June 8, 2009
The Board of Education of Independent School District Number I-69, Canadian County, State of Oklahoma, met in
regular session at the Mustang Education Center/George P. Morris Alternative Education Center, 400 North Clear
Springs Road, Mustang, Oklahoma, in said school district on Monday, June 8, 2009, at 7:00 p.m.
President Jeffery Johnson called the meeting to order at 7:01 p.m. with Vice President Curtis Brewer, Board Clerk
Maxine Morris and Board Member Amanda Strassle present. Board Member Dona Zanotti was absent.
President Jeffery Johnson led the invocation and Board Clerk Maxine Morris led the flag salute.
Notice of this meeting was given to the County Clerk of Canadian County, Oklahoma at least forty-eight (48)
hours prior to such meeting, and public notice of this meeting, with an agenda posted in prominent view at the
Mustang Education Center/George P. Morris Alternative Education Center, 400 North Clear Springs Road,
Mustang, Oklahoma, at least twenty-four (24) hours prior to this meeting, excluding Saturdays, Sundays and legal
holidays, all in compliance with the Oklahoma Open Meeting Act.
Superintendent’s Report:
Ron Martin, Director of Operations for MPS, introduced Mr. Gary Cook, President of Marketing for Energy
Education, Inc., and Dr. Randall Rayborn. Mr. Cook made a brief presentation to the Board about who Energy
Education is, what they do and what specifically they have projected they can do for the district. They have met
with the Superintendent and some of the staff previously. Mr. Cook projects that Energy Education would net
MPS a savings of our energy bill of approximately 4.3 million dollars over a ten-year period. What makes their
company unique is the way that they conserve energy for schools. With this program, there is no capital outlay.
They do not sell anything. They do not ask for the district to buy new air conditioning units and put in new light
bulbs. What they focus on are the people. Energy Education wants to change people’s habits and behaviors. No
new funds are needed as Energy Education will be paid out of what the district saves out of the utility budget.
They want everyone in the entire school system to know what they can do to save energy and be involved in the
process.
Mike Clark, District Athletic Director, gave an update on the repairs at the MHS football field. He shared that Ron
Martin, Director of Operations, has been working diligently on this project. Mr. Clark reported that the district has
used about six (6) different types of chemicals on the graffiti on the turf at the field. There has been some
progress, but some areas are fading. On Thursday of last week, he met with Westfahl Construction. They are
the ones who installed the turf. There have not been many schools who have had this problem, so Westfahl
Construction is being cautious about giving an estimate. They had not heard from Field Turf, the company from
which the district purchased the turf. MPS is going to have to replace some of the turf. The amount of turf to be
replaced is still not known. This is a slow process, but once input from Field Turf is received, repairs will begin.
Superintendent Bonnie Lightfoot shared that it was going to be necessary to have a special board meeting near
the end of June. The Board discussed and decided to have a Special Board Meeting on Monday, June 29, 2009,
at 6:00 p.m., at the Mustang Administration Building, 906 South Heights Drive, Mustang, Oklahoma.

The correspondence received was placed in the board member packets.
Public Participation: None
Board Report:
Board Clerk Maxine Morris, Vice President Curtis Brewer and President Jeffery Johnson shared that they
attended graduation and baccalaureate services. Everything went very smooth with both. It was very nice.
Swearing in of Treasurer and Assistant Treasurer for MPS
Board Clerk Maxine Morris swore in Kay Medcalf as Treasurer of MPS and Doris Shelly Pavlik as Assistant
Treasurer of MPS.

After a presentation by Shelly Pavlik, Assistant to the Chief Financial Officer/Assistant Treasurer, on a motion
made by Curtis Brewer, seconded by Maxine Morris, the Board voted to approve the treasurer’s reports.

