Applications for Community Grants
Item for Decision: To determine applications for financial assistance under the
Council's Community Grants Policies

Recommendations: It is RECOMMENDED that the applications for Community
Grants be determined as indicated below unless the actual
cost of the proposed project is less than that estimated, in
which case the percentage contribution will apply.

2. Crime and Disorder – Section 17 Implications
2.1 The funding of community based projects in all their forms, improves the
quality of the lives of residents, provides employment, fosters community
spirit, contributes to the health and well being of communities and provides
equality of opportunity.
Community Development Grants
Community development initiatives, lifelong learning projects, youth work and other
applications which demonstrate that they address the needs of people disadvantaged
through social or economic circumstances, disability, ill health and geographic isolation
will be given greater priority when the Council is considering applications. The
maximum grant available under normal circumstances for recurring revenue costs will
be £500.
Where possible applicants should display evidence of partnership with the local
community and where appropriate with relevant sections of the Council and other
agencies demonstrating links to other relevant initiatives.
The level of grant awarded from the fund for any individual revenue project will not
normally exceed 50% of the approved costs up to a maximum of £5,000.
3. Ringwood Disabled Sports Association
Purpose: Operation of sports club for the disabled
Grant requested: £500
Grant awarded in 2002/03: £500
3.1 The Association has been in existence for over 20 years and is the only
Disabled Swimming Club within the New Forest area. Up to 40% of its

members are East Dorset residents. The grant will be used to pay for the
annual cost of operating the club including, transportation and hire fees.
3.2 In the last financial year the applicant had total earnings of £3,460 and
outgoings of £3,800 resulting in an operating loss of £340. The estimated cost of
running the Association in the current financial year is £4,500. The Association
has current reserves of £1,500 of which none are earmarked for special
projects.
3.3 In 2002 the Association received grants of £125 from Ringwood Town Council
and £750 from New Forest District Council and have made similar applications
for the current year.
3.4 Recommendation: that a revenue grant of £500 be made.
4. Dorset Scrapstore
Purpose: Operation of Community scrapstore
Grant Requested: £500
Grant Awarded in 2002/03: None
4.1 This registered Charity based in Christchurch and Puddletown collects non-
toxic unwanted materials from industry and makes them available to a wide
range of community groups such as schools, play groups, drama groups,
carnival groups and individuals. Community Groups pay a membership fee
and then are charged £3 per bin bag of materials.
4.2 In the last financial year the Store had earnings of £24,820 and expenditure of
£30,250 resulting in an operating loss of £5,430. It has current balances of
£5,520.
4.3 The store has been awarded a grant of £8,800 from the Lloyds TSB Foundation,
£2,000 from Dorset County Council Education Service, £500 from West Dorset
District Council and has grants of £500 from North Dorset and £1,200 from
Dorset County Council Environment Service.
4.4 Recommendation: that a revenue grant of £500 be made.
5. South West Museums Council
Purpose: Support of museums in the South West
Grant Requested: £250
Grant Awarded in 2002/03: £207
5.1 This Council is a member of the Area Museum Council for the South West. The
Council seeks to help museums, large and small, to meet public need, care for
their collections and to meet their future needs.
5.2 Recommendation: that a revenue grant of £250 be made.
6. Dorset Agenda 21
Purpose: To promote sustainability in Dorset through the appointment of a
Development worker
Estimated Cost: £19,000
Grant Requested: Not Specified

