June 25, 2008
The June 25, 2008 meeting of Borough Council was called to order by Council Vice-President
John Aleszczyk at 7:01 p.m. in the Borough Hall, 260 Franklin Street, Alburtis, PA.

CONDITIONAL USE HEARING – A Conditional Use Hearing was held regarding the property
at 200 Franklin Street. Applicant Andrea Butz has proposed using the property to house
Treehouse Child Care. The Hearing was recorded by a representative of Fran Gunkel’s office.
The mayor attended three meetings. A police department meeting, the Chamber of Commerce
meeting, which had Aurel Arndt from LCA as the guest speaker and a meeting at the Macungie
Institute. The Farmer’s Market is now held at the Macungie Memorial Park on Thursday’s from
4:00 p.m. to 7:00 p.m.
The Annual Alburtis 5K race will be held on August 9.
Bob met with the Emmaus Rotary at the ball field to accept a check for $2,500.
MINUTES OF June 9, 2008 – Peg McCormack made a motion to approve the Minutes of June 9,
2008, 2nd by Kathleen Palmer and a unanimous vote followed.
BILLS FOR PAYMENT – A motion to approve the Bills for Payment was made by Peg
McCormack, 2nd by Kathleen Palmer and followed by a unanimous vote.
Streetscape Plan – Christine Mildner was present representing Barry Isett & Associates to
discuss the proposed Streetscape Plan. The final design was explained for all of the
improvements, the base price is about $819,000. Grants are available for these improvements.
After discussion, a motion was made by Peg McCormack to have the Alburtis Streetscape Plan,
dated 6-2-08, be approved as the concept plan for improvements of Main Street and Franklin
Street with the provision that this is not authorizing the expenditure of any funds to construct or
implement any element of the plan until further approval by Borough Council. This motion was
2nd by Karen Smoyer and a unanimous vote followed. Matthew Moyer from Senator Patrick
Browne’s office was present to support the Streetscape Plan and to offer assistance when needed.

258 Franklin Street – Gary DeRoner of 258 Franklin Street was present to express his
disappointment in the way our Maintenance Department cut his trees. Mr. DeRoner’s trees were
hanging over onto Borough property and on the Borough Building’s roof. He suggested to
maintenance that they be cut on the lateral and they were not done this way. John will speak
with Maintenance about this.
Recycling Grant Dollars – Peg McCormack questioned using this money for recycling bins for
the Borough. Sharon will check to see if Waste Management provides these for free first.
Tree Vitalize Program – Information has been received on some proposed opportunities for trees
in communities. Karen Smoyer and Peg McCormack have both responded as being interested in
this program for the Borough.
Burning Ordinance- The original proposed Ordinance was emailed to everyone for review. This
will be discussed at the next Council Meeting.
Water System Analysis Bids- A motion to hire Environmental Associates to perform the required
water system analysis for a price of $455.00 was made by Peg McCormack, 2nd by Kathleen
Palmer and followed by a unanimous vote.
Jaindl-The Acceptance of Conditions and the payment of $160,000 has been received.
Invest Program – Peg McCormack handed out information on the Invest Program. This program
is very similar to PLIGT, which is what the Borough currently uses.
Garbage – Garbage being put out too early continues to be a problem. Letters have been sent out
to many residents with no resolve. Sharon will work on this.
Weed Spraying – Kathleen Raines would like Maintenance to post the streets prior to spraying
for weeds. Sharon will talk to Donnie about this.
Vacant Properties – There are several properties in the Borough that are vacant due to
foreclosures. The pools are green and the weeds are high. Sharon will try and contact the
responsible parties to take care of this.
Abandoned Vehicles – The Mayor will talk to the Police Chief regarding several abandoned
vehicles in the Borough.
Highway – Maintenance Department has finished all crosswalk & speed lines.
Water - Well #3 – Final Inspection is set for Friday, June 27, 2008 at 8:00. All water readings
are done for the quarter.
Sewer – LCA will flush & TV the upper part of town the 2nd week of July.

Recreation – We received all the water boxes and piping for the upper ballfield. Work will start
on this project when baseball season is over.
Lockridge Park – Maintenance is working on the driveway leading to Well #3. It will be paved
Playground – The Maintenance Department is replacing a storm drain and also paving a curb to
control the water flow.
Maintenance Department has paved the area at the stage in the park.
The meeting was adjourned at 9:20 on a motion made by Kathleen Raines, 2nd by Peg
McCormack and followed by a unanimous vote.
