Thank you for consulting the Mayor of London on the above and for allowing additional
time to provide comments over the Easter break and into April.
I attach a separate appendix, which contains officer level comments on the options presented.
The Mayor has afforded me delegated authority to make comments on his behalf on Issues
and Options consultations. These comments do not preclude further comment the Mayor
may make on future consultation phases of your Local Development Framework.
The GLA therefore intend to comment in greater detail once you have developed these
options into your preferred policy. It is important to note in drafting preferred options that
LDDs have to be in general conformity with the London Plan under the Planning and
Compulsory Purchase Act 2004 (section 24 (1b)).
In the mean time the appendix should provide you with some general comments on the
options you have put forward. I hope that these comments will assist you in the preparation
of your preferred options.
There are a number of aspects that require further discussion. The identification of Kensal
gas works site and surrounding area, as forming part of an Opportunity Area Planning
Framework needs further discussion. There is a lack of design and sustainability aspirations
as part of the Action Plan and no mention of the key energy infrastructure that would be
required for a number of the regeneration aspirations. This will need to be significantly
revised to ensure the preferred options reflect the London Plan climate chance, adaptation
and mitigation policies.

Other matters including transport and the identification of broad parameters for estate
renewal (in terms of unit numbers, density and mix) need to be addressed as set out in the
general comments made within the appendix.
GLA officers would like to discuss these and other matters with Kensington & Chelsea and
work closely to develop some informed solutions. The GLA group welcomes collaborative
working in order to ensure that the broad policy aspirations of the London Plan are reflected
throughout the Local Development Framework as it progresses from preparation to
adoption.
Comments from the London Development Agency and Transport for London are
incorporated into the attached appendix response. The lead officer for the GLA is Matthew
Carpen who is happy to discuss the next stage of the LDF production.