6.1 The Dorset Agenda 21 Forum is a Registered Charity and was established in
1994 with the aid of Dorset County Council to form links between community
organisation and individuals working for sustainability in Dorset.
6.2 In order to develop this work the charity wish to employ a part-time
development worker for up to nine months to co-ordinate a range of projects to
raise a public awareness about waste and to encourage waste reduction and
recycling.
6.3 The charity has been awarded £6,500 to date from other local authorities,
£10,000 from other sources and is proposed to contribute £150 of there own
money. For the year ending 31 March 2002 the trusts generated income of
£10,500 and had outgoings of a similar amount. They have reserves of £470.
6.4 Recommendation: That a revenue grant of £500 be made.
7. Swan Rescue Sanctuary – Holt
Purpose: To repair banks of main lake
Grant Requested: £500
Grant Awarded 2002/03: None
7.1 This Charitable Organisation operates to rescue swans that are sick and
injured releasing those that can be back into the wild and for those that cannot
a safe haven.
7.2 The applicant has asked for a financial contribution towards work they need to
carry out to repair the banks of their main lake.
7.3 In the last financial year the Sanctuary had earnings of £87,200 of which £69,500
were donations and the balance fundraising. It had outgoings of £86,400
creating a surplus of £800. It has current balances of £1,500.
7.4 Recommendation: that a revenue grant of £500 be made.
Individuals Sports/Arts Grants
Grants will only be considered where an appropriate sports body/arts body, which is
recognised by Sport England/Arts Council, has made an application on behalf of an
individual.
Applicants must reside in East Dorset.
Applicants must be under 25 years of age (although grants may be made to older
applicants in special circumstances i.e. disabled sportsmen and women/artists).
Grants will be awarded towards travelling and accommodation expenses,
training/coaching fees or the purchase of sports/arts clothing and equipment.

8. British Triathlon Association on behalf of Chris Brogan, Corfe Mullen
Purpose: Contribution to training and competition costs
Grant Requested: Not specified
Grant awarded 2002/03: None
8.1 Chris is a member of the Elite Athletes with a Disability Squad, which are part
of the British Triathlon Team. Last year Chris was part of the British team that
competed in the World Championships in New Zealand.
8.2 Chris is also a Level II Coach and works for the Association promoting Triathlon
for the Disabled.
8.3 Chris is competing in a number of triathlons this summer and attending
training camps, which will culminate in a UK Half Iron man Triathlon in August.
8.4 The estimated cost of these events is £1,400. Chris has to personally meet all
costs associated with training and competing.
8.5 Recommendation: that a revenue grant of £250 be made.
9. Ferndown Jitsu Club - Heatherlands on behalf of Robert Hanaraham, Donna
Linge, Rachel Gue, Daniel Saxby, Steve Jones and Sean Law
Purpose: Attendance at International Jitsu event in Peterborough, Canada –
September 2003.
Estimated Cost: £550 per person
9.1 This successful Club which operates from the Heatherlands Community Centre
has been invited to send six of its members to the world invitation event in
Peterborough, Canada in September to compete against other competitors
from other countries including, Australia, Holland, Germany, Cyprus, Turkey,
Brazil and Angola.
9.2 The club members, who all either live on the Heatherlands estate or in West
Moors, have to meet the entire cost of the trip from their own pockets.
9.3 Recommendation: that a revenue grant of £100 per member be made.
Sports and Arts Organisations
Grants will be awarded towards capital projects, new equipment, festivals and
tournaments. The Club/Organisation/Group is situated within the East Dorset District.
The project/equipment will be for the benefit of residents in the area. The
Club/Organisation/Group can show the need for financial assistance. Grants will be
awarded for capital projects, which allow and encourage increased participation.
Grants will not be awarded for revenue running costs. Applications from private clubs
will not be eligible unless there is clear evidence of community benefit.
The level of grant awarded from the fund for any individual revenue project will not
normally exceed 50% of the approved costs up to a maximum of £5,000.

