Listed Places of Worship Scheme              funding increased / VAT on church buildings
A significant victory for churches was recently announced. Thank you to everyone who took
the trouble to sign the e-petition against the imposition of VAT on alterations to listed church
buildings. Following some very hard lobbying work, not least from Bishop Richard himself,
the government has agreed a compromise solution whereby the existing Listed Places of
Worship Grant Scheme will be extended by £30 million p.a. for the life of this parliament.
The national Church Buildings Council is confident that this figure will be sufficient to cover
the whole of the eligible VAT liability for both repairs and alterations to listed church
buildings. The new system will require the VAT to be paid and then claimed back.
Other charitable custodians of historic buildings have not yet been so lucky and their struggle
continues.

Common Fund: offers for 2013 / timetable for budget / leaflets
The deanery and area meetings have all taken place and initial offers are already being
made. If you are not aware of your deanery timetable for making offers please contact your
area finance adviser. Leaflets and information, as well as the Common Fund video are
available at the diocesan website http://www.london.anglican.org/Common-Fund


The Gift Aid Small Donations Scheme
The consultation on this scheme, due to be introduced in 2013, is now closed. HMRC will
consult on the draft guidance later this year. The proposals are still subject to change, and
until definitive information is provided by HMRC all that parishes can do to prepare is to
ensure that they make timely and correct applications for Gift Aid so that their eligibility for
this scheme is not put at risk. We will contact you as soon as information is available on
procedures and requirements.

Public Liability      What the PCC needs to know
Ecclesiastical Insurance Group has published a special report on the increase of public liability
risks faced by charities, including churches. The report, supported by the Charity Finance
Group (CFG), takes a closer look at the sharp increase in public liability claims brought
against charities over the last few years.

Seasons of Giving           Free resource download
Stewardship is piloting an updated version of Seasons of Giving; a four-week course for small
groups on money and giving. Seasons of Giving aims to get people talking about giving, and
will explore experiences of giving whilst providing challenges to help them grow in the grace
of giving.

CAP Money Ministers           help for leaders facing debt

Church Workers Salaries survey request
The results gained from this 10 minute survey will provide a clearer understanding of
employment issues today and an insight into the salaries, benefits, and financial situations of
those working in churches around the UK.
If you are a church treasurer or able to supply information relating to church worker salaries

Free help for PCC treasurers        ACAT
The Diocese has block membership of ACAT, the Association of Church Accountants and
Treasurers, on behalf of all of the PCCs in the Diocese. You can speak to their Advisers free
of charge. ACAT’s website, which includes their handbook and a wealth of information,
including newsletters, is password protected; as a temporary measure you can access the site
using

one of a block membership and getting your own password.
