 B. POSITION SUMMARY
    Briefly describe the primary function and purpose of the position in one or two sentences.

Professional positions in the Finance occupational family require different levels of subject matter knowledge in the
fields of general accounting, budget, audit, treasury or financial management and the associated regulations, laws,
entitlements, and requirements. The responsibilities require the frequent application of accounting methods,
procedures, and techniques to conduct progressively more complex and responsible analyses and determinations
within a complete accounting system to validate transactions, perform research and conduct critical analyses.
Varying degrees of knowledge of independent accounting systems and interrelated business system dependencies
are required that relate to the University’s obligations, collections, disbursements, and inter-fund transactions or
other actions involving complicated adjustments and diverse transactions on an extensive range of issues or
problems. Responsibilities may directly impact the quality, quantity, and accuracy of the University’s strategic
financial decisions, records, operations, and internal and/or external services and obligations involving the integrity
of the overall general ledger, the operation of the accounting system and related programs; the amount and timely
collection of revenue, and service payments in compliance with legal and regulatory requirements.

 C. DUTIES AND RESPONSIBILITIES

Normally responsible for managing and administering large (approximately 100 million),
complex and multi-faceted accounting functions for the University, Faculty or large
administrative department in addition to the operational management of a business, academic
or research service area or function; preparing, managing and/or administering the University’s
annual budget, financial statements, or student financials; leading the research, design,
development and implementation of new business models, practices, and policies; providing
department and institutional wide training; analyzing and reporting large, diverse and complex
data that requires a broad understanding of many different business systems (e.g., HAP, FINS,
SIMS) and related sub-systems (e.g., IFPBS, Grant Track, FAST, etc.) and cross-functional
business requirements and impacts; participating on large institutional projects as a subject
matter expert and/or providing project leadership to cross-functional teams involved in the
review and development of business processes; or performing treasury functions involving the
design and development of performance evaluation systems and operating and capital cash
flow models and techniques; monitoring investment managers; managing short-term financial
investment reserves, domestic and foreign currency, debt management, capital projects, and
operating cash flows.

D. DECISION MAKING


i) Give some typical examples of the most important decisions the incumbent is expected to make in carrying out the
duties and responsibilities of the position. To what extent can the incumbent rely on established policies or advice from
others in making these decisions?

Makes decisions regarding the negotiation of financial terms of contracts, financial implications of new ventures and
financial policies, procedures and practices. Recommends revisions to University policies, procedures and practices
that require consultation with subject matter experts across different business areas. Decisions may have a
University wide impact.


ii) Give some examples of the types of decisions the incumbent would refer to his/her supervisor.

Refers policy change recommendations for approval. Budgetary issues that are at a departmental or faculty level will
be recommended for approval and University wide budgetary issues will be referred to the responsible executive
member.

H. ENTRANCE QUALIFICATIONS
   What combination of experience, training and/or formal education do you believe is the minimum
   required to perform the duties of this position?

Bachelor’s degree and professional accounting certification and seven years of directly related experience or equivalent.
Ability to use spreadsheet, database, presentation, and financial applications and enterprise financial and business
systems at an expert level.
Excellent knowledge of related legislation and financial and management concepts, theory, standards, and practices.
Excellent leadership, organizational, quantitative, analytical, communication, interpersonal, and problem-solving skills.
Human resource management skills may be required.