10. Cranborne Bowling Club
Purpose: Extension of Clubhouse
Estimated Cost: £17,500
10.1 This Committee at its meeting held on the 18 June 2002 agreed to make a
capital grant of £3,500 or 20% whichever is the lesser amount to the Cranborne
Bowling Club.
10.2 On the 24 September 2002 this Committee agreed to amend its grant offer in
light of the applicant’s plan to build a smaller extension to their clubhouse as a
result of their failure to secure lottery funding to £3,000 or 30% whichever is
the lesser amount.
10.3 The applicant has now advised the Council that it is not financially in a position
to commence work on their project in the current financial year and if the
Council is minded to withdraw its grant offer to reapply during 2004.
10.4 Recommendation: that the capital grant of £3,000 (30%) awarded on the 24
September 2002 be withdrawn.
11. Poole and District Duke of Edinburgh Award Group
Purpose: Promotion of Duke of Edinburgh Award’s Scheme
Estimated Cost: £4,000
Grant Requested: £2,000
11.1 This voluntary group is affiliated to the Dorset Youth Service and Dorset Youth
Association and aims to advance the mental, physical and spiritual welfare of
young people between the ages of 13 and 25 by promoting The Duke of
Edinburgh’s Award scheme.
11.2 The Group established in 1998 is based at the West Moors Youth and has 31
active members. This summer 8 Gold participants will be travelling to South
Africa to undertake their award. Over the last two years, as a part of their
award, the participants have raised £41,000 for the trip and in addition have
raised nearly £3,000 for the Save the Children Fund, which is their nominated
charity.
11.3 The Group wishes to purchase a range of expedition equipment for use both in
South Africa and by other participants in this country. The Group has been
awarded £500 from the Dorset Youth Service towards the trip to South Africa,
£200 from BT Community Champions for equipment, £100 from the Dorset
Youth Association for administrative expenses and is able to contribute £1,000
from its own funds.
11.4 Excluding their South Africa account the Group generated income of £2,100 in
their last financial year and incurred expenditure of £850.
11.5 Recommendation: that a capital Grant of £2,000 (50%) be made.
12. Jack of Arts Club for the Disabled – Heatherlands Community Centre
Purpose: Grant towards transport and tuition fees
Estimated Costs: £850
12.1 This voluntary organisation requests a grant towards transport and tuition
costs. The Club, which the Council has supported for a number of years, has

between 10 and 15 abled bodied and disabled members who meet twice a
month to learn and participate in a range of art and craft activities.
12.2 The main cost associated with this organisation is arranging the transportation
of disabled members to the Centre and the payment of fees to tutors. The Club
Charges each member £2.50 per session and holds fundraising events but,
other that a grant from this Council, receives no other external funding. The
Club has minimal reserves of around £300.
12.3 Recommendation: that a revenue grant of £425 (50%) be made.
13. The Richard Ely Trust
Purpose: Provision of grants to young people with financial hardship
Estimated cost: Seek to raise £10,000 each year
13.1 This new Charity was set up in 2001 in order to promote, improve, develop and
advance education in the appreciation of music in all its aspects for young
people under the age of 21 who are residents in, or educated within,
Bournemouth, Poole and the Dorset area.
13.2 In its last financial year the Charity made a surplus of £3,370 and had balances
of £7,600. In its first year of operation it awarded grants totaling £2,700.
13.3 The Charity has applied for funding from all local authorities in Dorset and has
received £500 from Dorset County Council, £250 from Weymouth and Portland
and £100 from Christchurch Borough Councils. The Charity requests a grant of
£500.
13.4 Recommendation: that a revenue grant of £500 be made.
14. Swan Theatre Company Ltd – Wimborne Minster
Purpose: Production of A Midsummer Night’s Dream – July
Estimated Cost: £3,500
14.1 This limited company, under its constitution, ensures that none of its members
or directors receives a dividend and in the event of winding up, all residual
assets are donated to Charity.
14.2 The play is to be performed over the four days of the 9,10,11,and 12 July in the
grounds of Walford Mill Craft Centre.
14.3 Included in the estimated costs for the production is the hiring of a multilever
staging system, which will add a new visual impact to the production, and
assist the cast aged between 7 and 70 to access the stage safely. The cost of
hiring the stage is £1,300 for which this Council is asked to consider making a
contribution.
14.4 In the last financial year the Company had a turnover of £10,000 and outgoings
of £8,900. It has reserves and cash balances of £3,950 of which ££2,400 is
earmarked for this production. Wimborne Minster Town Council has awarded
a grant of £100.
14.5 Recommendation: that a revenue grant of £500 be made.
Ambassador Grants
Applications will be considered from groups or individuals towards cultural visits both
inside and outside the United Kingdom. Applications will only be considered if the
group applying is a registered charity or the individual applying is representing a

