Site/position/Directions/opinions




Natural water body exists. The BDO was directed
to get the demarcation done and also get the
boundary wall erected at the earliest by I&FC
Department so that these occurs no encroachment
demarcation was fixed for 7.4.2010.

get the demarcation done as well as to get the
access to the land by exchange of land under
Section 40 of the DLR Act, 1954 in order to
develop the water body.

As per statement of Nodal Officer, BDO (HQ), a
Court case titled Sanjeev Malhotra Versus LG is
pending in High Court of Delhi and the date is now
fixed for 21.4.2010. BDO is directed to get the
Court intimated that land is marked as water body
and the matter be decided at the earliest of the
interim protection be got vacated so that the water
body is developed as per the order of this Hob'ble
Court in the present case.
A low lying area was inspected in the forest/Asola
ridge, where water collects during rainy season as
stated by Forest Officer Shri Dharam Singh. Forest
Department was directed to preserve the natural
water body and the same shall not be destroyed in
future as it would serve ecological balance in
forest area. The said water body is not recorded in
revenue record as water body but it would be
better if the same is included in the list of water
bodies.
An area of around 20 acres was also visited where
natural water exist and serves to the needs of the
forest animals. Forest Department was directed to
preserve the natural water body and same shall
not be destroyed in future as it would serve
ecological balance in forest area. The said water
body is not record as water body but it would be
better if the same is included in the list of water
bodies.
The committee reached the spot at 9:30 AM but
SDM was not present BOD and MCD staff was
present. Encroachment exists around the water
body, hence demarcation has fixed for 15.06.2010
at 9:00 AM and report was directed to be
submitted within a period of two weeks before the
committee. Further directed to get the demarcation
done for removal of encroachment and
development of water body.

Gram Sabha Land.

Drawing of this total land is required by Court
Commissioner from Tehasil Dar concerned by
29/12/2011. After that this area should be
demarcated.

This is natural water body. Clean water is there.
One side Temple with Peeple Tree is situated
there. Surrounding by trees. This situated near
ETF Camp and is known as Jat Wala Johar by
local people. It is naturally maintained water body.
The committee recorded the site at 9.00 A.M. but
no staff from MCD, Delhi Jal Board, Revenue was
present telephonic calls were made and it was
only after a gap of more then one hour that
officials arrived at site. Sewer at site still was found
flowing into the water body. MCD&DJB failed to
give satisfactory reply as to why construction of
Mandir and Samadhi is being allowed in water
body. The boundary wall is broken on two sides.
The sewer system was total failure as the entire
village sewerage still flows into the water body.
The water body has been turned into a dumping
yard. BDO, MCD, DJB and SDM were directed to
stop all the nuisance as well as the ongoing
encroachment and report to the committee by
5.5.2011 along with status report of the water body.

constructing a temple, shops etc. Water Body is
not developed. During the inspection, it was
noticed a part of water body was being used as a
Rasta leading to unauthorized colony. upon
querying with the BDO(S), it transpired that the
Revenue Rasta has been encroached upon and
therefore the part of same was being used by the
general public. The BDO also informed that the
same has now been stopped and broken
boundary wall has been repaired/constructed
recently thereby closing the ingress and outgress
of the general public. However other
encroachment, have not been touched by the
authorities. The Revenue authorities were directed
to carry out proper demarcation of the water body
identify the encroachment, remove the same and
hand over to the developing agency. I&FC was
directed to get the scheme prepared, submit the
same before the committee so that the water body
could be developed in a better way.

