   for mobilized warrants.

8. Issue statement: CW4s selected by a promotion process or board cannot be
   promoted to the grade of CW5 if mobilized before attending WOSSC.

9. Discussion: NGR 600-101 requires that ARNG CW4s complete WOSSC as a
   prerequisite to being promoted to CW5. Currently, some CW4s are being
   mobilized to serve on active duty prior to attending WOSSC. These CW4s have
   been selected by a promotion board/process and meet all requirements for CW5
   with the exception of attending WOSSC. As such, these warrant officers cannot
   be promoted based on the regulatory requirement stated above. On the other
   hand, Title 10 CW4s can be promoted to CW5 and have two years to meet the
   military educational requirement based on current Army regulations.

10. Conclusion: CW4s selected by a promotion process or board should be promoted
    to CW5 upon entrance into Title 10.

11. Recommendation: That NGB-ARNG implement a policy that will permit CW4s
    to be promoted to CW5 under the same criteria as Title 10 CW4s allowing them
    up to two years to successfully complete the WOSSC.

SUBJECT: Promotion to CW5 Prior to Attendance at the Warrant Officer Senior
         Staff Course (WOSSC)


ISSUE: Army National Guard CW4’s selected for promotion through the federal
recognition board process, cannot be promoted to CW5 until they graduate from the
Warrant Officer Senior Staff Course (WOSSC) while active duty warrant officers are
promoted to CW5 and then attend WOSSC. This requirement adversely impacts on
CW4’s, eligible for promotion to CW5, that are mobilized prior to school attendance.


FACTS:

1. NGR 600-101 requires that ARNG CW4s complete WOSSC as a prerequisite to being
promoted to CW5.

2. If a CW4 screened and selected for promotion to CW5, is mobilized prior to attending
WOSSC, they are not allowed to be promoted with the requirement for later attendance at
WOSSC.

3. The CW4 is on Title 10 when activated, but not given treated the same as his active
duty counterpart resulting in a loss of pay..


RECOMMENDATION: All eligible CW4s who are mobilized to be promoted to CW5
with the requirement of completing WOSSC within two years of separation from Title 10
status.
