Minutes of the Parish Council meeting held on Tuesday 21 February 2012
in the WI Hall, Middle Street, Misterton starting at 6.30pm.

In attendance: SSDC/SCC Mr J Dyke (part of meeting) and two members of the public.
Public Question Time: the Parish Council Planning Committee’s observations were queried
regarding an application in Silver Street. It was noted that this was Outline Planning Permission
only and that the Planning Committee would consider issues such as light and privacy should a
detailed full application be submitted. It was noted that the Council could ask for an extension for
observations should an application be contentious.

11/12- 147: Declarations of Interest: None.
11/12-148: Minutes of the meeting held on 17 January were agreed to be a correct record of
the proceedings and signed by the Chairman.
11/12-149: Matters arising; it was noted that the post box had been refurbished and reinstalled
in Middle Street today.
11/12-150: District Councillor’s Report; SSDC will have a 0% Council Tax increase and so will
get funding from Central Government.
11/12-151: County Councillor’s Report; SCC will also have a 0% Council Tax increase and
funding from Central Government. The review of County Councillors has resulted in the
Misterton & Crewkerne Ward joining with the West Crewkerne & Wayford Ward so after the next
SCC elections there will be one councillor for a much larger Ward.
It was noted that HM The Queen will be visiting Crewkerne on 1st or 2nd May as part of the
Diamond Jubilee celebrations, arriving at Crewkerne station in Misterton.
11/12-152: Highways; it was noted that SCC Highways plans for traffic calming and the school
crossing has been passed to consultants. The Clerk will ask for an update for the March
i) Betterment development update; a) Network Rail are arranging to meet the Parish Council
regarding access and lack of warning issues on the pedestrian rail crossing.
b) It was agreed that a Multi Use Games Area (MUGA) working group was needed to work on
consultation with residents regarding design and location. Clerk to ask for volunteers in the
village magazine. It was agreed that the working group should include young people and user
c) Bus shelter; there was no update from SSDC. Clerk to follow this up.
d) It was noted that Footpath CH20/2 temporary closure has been extended to 15th August 2012.
e) It was noted that the names for the new roads would be Monarch Road and Jubilee Close.
ii) Old Coal Yard development update; Clerk to follow up with SSDC the issue of this land being
advertised for storage.
iii) The following planning decisions were noted; 11/05037/OUT Mr Norris for erection of a
detached dwelling at 2 Belle Vue, Silver Street and 12/00090/FUL Mr Bowditch for construction

of a slurry lagoon at Hellings Farm, Station Road have both been recommended for approval by
the Planning Committee.
iv) A planning application has been received 12/00386/FUL Mr Marshall-James for an extension
at Rydings, Station Road. The Planning Committee will assess this application on 29 February.
11/12-154: Community Safety issues; it was noted that a volunteer had come forward to be the
Neighbourhood Watch Village Co-ordinator. The No Cold Calling Zone signs have been installed
and the Council has reported double glazing cold callers.
11/12-155: Finance; the finance report had been circulated beforehand.
i)The following payments were presented;
D C Langford (February office expenses). It was noted that the Clerk’s salary is now paid by DD
through the payroll scheme.
Misterton WI (hall hire) £72.00
Mole Valley (road salt) £130.80
ii) Receipts received; none.
iii) It was proposed and agreed to accept the Somerset Landscapes Ltd quote of £1386.75 for
cutting the Recreation Ground grass in 2012. Cllr Mrs Newbery left the meeting.
iv) It was agreed that the cemetery Chapel should be used for events other than burials. It was
proposed and agreed to charge £25 for this.
It was resolved that the finance report and payments be approved
11/12-156: Diamond Jubilee celebrations in Misterton; it was agreed that Cllr Mrs Walker
lead a Working Group to look at providing a children’s party to celebrate the Diamond Jubilee on
2nd June in the village hall. Cllr Mrs Walker will ask for expressions of support in the village
11/12-157: Recreation Field and Playground;
i) Councillors will have a maintenance session of the play area.
It was agreed to book Digleys for the annual inspection and risk assessment in June.
ii) it was agreed to spend up to £200 on replacing the three wooden stepping stones on the
Clatter Bridge. An application will be made to the Crewkerne Rotary community fund towards
iii) the Parish Tree Warden has advised the Council that the ash tree is not on Parish Council
land and so is not their responsibility. Clerk to write to the resident confirming this.
iv) it was proposed and agreed that the use of Chinese lanterns on the recreation ground should
be banned and this added to the bye laws.
11/12-158: Website update; the webmistress had submitted a report which was approved.
Cllr Mrs Walker to liaise with the webmistress regarding queries raised in the report.
11/12-159: Chairman’s Report; the report had been circulated and was approved.
11/12-160: Clerk’s Report; the report had been circulated and was approved.
11/12-161: Correspondence; the following had been received and were available to view at the
meeting: Somerset Playing Fields Association winter newsletter.
SALC Area South meeting – the Clerk will attend.
SALC/CPRE Community & Neighbourhood Planning workshop .
Warm Homes community events in South Somerset.
11/12-162: Items of Report; there were none.
