									DESCRIPTION OF CONTENTS

The following document outlines how Dominion East Ohio (“DEO”) will inform suppliers of the volumes required at isolated
interconnects (Cochranton, Powhatan, and Woodsfield) and the method used to schedule volumes to these points. The document also
sets forth the rules governing the scheduling of deliveries to the DEO West Ohio interconnect with ANR Pipeline (Convoy).
Deliveries to these points are affected by weather as well as operational constraints. The capacity that DEO holds, and will assign to
the suppliers, is sufficient to meet the peak day targets posted for these locations.

As noted in the Information Package, suppliers will have to administer separate pools for the East Ohio and West Ohio portions of
DEO’s system and deliver gas to interconnects serving several isolated areas behind the East Ohio portion. Those isolated areas are
the Ashtabula market, served via a Dominion Transmission, Inc. line fed upstream by Tennessee Gas Pipeline, and the Woodsfield
and Powhatan Point markets, served by Texas Eastern. DEO will post the volumes required at those points according to the same
schedule used to post total daily delivery targets. DEO will maintain interstate pipeline capacity upstream of those points and allocate
it on a pro rata basis to the suppliers. The capacity can be transferred among suppliers subject to DEO approval, which shall not be
unreasonably withheld. As for the West Ohio portion, DEO will maintain interstate pipeline capacity upstream of the ANR
interconnect and allocate it on a pro rata basis to the suppliers serving that market.
DEO Isolated Point – Cochranton

   1. The Target Requirement Screen in DEO’s bulletin board has a column labeled Cochranton with the target posted for each day.
      In this example, the supplier’s total target is 6,000 dekatherms (dt) burnertip and of this amount, 1,250 dt burnertip must be
      delivered through the Tennessee Gas Pipeline (“TGP”) Cochranton interconnect via Dominion Transmission, Inc. (“DTI”).

   2. On TGP’s bulletin board (PASSKEY), the shipper will need to schedule volumes to the DTI Cochranton meter, TGP meter
      number 020087 (the SSO shipper can also buy delivered gas to this point or have another party deliver gas to this point).

   3. On DTI’s bulletin board, the shipper will need to schedule volumes from the TGP Cochranton meter, DTI meter number
      40104, to DEO’s meter, DTI meter number 20100. In the downstream contract field (Dn K), the SSO shipper will need to put
      their SSO contract number followed by a C (for example; 12999C).

   4. On DEO’s bulletin board, the shipper will need to schedule volumes to their pool and select ML023 as the receipt meter
      (Dominion Transmission via TGP Cochranton) and use the DTI contract number in the upstream contract (Up K) field. The
      delivered quantity must equal the Cochranton target (e.g. 1,250 dt burnertip).

DEO will confirm this volume and in this example the supplier must now schedule 4,750 dt burnertip (6,000 – 1,250) to DEO at other
delivery points to meet the rest of the target volume.
DEO Isolated Point – Woodsfield

   1. The Target Requirement Screen in DEO’s bulletin board has a column labeled Woodsfield with the target posted for each day.
      In this example, the supplier’s total target is 6,000 dt burnertip and of this amount, 42 dt burnertip must be delivered through
      the Texas Eastern Transmission Co. (“TETCo”) Woodsfield interconnect.

      number 70471 (the shipper can also buy delivered gas to this point or have another party deliver gas to this point).

   3. On DEO’s bulletin board, the shipper will need to schedule volumes to their pool and select ML022 as the receipt meter (Texas
      Eastern - Woodsfield) and use the TETCo contract number in the upstream contract (Up K) field. The delivered quantity must
      equal the Woodsfield target (e.g. 42 dt burnertip).

      this example, the supplier’s total target is 6,000 dt burnertip and of this amount, 6 dt burnertip must be delivered through the
      Texas Eastern Transmission Co. (“TETCo”) Powhatan interconnect.

      Eastern - Powhatan) and use the TETCo contract number in the upstream contract (Up K) field. The delivered quantity must
      equal the Powhatan target (e.g. 6 dt burnertip).

at other delivery points to meet the rest of the target volume.
West Ohio Deliveries via ANR

Based on the temperature posted on the Target Requirement Screen on DEO’s bulletin board, suppliers can schedule deliveries via the
assigned ANR ETS Contract to DEO’s Group 2 meter (ANR meter number 356048). The temperature will be used to determine the
amount of Receipt Point space a supplier will be given on a daily basis. To calculate the amount of Receipt Point Space, use the
applicable percentage multiplied by the DEO assigned ANR ETS capacity. Supplier’s can use other routes to get supply to this point,
but they are still bound by the table below. Deliveries can be scheduled as follows:

* When the posted target temperature is less then or equal to zero, suppliers must schedule all assigned ANR ETS capacity to the
ANR Group 2 meter.

To schedule gas to the West Ohio Group 2 meter via the assigned ETS agreement, select suppliers should the West Ohio group meter
on ANR and put their West Ohio contract in the downstream (contract that begins 19###, e.g. 19999). If a supplier has unused
Maumee receipt capacity, the excess gas can be delivered to Maumee on a secondary basis. If not, the gas cannot be scheduled to
another DEO receipt meter.
