               PUBLIC SERVANT
When Bassey Albert Akpan was born 39 years ago in the serene
village of Ididep Usuk in Ibiono Ibom Local Government Area of
Akwa Ibom State, there probably were no comets or shooting stars
in the sky. But through his birth, providence has given humanity a
tower and an epitome of resourcefulness, hard work, humaneness
and a rare passion for the common good.

As one of the scions of Chief Albert Robert Akpan, successful
businessman, prominent politician and philanthropist, Bassey
Albert is fortunate to have been born into a family where service to
humanity and good naturedness remains an entrenched family
credo and value.

An alumnus of the University of Uyo where he graduated in 1997
in Economics with Second Class Upper Division, he went on to
bag his Masters in Business Administration (MBA) from the
prestigious University of Nigeria, Nsukka.

Bassey Albert, an economist, a banker and financial expert, has a
decade of experience under his belt in the banking industry; He
started his banking career in 1997 with United Bank for Africa
(UBA) Plc in Lagos, Nigeria’s economic nerve centre, where he
worked in International Operations and Consumer/Retail Banking
In 1999, he moved on to become Manager, Corporate Banking
Group at Continental Trust Bank at its Victoria Island Head Office
in Lagos.
In zealous pursuit of professional excellence and committed
service, he joined First Inland Bank Plc in 2003. There as Branch
Manager in Uyo, he won the Bank’s Award as Best Performing
Branch Manager in the South-South Region. He also won the
Best Performing Branch Manager Bank, Nationwide, in the
Mid-Year performance review during the 2004 financial year. By
November 2005, when he left First Inland Bank Plc as Senior
Manager, he had positioned Uyo Branch as the most consistent
branch in the South-South in both profitability and liability
generation; sustainability and quality.

Bassey Albert joined First City Monument Bank Plc (FCMB PLC)
in 2005 as Assistant Vice President where his position as Deputy
General Manger in charge of Akwa Ibom and Cross River States
put him in the driver’s seat where he was responsible for directing
and overseeing the day-to-day running of over 15 branches spread
across the zone and as the Zonal Head, he articulated and
developed key market penetration strategies for the bank, for
sustainable market share and growth.

At First City Monument Bank Plc (FCMB Plc), he managed over
three hundred capacity human resource base, resulting in efficient
customer service delivery and superior financial performance; a
feat that earned him the Bank’s Award as the Best Performing
Zonal Director and Business Unit for the last two years of his
tenure in the bank in terms of balance sheet size and profitability.
He finally bowed out of First City Monument Bank as a Vice
President only to answer a patriotic call to service by His
Excellency Governor Godswill Akpabio as a Commissioner for
Finance in the Akwa Ibom State Government.

In his endless pursuit of professional excellence, Bassey Albert has
undergone several professional courses in banking, human
resources management and leadership and has also won many
awards for excellence and real-time performance. He has also been
honoured by many organizations, both local and international for
his sterling service to humanity.

Bassey Albert’s typhoon of Awards and Recognitions include the
*      Golden Award by Lions Club International for Service to
Humanity (2011).

*      The Paul Harry Fellow Award by Rotary Club International
in recognition of Service to Humanity (2011).

*     Fellow, Nigerian Association of Teachers of Technology

*     Award of Excellence, the Chartered Institute of Taxation of
Nigeria (CITN) Uyo and District Society (2009).

*     Award of Honour, Ibiono Ibom Welfare & Development
Union (IWADU – 2009).
*     Traditional Title of “ENIN IBIONO IBOM” (Elephant of
Ibiono Ibom) by Ibiono Ibom Traditional Rulers Council (2009).

*     Award of Chieftaincy Title of “OBONG UFORO AKWA
IBOM STATE (Monarch of Prosperity of Akwa Ibom State) by
the Paramount Ruler of Etinan and Chairman, Akwa Ibom State
Council of Chiefs, His Majesty Edidem Dickson Umoette.

*     Award of Chieftaincy Title of “IBEREDEM IDIDEP”
(Rock of Ididep) by Clan Head of Ididep.

When Public Service beckoned in 2007 in the shape of nomination
to serve as Honourable Commissioner in the Akwa Ibom State
Executive Council, he did not look back. With an unshakable
personal philosophy of service to humanity and always working
for the public good, Bassey Albert saw his call to the Public
Service as a divine opportunity to touch people’s lives more
effectively and on a more universal scale.

His tenure as Honourable Commissioner for Finance in His
Excellency Governor Godswill Akpabio’s first term (2007-2011)
witnessed, indeed, a Golden Age of unprecedented fiscal
husbandry and infrastructural development in Akwa Ibom State.
Conventional wisdom has it that lightning does not strike the
same place twice but Bassey Albert Akpan’s historic re-
appointment as Honourable Commissioner for Finance in His
Excellency Governor Akpabio’s second term, has created a new
reality and a paradigm shift anchored on his sterling pedigree,
quality, rock-solid performance and unflinching loyalty to Chief
(Dr.) Godswill Obot Akpabio’s Administration.
As Honourable Commissioner for Finance, Bassey Albert oversees
the day-to-day running of the Ministry of Finance which comprises
Office of the State Accountant-General, Internal Revenue Service
and the Department of Budget and, indeed, the entire Akwa Ibom
State Finance Sector.

A dyed-in-the-wool professional and a crack manager of men and
resources, he manages the state’s resources and, of course,
oversees the financial management and fiscal policy of the State as
well as overseeing the day-to-day cash management systems of the
State Government.

A hugely dynamic and hardworking young man, he sees as his core
responsibility the need to develop a sound financial and cash
management model and strategy to ensure an effective and
efficient delivery of key Government programmes and in this way,
effectively manages over N12 billion (i.e. over 100 million dollars)

As Honourable Commissioner for Finance, Bassey Albert is the
Chairman, Akwa Ibom State Local Government Joint Derivation
Committee; Member, Akwa Ibom State Finance & General
Purpose Committee (FGPC); Chairman, Akwa Ibom State Micro
Credit Committee and Chairman, Akwa Ibom State Inter-
Ministerial Direct Labour Co-ordinating Committee.

In his capacity as the Honourable Commissioner for Finance and
serving in the above-listed Committees, he harnesses over 1,500
members of staff for effective service delivery and through his
proficiency and core competency, has been able to interpret the
large vision and aspirations of Chief (Dr.) Godswill Obot Akpabio,
the Executive Governor of Akwa Ibom State, into tangible realities
as evidenced in the legion of developmental, life-changing and
people-oriented projects scattered across the length and breadth of
the state.

A consummate professional and a passionate public servant, he has
brought his vast wealth of experience and expertise from the
Private Sector into Governor Akpabio’s Administration with
potent dynamism and a refreshingly huge commitment to service

Eteka, as he is fondly called by family members and friends alike,
is an apostle of peace and change, resolute in ensuring that Akwa
Ibom State is effectively transformed from a pedestrian run-of-the-
mill State into an industrial nexus and an investors’ and tourists’

Bassey Albert is the quintessential family man, a loving husband
and father of four lovely children. He is also a great philanthropist,
with a near-legendary large heart, who apart from initiating and
supporting many community development programmes, has an
unapologetic commitment to touching the lives of people in a
positive way.

A trusted and compatible team player with an exceptional
likeability quotient, Bassey Albert Akpan’s hobbies include
reading and meeting people as well as playing squash, lawn tennis
and golf.