The said khasra no. has been identified by the
Revenue and the BDO staff. Revenue Staff unable
to identify the site. They were directed to identify

The BDO and revenue staff failed to even locate
the water body. Is it not strange that the owners of
land are not aware as to whether their land exists!
Concerned authorities have been directed to get
demarcation done on 24.6.2010 and 25.6.2010
and submit the same to the Committee for further
direction in the matter.
Large area in the form of water body exists in frest
area. The committee was informed that some
portion is encroached by the villagers. No revenue
record was provided by the concerned authorities.
Demarcation was fixed for 24.06.2010 and
25.6.2010. Forest Department and BDO have
been directed to submit the same to the
Committee. It was made clear to the authorities
that the natural form of water body shall not be
disturbed while carrying out construction of
boundary wall, if any.
The water body could not be located bythe BDO
and the SDM staff demarcation has been directed
to be carried out on 24.6.2010 and 25.6.2010 and
to submit the report within a period of two weeks
before the Committee
This water body is situated in the middle of a
village. It is surrounded by a high wall and has a
Floor Department Office complex within it. There is
no catchment provision of bodies. The water is
absolutely dirty as it is sewage water from the local
area. Until the sewage is removed nothing can be
planned for the moment. Immediately action is
required.

An area of around 33-12 is stated tobe leased out
to Chatterpur Mandir. As per revenue record,
Gaon sabha is the recorded owner. The revenue
record indicates that the land has been given on
leas to Aadhyat Katyayni Sidh Shakti Peeth
Chattarpur Mandir, New Delhi. However, the
position at site was quite different as part of area is
vacant and part of area is encroached upon.
However no record of lease has been provided by
the BDO. BDO and SDM staff is directed to carry
out demarcation and give the exact factual
position of the site along with supporting
documents. Necessary/further directions will be
issued thereafter.

Jain Mandir exist. The entire area is encroached
upon. BDO was directed to get the encroachment
removed. As per DLR Act, the area of Pond/Johar
cannot be used for any other person except for
which is has been allotted/recorded.
Aggarwal dharamshala exist. It is strange as to
how such things could be allowed to be developed
by a private party, the land use is specific in Johar
and it cannot be used for any other purpose. The
entire area is encroached upon. BDO was directed
to get the encroachment removed and intimate the
steps taken in this regard.

Park exist. No record was available with any of the
authorities. Accordingly, with the consent of the
authorities demarcation was fixed for 5.4.2010.
Copy of demarcation be provided to the Court
Committee. The land is to be get developed in the
form of pond/water body.
Same position exists as was on the last visit dated
26.3.2010. Directions have not been followed by
any of the authorities. Soil dumping is on at the
site and has reached above 2 feet from road level.
Directions have been issued to BDO and Revenue
staff to report as to how encroachment was
allowed and what action has been taken by the
authorities for remaining the encroachment.

Dharamshala and Mandir exists over one bigha of
land. Rest of the land is in form of park. It be
ensured that no further encroachment takes place
on the rest of the area of water body.

The said khasra no.has not been identified by the
revenue and BDO staff. Revenue staff has was
unable toidentify the site. They were directed to
identify the site and submit the report within two

Water body is not identified by DDA. The agency
sought time till Monday i.e. 03.01.2011 in order to
get the the water body identified. DDA was
directed to submit its report by 13.01.2011 in
meeting to be held in chamber of Court
Commissioner.


The water body is filled with sewerage from
neighboring habitation. No progress has been
made since we last visited the area. Merely
because unauthorized temple exists at the site is
no reason to await orders for demolition for
starting work of preservation. In fact the water
body stretches over a large area as previously a
boundary wall constructed unauthorized has been
demolished. The area provides good potential for
preservation and development. Sewerage flow
should be cleared immediately in view of High
Court orders directing preservation of all water
bodies.




The natural water body is within the forest area.
The rasta leading the water body has been
encroached upon by one Smt. Renuka Wahi as
per statement given by Halka Patwari. The Forest
Department has been directed to get the
encroachment removed with the help of the
revenue and BOD staff. The Committee feels that
water body requires maintenance only.
Well developed water body. Old Mandir exist,
however encroachment is going on under the garb
of development of Mandir. BDO has been directed
to get the same stopped immediately and remove
the new construction and to protect the water body.
The water body exist within village abadi. Malba
has been dumped into the water body. MCD has
been directed to get Malba cleared immediately so
that the water body could be developed. Status
report is to be submitted to the Court Committee
within two weeks.




