup (Division 1), the Snuff Box Trophy, the Coffee Jug, the Hold
    Everythin’ Trophy , the Cora Cup, the Saryalis Cup, the Coquette Cup, and the Ladies
    Plate will be given to a boat on the basis of the ‘low point scoring system’ of Appendix A to
    the Racing Rules of Sailing for a series longer than a regatta, modified as follows:

            Boats which came to the starting area, but which did not start (DNS) or retired
             (RTD) receive one point more than the number of boats of the same Division
             which came to the starting area.

            Boats which did not compete (DNC) or were disqualified (DSQ), receive two point
             more than the number of boats of the same Division which came to the starting
             area.

            Boats which obstruct commercial traffic may receive three points more than the
             number of boats of the same Division which came to the starting area at the
             discretion of the Committee.

            Boats which have safety equipment which is not in adequate condition may
             receive three points more than the number of boats of the same Division which
             came to the starting area at the discretion of the OOD.
           Races indicated with a # symbol on the Programme of Races do not count to the
            trophies listed at paragraph 26 above.

           When between 3 and 5 races have been completed, a boat’s series score will be
            the total of her race scores excluding her worst score. When between 6 and 8
            races have been completed, a boat’s series score will be the total of her race
            scores excluding her two worst scores. When between 9 and 11 races have been
            completed, a boat’s series score will be the total of her race scores excluding her
            three worst scores. When between 12 and 14 races have been completed, a
            boat’s series score will be the total of her race scores excluding her four worst
            scores. When between 15 and 17 races have been completed, a boat’s series
            score will be the total of her race scores excluding her five worst scores. When
            between 18 and 20 races have been completed, a boat’s series score will be the
            total of her race scores excluding her six worst scores. When between 21 and 23
            races have been completed, a boat’s series score will be the total of her race
            scores excluding her seven worst scores and so on.

27. Boats eligible to win the Walpole Prizes are boats which have started in at least 6 Club
    races, and when steered by their regular helmsman, have not crossed the finish line in
    first place. Such boats shall be steered by the regular helmsman. The Walpole Prizes will
    be awarded on the basis of the results of a designated race.

28. The Dun Laoghaire 1500 medal, The Sri Lanka Tankard, and Sri Lanka Mug and the
    Picture will be awarded at the discretion of the Committee.

29. The Saryalis Cup will be awarded to the boat which finishes in 13 . place overall for the
    Jubillee Cup irrespective of Division.


                          MINIMUM SAFETY REQUIREMENTS

1. At least one bow and two side buoyancy bags with a total capacity of 500lbs. to be in
   place, correctly distributed, securely fixed and inflated. It is strongly recommended that an
   additional stern bag of at least 80lbs. be located under the stern thwart.

2. Personal buoyancy aids to CE Standards to be worn by helmsman and crew and to be
   properly secured and maintained. It is strongly recommended that automatic life jackets
   would not be worn in Water Wags.

3. Each boat shall carry a manual water pump and/or a scoop bailer.

4. Two eight foot long oars (2.4m) and rowlocks or spurs to be carried and properly secured.

5. One bucket (minimum 5 litres) on a long lanyard to be carried at all times.

6. One painter, at least 3.6m long attached at the bow.

7. Rigging screws / lanyards to be securely tied / wired.

8. It is recommended that each boat should carry an appropriate piece of equipment which
   will prevent water entering a swamped boat through the top of the centreboard case.

9. The OOD has been appointed by the Committee to act as Safety Officer for the Club with
    authority to require a boat to come alongside the committee boat to check if safety
    equipment is compliant with items 1 to 8 above.
