                                   ISS European Ground Segment




    The European part of the ISS Ground Segment is also referred to as the
    Interconnect Ground Subnetwork (IGS). The implementation, which is
    driven by political constraints, has the various control centres distributed
    throughout the ESA member states. This includes dedicated control
    centres for:
          ATV Operations at CNES-Toulouse, (France).
          Columbus Operations, at DLR-GSOC, Oberpfaffenhofen
            (Germany)
          Operations management at ESTEC, Noordwijk (The Netherlands)
          Redu European Earth Terminal, Redu (Belgium)
          Engineering Support Centre, Les Mureaux (France)
          Crew Training centre at EAC, Cologne (Germany)
          different payload operations centres with connectivity to user
            home centres all over Europe.
           The ISS European Ground Segment forms part of the International Space
           Station (ISS) International Ground System with interfaces to the following
           IP (International Partner) facilities:
                  NASA Mission Control Centre (MCC-H), Houston (USA)
                  Huntsville Operations Control Centre (HOCS), Huntsville (USA)

                                 ATV Ground Segment Overview




        The European communications network, IGS, is a private highly
         redundant network.
        All communications switches and routers can be remotely reconfigured
         from Columbus Control Centre, to reestablish failed nominal functions.
        Direct communication links between ATV-CC and REDU for ATV TM/TC
         via the European Relay Satellite ARTEMIS.
        Direct communication links between ATV-CC and Houston for ATV
         TM/TC via the US Tracking & Data Relay Satellite System, TDRSS.
        The commands to ATV from ATV-CC or ISS are end to end protected by
         encryption (Triple DES)
        Additional encryption is implemented in the Ground Segment WAN.
        ATV Backup Control Centre and its related Ground Segment node,
         although located on the same CNES site, are in a different location to the
         nominal facilities.
        In case of emergency, it would take five minutes to resume operations
         from the nominal to the backup facility.

         Change Control Management with the Flight Segment
         From the 2nd ATV onward, assembly, integration and validation will be performed
         by EADS-ASTRIUM Bremen (Germany), following their internal configuration
         management rules. However, the Operational Products (Mission Data Base and
         Ops Manuals) together with the Functional Simulation Facility (FSF) remain with
         EADS-ASTRIUM Les-Mureaux (France).
         The ESA Human Spaceflight & Exploration Operations division for ATV production
         (ESA/HSF-MP) is responsible, via its Change Control Board (ATV-E CCB), for
         establishing and controlling the ATV Production Baseline and to prepare final
         decisions about problems/changes which will cause no impact on the requirements,
         cost and overall schedule. Preliminary evaluation of all changes with impacts on
         requirements, cost and overall schedule will be arranged by the Engineering
         Boards. The final disposition is the responsibility of the ATV-E CCB.
         The ESA ATV Operations division (ESA/OPS-HA) is a permanent member of the
         ATV-E CCB and is in charge of monitoring and assessing the impact of ATV change
         requests on the operations.

                                         Change Control Management


         Change Control Management with the Ground Segment
         Changes to the European part of the ISS Ground Segment are jointly controlled by
         the ESA ISS Operations Support division (ESA/OPS-HO) and the Industrial
         Operations Team (IOT).
         IOT has taken over most of the ground segment control activities, however ESA
         keeps the interface with the International Partners (IPs) and the ESA internal
         interfaces. The ESA ISS Operations Support division (ESA/OPS-HO) is
         responsible, via its ISS Exploitation Engineering Board (ISS-EB), for ensuring the
         control of interfaces with the International Partners. All the Space Station Program
         (SSP) documents (ISS ICDs) are also tracked by this board.
         The ISS Exploitation Management Board (HSF-I) is for main ISS programmatic
         decisions. The ESA ATV Operations division (OPS-HA) will trigger this board via the
         Human Spaceflight & Exploration Operations Department (OPS-H) if there is a
         major change in the mission/program or if there is a risk associated to budget or
         planning requirements (e.g. ATV Mission Extension).
         Apart from ATV production, all the IOT boards stem from the ISS-EB.

HSF-I integrates and coordinates the processes/products/interfaces between OPS-
H, HSF-P and HSF-UO in the following ISS Programme Office boards:

In addition OPS-H has created and chartered the following three boards: MIOCB,

        In order to ensure that lengthy technical discussions are not conducted during the
        OSB, preparatory meetings are needed. These will be joint CNES/ESA meetings to
        ensure there is a clear understanding of the issues from all parties which will
        ensure more efficient running of the OSB.

        Ground System Panel
        For the CRs impacting the Ground Segment, a “Ground System Panel” takes place
        every Friday to prepare for the OSB, at least at the beginning of the maintenance
        phase.

        Ops Products Panel
        For the CRs impacting Operations, such as the POs/CPs, VCP, DP/GAL, there is a
        dedicated “Ops Panel”. This Panel will be the OPS-HA entity interfacing with the
        Phase-E Flight Segment will be discussed in order to ensure the correct interfaces
        for the PO/CP process.

        Regarding modifications of Ground System items under control of the IOT contract,
        once they are approved by the OSB, OPS-HA will inform OPS-HO (ISS-EB) and
        issue an ECR to be approved by the OPS-H Change Control Board.