The Committee reached the spot at 9.45 AM but
SDM staff was not present. Mandir exist on spot.
Boundary wall is stated to have been constructed
by I&FC Department. There is some dispute
regarding rasta. BDO staff has been directed to
get the dispute resolved and hand over the water
body to I&FC Department for proper development
of the water body within a period of two weeks.

The committee was informed that one Balraj son
of Teja has been declared as Bhumidhar of the
water body, which is against the judgment of
Hon’ble High Court as well as against the
judgment of Apex Court to the effect that use of
water body can’t be changed and Government is
obliged to protect them. The water body cannot be
allotted to any person nor can be used for other
purposes. The BDO failed to give any satisfactory
reply as to whether any appeal has been filed or
not. The BDO has been directed to provide the
details of the case and to submit as to what action
has been taken. He was also directed to get the
land retracted from the person who has been
declared bhumidhar of the water body.




MPCC building exists on the site. The developing
agency was directed to construct water harvesting
sustem at site.
Site is a open land. A Court case is stated to be
pending in Court of Financial Commissioner. The
land owning agency assured that the status of the
same would be submitted on 13.01.2011 in Court
Commissioner Meeting.
There exists a community hall built up by Delhi
Govt. and election office. Allotment papers of this
water body are required by Court Commissioner
from Revenue Department.

This is maintained by DDA Horticulture. This is full
of water Deer Park exists there. Court
Commissioner directed DDA & MCD to develop
Sewer and Rain water harvesting System. MCD
officer not present.




The water body is completely dry. However, its
size and location would make it suitable for rain
water harvesting and for which proper landscaping
and introduction of native variety of trees be
experimented. On the far side and a little away
from the water body there is a depression in which
sewage water is accumulating. Work be
undertaken so that the sewage water does not
enter the water body.
Natual water body. Some small Mandir and one
big Mandir exists at site. The same is expanding.
DDA has been directed to stop the same and
protect the water body by fencing the same.

As per statement of DDA staff, the water body
exist in village Abad and is fully built up. DDA has
been directed to submit its report within two weeks
as how the lnd use of water body has been
changed and under whose authority. Further
direction would be given thereafter.
Girls school exist on spot. The roof of the school
building is in pathetic conditin and needs
replacement. PWD was directed to replace the
roof by constructing concrete roof. Thereafter, DJB
to develop rain water harvesting system.
This is a “Be Chirag Mauja” a pond. There exists a
pond in 1908, Area 0-5 built up Khasra no. not
identified. This is un-acquired as reported by SDM
Hauz Khas. Revenue authorities were asked to
locate the exact lactation Water Bodies at site and
on map with khasra No..

Entire area of water body could not be identified at
site.


This is situated near Main Road and known as
Satpula Lake. This is owned by DDA. No source of
water hence dry.




Park exist in an area of around 2 bighas only. Rest
of the land is encroached upon. The
encroachment is required to be removed and the
land left for the purpose of developing of a water
body in the village. Steps in this regard are
required to taken. Action take report be submitted
within a month for further cause of action.
A visit to the aforesaid site was made by the
Committee on 26.3.2010. The site was found
encroached, which was required to removed.
However, to ascertain the area encroached the
committee decided to visit the site on 5.6.2010.
During the preliminary meeting held with the
officers of DDA, MCD and Revenue Department, it
was proposed/decided to first earmark the area
and thereafter further course of action would be
decided. When the committee reached the site on
5.6.2010, Execute Engineer of MCD along with his
staff; Executive Engineer of DDA along with his
staff and BDO (South) along with his staff were
present. However, only Patwari from Revenue
Department, (Hauz Khas) was present. Concerned
SDM and Tehsildar were not present despite prior
intimation. To earmark the area, demarcation was
fixed for 14.6.2010 at 9.00 AM and report was
directed to be submitted within two weeks of
demarcation before the Committee. Further
directions would be issued thereafter. It has now
transpired that Revenue Department concerned is
not cooperating jurisdiction over the water body is
disputed neither DDA nor MCD nor Revenue
Department, Government of NCT is coming
forward to own its responsibility. site. At south
Govt. School is found to exists at
west corner of school a well was found to exists.
The authorities were directed to develop the said
well and also construct water harvesting system
over the roof top so that the rain water does not go
waste and the well is recharged from the water
collected through rain. The authorities were further
directed to remove small encroachments in form of
shops to be removed so that the entire area of
water body is put to good use.