Consent Agenda:
On a motion made by Curtis Brewer, seconded by Maxine Morris, the Board voted to approve the consent agenda
as follows:
Approval and signing of the minutes for the May 11, 2009, regular board meeting.
At the May 11, 2009, regular board meeting, the Board approved to transfer $50.00 to the Mustang
Administration Activity Account # 939-900 from the Mustang Creek Elementary School’s Activity Account #
945. Approval is being requested to change the request to the following:
“transfer $50.00 to the Mustang Administration Activity Account # 939-900 from the
Mustang Creek Elementary School’s Activity Account # 933.”
The incorrect account number was given for approval.
Approval to transfer $2,853.00 from Mustang Elementary School’s Staff Activity Account # 929, to Mustang
Elementary School’s Activity Account # 810. It was deposited into the wrong activity account.
Approval to accept a donation from Roll Giving and Chris Clancy for $500.00 to purchase instructional
supplies in one of the classrooms at Mustang Valley Elementary School.
Approval to remove and declare as surplus several pieces of playground equipment around the district as part
of the MAPS playground improvement.
Approval to remove and declare as surplus four (4) portable steel frame and wooden seat bleachers.
Approval to declare as surplus the list of computers, monitors and peripheral components from the district.
Approval for the “Use of Facility” request from Fountain Grass Homeowners Association to use the cafeteria
at Mustang Valley Elementary School on May 21, 2009, from 6:00-8:00 p.m., at no cost.
Approval for the “Use of Facility” request from Lakehoma After School Program to use the cafeteria and gym
at Lakehoma Elementary School for a program providing after school care beginning August 20, 2009, and
ending May 25, 2010, from 2:45 -5:45 p.m., at a cost of $1.50 per hour.
Approval for the “Use of Facility” request from Centennial After School Program to use the cafeteria and gym
at Mustang Centennial Elementary School for a program providing after school care beginning August 20,
2009, and ending May 25, 2010, from 2:45-5:45 p.m., at a cost of $1.50 per hour.
Approval for the “Use of Facility” request from Latchkey Child Services for an after school program to use the
cafeteria at Mustang Creek Elementary School beginning August 20, 2009, and ending May 25, 2010, per the
contract agreement.
Approval for the “Use of Facility” request from Latchkey Child Services for an after school program to use the
cafeteria at Mustang Trails Elementary School beginning August 20, 2009, and ending May 25, 2010, per the
contract agreement.
Approval for the “Use of Facility” request from Mustang Fire Department to use the cafeteria at Mustang Mid-
High School for the community bean supper on June 27, 2009, from 7:00 a.m.-10:00 p.m.
Approval for the “Use of Facility” request from Mustang Fire Department to use the cafeteria at Mustang High
School for the community bean supper on June 27, 2009, from 7:00 a.m.-10:00 p.m. Requesting the use of
the cafeteria as needed for storage and clean up beginning June 22, 2009, through June 28, 2009.

Approval for the 9 grade cheer squad and sponsor to attend an NCA sponsored camp held at the University
of Oklahoma in Norman, Oklahoma, June 23-26, 2009. Transportation is requested. Camp expenses will be
paid by the students and parents.
Approval for the MHS Varsity and JV Boys Basketball teams to participate in the following team camps:
Newcastle High School, June 9-10, 2009. Transportation is requested for approval. Registration of
$40.00 each will be paid by the athletes participating.
Anadarko High School, June 13, 2009. Transportation is requested for approval. Registration of
$15.00 each will be paid by the athletes participating.
Okarche Summer Tournament – Okarche High School, June 15-17, 2009. Transportation is
requested for approval. Registration of $55.00 each will be paid by the athletes participating.
Approval for ten (10) students and two (2) sponsors to attend the FFA Alumni Camp at the Tulsa Baptist
Assembly Camp in Wagoner, Oklahoma, June 28-July 1, 2009. Transportation is being requested for the use
of the two (2) AG trucks. Costs of the fuel will be paid for by the district. All other expenses will be paid for by
the students attending.
Approval of the continuing contract between the City of Mustang and MPS for one full time on duty police
officer at Mustang High School and one full-time on duty police officer at Mustang Mid-High School and other
secondary school locations each day school is in session, from 7:30 a.m. and no later than 4:30 p.m. for the
2009-2010 school year, at a cost of $76,116.00. This is not an increase.
Approval of the contract between MPS and the Board of County Commissioners of Canadian County, on
behalf of the Canadian County Justice Center (CCJC) for the 2009-2010 school year. MPS will pay for 12
spaces for MPS students to attend the CCJC at the cost of $3,189.00 per space.
Approval for Mustang secondary teachers to create, update and revise curriculum and district assessments.
Costs will be paid from Title II-A professional development funds. Total not to exceed $20,000.00 (plus
benefits). Teachers will work in June according to the following schedule:
MNMS Advisory – 4 days, 6 hours per day, 3 teachers @ $18.00 per hour (plus benefits)

6 Math – 3 days, 5 hours per day, 3 teachers @ $18.00 per hour (plus benefits)
MHS Advisory – 20 days, 4 hours per day, 8 teachers @ $18.00 per hour (plus benefits)
MMH Advisory – 5 days, 5 hours per day, 6 teachers @ $18.00 per hour (plus benefits)
Approval to provide professional development for special education teachers utilizing the Intelli-keys Suite 4,
New-2-You and interactive smart boards by Support Services, Inc., for $1,000.00. Costs will be paid from the
622, Special Education Stimulus funds.
Approval for district special education teachers to complete curriculum review and update modified quarterly
assessments during the months of July and August at the rate of $18.00 an hour, not to exceed $2,500.00.
Costs will be paid through federal funds.
Approval of request for the Mustang Education Association (MEA) to open contract negotiations for the 2009-
2010 school year. Representing MEA are:

be introduced to allow for six semester and seven semester yearly graduation:

The student shall declare by the end of the sophomore year
English III shall be successfully completed before the end of the first semester of the senior year
Credits may be earned through proficiency testing with 90% accuracy and/or correspondence
courses through the University of Oklahoma, Advanced Academics or an online course through
Mustang Public Schools
Credits earned through high school summer school will not be accepted for early graduation
Any variation to the above guidelines will need administrative approval