charitable body. Applicants should show evidence as to how they will promote East
Dorset during their visit. The maximum grant per individual will be £200 to a maximum
of £2,000 for any one organisation.
15. Ferndown Twinning Association
Purpose: To subsidize trips to Segre in France.
Estimated Cost: £800
Grant Requested: £100
15.1 The purpose of the group is to establish cordial relationships and promote
exchange visits between the communities of Ferndown and Segre in France.
The Association works hard to promote tourism in East Dorset.
15.2 In the last financial year the Association generated income of £400 and
incurred expenditure of £600 and has current balances of £1,650.
15.3 Recommendation: that as the Association is not a registered charity no grant be
given.
Village Halls and Community Buildings (not owned by the Council)
Applications will be considered towards major schemes involving the purchase and
construction or significant improvement/refurbishment of a village hall. Applications will
be considered towards minor works such as the purchase of plant/fixtures and fittings.
Minor repairs and redecoration and other routine maintenance and running costs are
not eligible.
16. St Mary’s First School Parents Association– West Moors
Purpose: Refurbishment of School Playground
Estimated Cost: £3,300
16.1 This application has been subject to a Grant Panel visit.
16.2 The School Association wishes to refurbish its School playground, to be carried
out in three phases, in order to provide a more stimulating environment for
children during play times. The work will include new games markings,
painted sections of perimeter walls, inserting climbing holds in the walls and
introducing planters and benches.
16.3 The School has 90 children on register at present and is currently hoping to set
up an after school club. The Association currently has no reserves, having
spent its reserves of £2,000 on equipment for the School, but is holding a series
of fund raising events over the summer for the playground project.
16.4 The Grant Panel were only minded to support this application if the School
were successful in setting up an after school Club as this activity could been
seen as making community use of the School grounds.
16.5 Recommendation: that a capital grant of £500 be made subject to the School
setting up an after school club.
Grants Sub-Committee – Grant Panel
All applications with a capital value of over £5,000 will first be considered by the Grant
Panel either in the form of a site visit or if more appropriate by interview at the Council
Offices. The Grants Sub Committee can if it so wishes make any application the subject
of a Grant Panel investigation. The Grant Panel will be made up of the Chairman of the

Grants Sub Committee and one other Member. Ward Councillors will be invited on all
site visits to observe. In the event of there being a panel visit within the Ward of a Panel
Member then their place will be taken by another Member.
17. Grant Panel
Purpose: To elect members to serve on the Grant Panel
17.1 Recommendation: that one member be elected to serve with the Chairman of
this Committee on the Grant Panel and all other members act as reserves in the
event of either Panel Members being unable to attend a visit.
18. The Caterpillar Club
Purpose: Creation of new play area
Estimated Cost: £1,000
18.1 In view of the fact that this Club is located with in the grounds of a First School
this applicant be first determined by the Grant Panel.
18.2 Recommendation: that the Grant Panel visits The Caterpillar Club.
19. Alderholt Sunbeams and Supertots
Purpose: Purchase of building for use as childcare facility
Estimated Cost: £125,000
19.1 As the cost of this project is over £5,000 this application should first be
determined by the Grant Panel.
19.2 Recommendation: that the Grant Panel visits the Alderholt Sunbeams and
Supertots.
20. Holtwood Methodist Church
Purpose: Construction of new Community Hall
Estimated Cost: £300,000
20.1 As the cost of this project is over £5,000 this application should first be
determined by the Grant Panel.
20.2 Recommendation: that the Grant Panel visits the Holtwood Methodist Church
Community Buildings (owned by the Council)
Applications will be considered towards minor schemes, which are the responsibility of
the organisation under the Council’s ‘division of maintenance responsibilities’.
Applications for major works such as extensions and refurbishments will be considered
by the appropriate Joint Consultative Group and if supported will be submitted to Policy
and Resources Committee for inclusion within the Council’s Capital Programme.
Revenue support grants (excluding salary costs for seconded staff) will be reviewed
annually after organisations have submitted a draft budget for the financial year in
question.
21. Wimborne and District Community Association
Purpose: Replacement of carpets, curtains, lighting and chairs for Allendale
Community Centre.
Estimated Costs: £14,000
21.1 The Community Association in order to raise standards at the centre wish to
replace carpets in the Waterside suite, foyer and passage way, replace

crockery in the Quarterjack suite and replace chairs, stage curtains and stage
lighting in main hall.
21.2 For the financial year 31 March 2002 the association had income sources of
£215,000 and expenditure of £219,000 with total reserves of £60,000 of which
£32,000 is in a general reserve, £13,000 in property reserve and £15,000 in an
equipment reserve.
21.3 Recommendation: That a Capital Grant of £2,800 (20%) be made.