No one from revenue department reached on spot.
Hence the committee decided to return back. This
only indicates that they the authorities have no
respect for the orders/directions of the Hon'ble
High Court.

The matter is stated to be pending before the
Hon'ble High Court of Delhi. The BDO and
revenue staffs were directed to submit the status
of the said case by 13.01.2011 in Court Committee
meeting.

Inspection was done on 26.03.2010 and report
was submitted accordingly. However, later on the
villagers represented that the encroachment still
exists over the portion of water body and the
authorities has misguided the committee. During
inspection on 24.12.2010, I&FC, the developing
agency and BDO were asked about the area of the
water body. I&FC stated that it developed that
portion which was handed over to it by BDO and
revenue staff. The BDO, I&FC as well as the
revenue staff were directed to produce the entire
records, status report and the earlier demarcation
carried out and submit the same to the committee
by 13.01.2011 at 3.30 PM in the chamber of the
Court Committee so that further directions could
be issued.
This belongs to Forest Deptt. and is known as
Gummat Wala Mandir.




Only 2-3 bighas has been developed in form of
water body. An area around 2 bighas is
encroached upon. An area around 2-3 bighas is
built up in form of community hall and Mandir. Rest
of the area is vacant. DDA has been directed to
get the encroachment removed and develop the
entire land/area with the water body. Status report
is to be submitted to the Court Committee within
two weeks.
The water body is not identified though shown in
records. Market is built up in the area.
The committee was informed by the DDA officials
that allotment has been made to GAIL for CNG
Station: however no record was provided by
officials of DDA who were present. On spot, the
site was found to be filled with Malba and is being
used for parking of vehicles. DDA was requested
to provide with the details as to how and when and
at whose instance the water body has been
allowed to be converted. DDA is directed to
restore the site as water body. The committee is
awaiting the details from DDA.

As per award no. 80E/80-81, land was acquired for
pond. Through the area acquired is large but water
body exists over 500 sq. yds. Only rest of land is
lying vacant. DDA has directed to get the area
demarcated and develop a big the water body
having good catchment. Sewerage was also found
flowing into the water body. No one on behalf of
MCD was present. The High Court has now
directed DDA to construct boundary wall around it
and also desait it. MCD has given affidavit that
sewerage water earlier flowing into it has been
stopped. DDA should now ensure that high Court
order is obeyed.
Work is in progress by PWD and is stated to be
completed by may end. Thereafter the same would
be handed over DDA.
PWD has completed the fly over and the site has
been handed over DDA. DDA was directed to get
the water body cleaned and develop the same.
Natural water body exist at site. Unfortunately
entire sewerage from vacant kunj STP is flowing
into the said water body. Dda was directed to
immediately take water body. DDA was directed to
immediately take precautionary measures so that
the sewerage is diverted and water body is
protected as the STP. DDA/DJB to inform under
whose directions this was done as statement was
made in High Court that STP would be diverted to
Vasant Kunj Malls for use.
At the site a Mandir exist over01 biswa of land.
Encroachment also exist over on area 05bigha
approx. Sh. Vijay Kumar, patwari of DDA was
asked to provide the land record, unfortunately he
was without the records and on the contrary
shifted the burden on patwari of Revenue
Department who was not present. Previous halqa
patwari of revenue department was present who
was also without record .He stated that he has
handed over the record to Kham Chand, the
present halqa patwari. On account of the aforesaid
acts and conduct of the afficials by not producing
the records, the committee was helpless. As such
the only direction was issued to DDA to get the
demarcation done with help of revenue authorities.
Thereafter steps are taken to get the
encroachment removed and develop the water
body. The committee requested DDA to inform
time to time development of the land so that
committee can fix date for the same.

allotted to two public schools. DA has been
directed to fence its area; to see that no further
Malba is dumped, encroachment is removed and
area protect. Further steps to develop the
waterbody be also taken.

