					REGULAR MEETING OF THE WEST UNITY VILLAGE
COUNCIL MINUTES 10-09-08
The regular meeting of the West Unity Village Council was brought to order by Mayor
Bernath. With the following Council Members present: Don Leu, Dave Chester, Mark
Taylor, Tom Holsopple, Kirk Thompson, and Tim Belding.

CALL TO ORDER
OPENING PRAYER- Mayor Peg Bernath
PLEDGE OF ALLEGIANCE

It was moved by Holsopple seconded by Thompson to approve the bills signed prior to
the meeting. Vote on Motion: All Ayes, No Nays. Motion Carried.

Thompson made a motion to accept 9-25-08 Minutes. Chester seconded. Vote on Motion:
All Ayes; but Belding-abstain due to being absent.

RECOGNITION OF VISITORS- Monica Smith-Advance Reporter, Gene Papin-Bryan
Times, Ryan Thompson-Lawyer, Mark Nafziger, Deb Piotrowski- School
Superintendent, and Police Chief J.R. Jones.

Ms. Piotrowski –West Unity School Superintendent presented Council with a copy of the
new West Unity student newspaper; noting that the school has hired a new media person
(Tom Schaper) he will also be composing the year book which will be in color for the
same cost as last years. Ms. Piotrowski invited the Mayor and Council to visit the new
school site for a tour on Nov. 12th, 2008 at 9:00 a.m.; noting a hard hat and safety glasses
will be required; if they cannot attend a time maybe re-scheduled later thru her office.
She informed council that with the bid for the new school coming in lower than expected,
a committee has been formed to gather data – the school maybe able to add a softball
diamond, baseball diamond, practice field, and a bus barn all funded with a enough
money left from local initiative.

Monica Smith addressed council informing them of the Chamber event schedule for the
fall festival on Nov.1, 2008. She asked if the Village would sponsor the hayride; Mayor
Bernath explained to council that the Chamber’s insurance would not extend coverage for
a hayride but if the Village were to sponsor the event the Village’s policy would cover
the hayride. Belding made a motion that the Village sponsors the hayride. Leu seconded.
Roll Call Vote: All Ayes, No Nays. Motion Carried.

Resident Mark Nafziger asked Council if they had considered moving the town bell to
Friendship Park- Mayor Bernath said it was considered but due to the bell needing some
sort of covering or encased to protect from vandalism it was not included in the plans..

LEGISLATIVE MATTER

Village solicitor Ryan Thompson explained to Council that due to new federal
regulations the Village needs to form a utility committee to review and pass an identity
theft policy. He is currently working on the required “Red Flag Policy”. After discussion
Council formed the Utility committee which will consist of: Kim Grime-Deputy Clerk,
Peggy Bernath-Mayor, Randy Mahlman-Village Administrator, Don Leu- Council
President, Tom Holsopple-Councilman, and Kirk Thompson-Councilman. Council then
scheduled a utility committee meeting on Oct. 16, 2008 @ 7:00 p.m. to review the policy
with the village solicitor.

ADMINISTRATOR REPORT-

Mr. Mahlman noted the village maintenance workers have been busy repairing and
cleaning the drainage tile between Cedar and Lincoln Streets.

After discussion, Thompson made a motion to pass change order #1 for the new West
Unity Water Treatment Plant in the amount of $3,150 for an 8 inch sanitary line for
temporary bypass of the existing clear well. Belding seconded. Vote on Motion: All
Ayes, No Nays. Motion carried.

Mr. Mahlman noted that he has been securing quotes for a new mower to replace the
Village John-Deere mower& snow blower; estimates are around $16,000-$19,000 and the
old mower will probably bring $2000-$2500 in trade value. He will choose the best one
to purchase based on price, value, and quality.

POLICE REPORT-

Chief Jones presented monthly police report to council and reminded them of the next
safety committee meeting on Nov.13th @ 6:30 p.m.

MAYOR REPORT- None

CLERK REPORT-

Beth Rediger noted she will be absent for the next council meeting due to training
classes, but deputy clerk Kim Grime will fill in for her.

COUNCIL REPORT

Leu- asked about crack sealant on roads, more picnic tables for park, and said the
sidewalk committee is working on a map of town sidewalks in need of repairs. He also
reminded everyone of the big trash pickup on Oct.15 & 16, 2008.

Belding made a motion at 8:10 p.m. to enter into executive session to discuss employee
compensation. Leu seconded. Vote on Motion: All Ayes, No Nays. Motion carried.

Motion: All Ayes, No Nays. Motion Carried
