RESPONSIBILITIES

1. Administer community health nursing services to the residents of Whitman
   County including adaptation and implementation of the Whitman County
   Public Health Improvement Plan. 30%

2. Responsible for coordinating/monitoring/assigning 13 staff members
   consisting of nursing personnel, dietitian, community health worker, &
   program support staff in decisions, programs & functions under the direction
   of the nursing director. 20%

3. Responsible for the prevention, control and reduction of communicable
   diseases. 15%

4. Coordinate and maintain a comprehensive school health program to promote
   healthy children. 20%

5. Responsible for assisting the personal health director in developing &
   initiating program standards to ensure that community health needs are met
   in a legal, reliable, and courteous manner. 10%

6. 06 responsible for individual professional growth and development to ensure
   that quality nursing services are delivered to the public and determine time
   management and record professional documentation. 5%
RESPONSIBILITIES

1. Administer community health nursing services to the residents of Whitman
County including adaptation and implementation of the Whitman County Public
health improvement plan. 30%

TASKS
1. Diagnose individual client needs re specific health concerns and develop and
   assist client /w care plan, i.e. MSS, jail health.

2. Review modify, and evaluate nursing care plans as needed per specific client
   needs.

3. Assist clients in maintaining care by providing home visits as needed.

4. Record all pertinent data on individual client charts in a timely and accurate
   manner.

5. Refer as necessary to community/county agencies & MDS for follow-up &
   implementation of a health care plan.

6. Maintain an information and referral system concerning available health
   facilities, resources, & services.

7. Perform analyze, & interpret health screenings for clients, explain blood
   pressures or anthropometric measurements.

8. Counsel & educate clients about specific areas of wellness & health care
   issues, i.e. HIV/aids, preconception, nutrition education.

9. Cultivate wellness programs, healthy living and independent functioning of
   clients.

10. Initiate & maintain an effective working relationship with co-workers, clients,
    medical doctors and public agencies.

11. Collaborate with public and private agencies & medical doctors in developing
    strategies to educate & address public health concerns.

12. Assist in community assessment activities & in the development of the WCHD
    Public Health Improvement Plan.
RESPONSIBILITIES

2.    Responsible for coordinating/monitoring/assigning 13 staff members

TASKS
1. Coordinate & assign nursing, nutrition, community health worker, and clerical
   staff in decision making and programs.

2. Schedule work and prioritize staff based on client needs in each office.

3. Conduct weekly staff mortgages in Pullman/Colfax and assist with arranging
   in-service training re health issues.

4. Evaluate Pullman/Colfax staff to ensure adequate job perform and assist
   with program evaluation to meet staff needs & assist/w hiring

5. Monitor and advise nursing director re work performance, disciplinary actions,
   recommend for termination.

6. Maintain nursing leadership and knowledge in community health programs.

7. Analyze and update principals and techniques utilized in all areas of
   community health nursing.

8. Diagnose and analyze personnel issues, client needs, issues such as a need
   for services or complaints.

9. Advise client/employee of possible solutions and evaluate outcome and make
   recommendations to director.

10. Coordinate specific programs; i.e. immunizations, preconception
RESPONSIBILITIES

3.   Responsible for the prevention, control and reduction of communicable

TASKS
1. Inform public of health status of community, relevant health issues,
   communicable, non-communicable diseases of public health importance.

2. Inform and train public and groups, organize at risk including professional
   groups re: immunizations, communicable diseases including TB, HIV/aids.

3. Perform HIV/aids testing, counseling and education as needed in the clinic,
   schools and community.

4. Negotiate methods of improving and promoting healthy lifestyles &
   decreasing risky behaviors.

5. Perform health assessments of clients who have specific concerns or
   symptoms of infectious disease.

6. Enforce policy that individual, especially children,           are   immunized
   according to recommendations and WA State law.

7. Assist to enforce surveillance, report, investigation, diagnosis and treatment
   of communicable diseases of public health significance in adherence to
   guidelines.

8. Represent the health department at state, regional and local planning
   meetings.

9. Administer appropriate immunizations & develop a schedule for clients to
   follow/reach/maintain immune status.

10. Refer to appropriate health care practitioners or agencies, as indicated.

11. Conduct community, school-based immunization clinics and make
    immunization available during other health department clinics, i.e. WIC.

12. Manage the care of clients with common diseases accessing community
    services; i.e., HIV positive persons, TB clients.
RESPONSIBILITIES

4. Coordinate and maintain a comprehensive school health program to promote
healthy children. 20%

TASKS
1. Coordinate school health programs and serve as liaison for personnel, school
   staff, administration; i.e. sports physicals, immunization clinics.

2. Monitor personnel on school health issues and concerns, i.e., contracted
   nursing hours.

3. Distribute information pertinent to school health programs to personnel,
   school staff to update them on changes.

4. Review and maintain accurate immunization, health records of all students in
   school district according to WA State law.

5. Train parents, guardians of importance of immunizations as prevention of
   serious disease to comply with WA State law.

6. Design and maintain a list of all students exempt from immunizations and&
   diseases for which they are susceptible.

7. Counsel and educate students and staff regarding healthy lifestyles, other
   school-related topics including those requested by students and staff.

8. Perform vision, hearing, scoliosis screen as mandated by WA State law and
   analyze data & refer as needed.

9. Train and monitor staff on method of dispensing medication and record
   keeping for student health procedures.

10. Correspond and communicate with administration, teachers and staff.

11. Perform and monitor health care assessments and first aid when indicated.

12. File state mandated reports for immunizations and scoliosis.
RESPONSIBILITIES

5. Responsible for assisting the personal health director in developing and
initiating program standards to ensure that community health needs are met in a
legal, reliable, and courteous manner. 10%

1. Assist with planning and conduct studies to determine community health
   needs; i.e. public health improvement plan.

2. Assist with evaluating existing and potential nursing services and programs.

3. Analyze and advise subordinates of community, public agency resources for
   clients and their families.

4. Suggest and support extension, withdrawal, and maintenance of specific
   nursing programs.

5. Maintain effective communications with professional personnel and staff on
   own and other disciplines.

6. Analyze and update principles and techniques of all phases of community
   health nursing.

7. Maintain nursing leadership and knowledge in a variety of community health
   programs.
RESPONSIBILITIES

Position Requirements:

     Knowledge of theories, methods and techniques of health education.

     Knowledge of the principles and practices underlying professional nursing
      techniques/profess ethics

     Knowledge of preventive measures in the maintenance of health in the
      community.

     Knowledge of the functions/resources of public/private agencies engaged
      in public health.

     Knowledge of current literature trends, regulations and developments in
      the field of community health nursing.

     Knowledge of the principles of supervision/personnel management and
      organization.

     Ability to plan and organize own schedule.

     Ability to establish a working relationship with the public and co-workers.

     Ability to write clear reports and document care.

     A valid license to practice as a registered nurse in the State of
      Washington.

     Bachelor degree in nursing including public             health   nursing      or
      grad/accredited school /w 2 years experience.

     Possession of valid WA State driver's license and adequate transportation.