brought by patwari (DDA). As such direction was
issued to DDA to get the same identified futher
development work to be done would be decided

be undertaken. There is some habitation adjoining
the one end of the waterbody. The water body
needs to be cut off from the habitation. Access of
water from outside has to be provided as the
boundary wall has cut off the inflow. Landscaping
has to be done and unwanted vegetation including
Keekar has to be removed to the extent possible.
Native trees like Peepal, Neem, Bargad, Babul,
Guhal, etc. should be planted in a planned
manner. Since the water body is already
surrounded by a boundary wall the added
vegetation would beautiful the water body. Efforts
should be made to capture more and more of
water of constructing channels.

This water body is non-existing and an open piece
of land is all that remains. It is surrounded by
shanty jhuggies/ hut dwellers and there is no
access to it as passage to the water body is
through private land occupied/in premises of hut
dwellers of jhuggies. The first and foremost thing
to be undertaken is to have an independent
approach to the water body.
Same position exists as was on last visit of the
committee dated 04.06.2008. The water body is
land locked. However a rasta was found to exists
towards west side of water body. The same shall
be got vested in Gram Sabha as that water body is
approachable and the water body is developed.
The authorities were directed to get the
demarcation done for removal of encroachment.
This water body is having plenty of water which is
relatively clean. It is situated in forest land and is
used both by villagers and by buffaloes for
bathing. It was disturbing to see that water tankers
were extracting water for further supply. The
access of such vehicles to the water body should
be blocked. Further, plantation of local variety of
trees can be undertaken on the shores and
minimal landscaping and deepening/desilting
would result in improving the quantity and quality
of water inflow. The garbage near the water body
should also be directed to be removed
immediately.
The position was same as was on the last visit. No
step has been taken by the forest Department for
getting the encroachment over an area of around
1bigha as per the statement of Shri Dharam
Singh. Forest Officer. Forest Department was
directed to get the encroachment removed by
getting the demarcation done and develop the
water body at the earliest.

The water body is fully encroached. The
authorities have been directed to carry out
demarcation on 04.01.2011 and thereafter steps
be initiated for removal of encroachment and water
body is revived. The report is to be submitted
before the Court Committee by 13.01.2011 at 3.30
p.m. as meeting is fixed for said date in chamber

should be used for planting native variety of trees

area is open and uninhabited. The water body can
be developed with minimal expenditure.


Both the khasra no’s are stated to have been
handed over to DDA and boundary wall has been
erected. Halqa patwari Rakesh from revenue
department was stated to be busy in Court.At the
spot, official from DDA Sh. Arvind Kumar Astt.
Engineer, was present who stated that he does not
know as to where the water body exist as the land
is plain land. DDA was directed to contact the
revenue staff and get the water body demarcated
and be developed accordingly.
The said khasra no.has not been identified by the
revenue and BDO staff. Revenue staff has was
unable toidentify the site. They were directed to
identify the site and submit the report within two
weekis so that further cause of action culd be
decide. However, no report has been submitted

The DDA officials took the committee to a place where
the land was lying vacant.The residents living nearby
informed the committee that the landf in question was
once in form of water body. Other DDA officials also
reached at the site and stated to the committee that the
land in question bearing khasra No. 732, 733 & 734 are
not recorded as water body and there is another land
which bears khasra No. 1530 having area of 44-17 which
is recorded as Water Body. The committee went to the
said site and shown the are where there exist Metro
Station, Govt Boys SSS over some portion; and same
portion was encroached, DDA was directed to carry out
demarcation after co-ordinate with the BDO and Revenue
staffs were not present despite prior communication to
them.
As per affidavit filed by DDA before Hon'ble High Court,
water body existed in Sudarshan Park and over the
location shown in Sudarshan park there existed a water
body as per facts committee is of the opinion that ther
are/were two water bodies one in Sudarshan park and
other in Basaid Dara Pur in Khasra No's 732, 733 & 734




Harijan Basti heavily built up. BDO and SDM to carry out
demarcation and clear the water body of the
encroachment so that the same could be developed.

Today it is a shameful sight. Situated in area strewn with
cimy waste, it is filled with local sullage. The area of the
water body needs to be demcarcated and the water body

There is water in the depression but due to inefficient
sewage into all the local sewage also finds its way into the
pond. This problem should be immediately resolved as
the water body is otherwise well located with plenty of
scope for directing rainwater from outside into it.

since there was dispute with regards to the area/extent of
water body. Re-demarcation is fixed for 24.5.2011 with
concerned authorities and submit a report to the
committee within two weeks of demarcation.
Natural water body. Water exists on spot. The committee
was informed the same dispute is pending and matter has
been remanded to the Consolidation Officer. The BDO as
well as Consolidation officer were directed to get the case
decided at the earliest and hand over the water body to
developing agency.
Natural water body exists at site. Award was passed by
LAC in Rohini scheme and has been handed over to DDA
and DDA has further handed over to DSIIDC. No one has
present from DDA and DSIIDC despite prior intimation.
DDA, DSIIDC and other developing agency be directed
not to destroy the said water body as the same would
serve in maintaining the ecological balanced in the area.

Park exists at site water harvesting is the best option as
the area is low lying area. The said park is maintained by
MCD.

Horticulture water body has sufficient catchment area so
that the water does not go waste and is canalized into the
water body.                                         Where
the concerned authorities are of the opinion that a water
body cannot ben information to that effect the first brought
to notice of teh committee so that viability as to whether a
water body can be constructed/revived upon the area or
not be decided.
   However, the ame does not mean that the area
earmarked for the water body should be/can be used for
any other purpose. What has to be seen is as to what
best use can be made of that area for making it Green;
rechanging of the underground water, harvesting the
water so that underground water, harvesting the water so
that the level of underground water increases etc.
            The STP's which were required to be
constructed in the village of Delhi for treatment of the
Seventy five percent area is covered by boundary wall
and kikar plants are there. DDA informed that Court case
is pending. On 25 % of land road and flats exists. DDA
was directed to provide the status report and submit the
report to the Court Committee latest by 30 th October
2011. However, no report has been submitted before the
Court Committee till date.
Water body developed. Handed over to BDO by I&FC.
BDO staff not present. Water Body be preserved and
protect in order to avoid encroachment.
The site is known as Nirmal Park in Nangloi Extension,
Najafgarh Zone and maintained by MCD. The area is low
lying and could be used for water harvesting by diverting
rain water through pipes catchment area could be
increased for the said purpose.
Work is in progress. The area is free from encroachment
with sufficient surrounding area which should be used as
catchment area. Previous photographs show it as a dump
yard. Protective wall should be provided to prevent nearby
colony water from entering into the water body.




Encroachment exists. BDO&SDM were directed to get the
area demarcated and thereafter to take steps and get the
encroachment removed for development of water body by
DDA.
Heavy built up. Is stated to be allotted to Ramanand in
1984 under 20 point programme. He was also directed to
get the land retracted from the person who has been
allotted of the water body.
One of the villager has been declared bhumidhar of area
around 3-5. Rest of land is vacant out of which, 1100 sq.
yds. Has been handed over to DDA. The rest of land be
demarcated for handing over to DDA for development of
water body. He was also directed to get the land retracted
from the person who has been allotted of the water body.

Water body is developed. Only maintenance is required.

DDA has failed to take care of its land and allowed
construction of Mandir and House at site. DDA also
informed that the Mandir has been left over at the
instance of the order of the Lt Governer. DDA was
directed to provide alternate site for development of water
body.




This is a developed water body and only requires proper
maintains from time to time.



DDA led the committtee to a park in the name of Paschim
Vihar district Park. The park has been developed in such
a form that is in form of a water body. DDA was directed
to provide catchment area from the road for inflow of
water in the park as the same is below the road.


Boundary wall exists around 1 Acre of area. The said
portion is deep and is in the form of a water body. In a
small portion next to the gate a Citizen Welfare society
temporary room is built. DDA was directed to submit a
report as to how the said are is to be developed/ultilized.
There is very little depression remaining at site which
contains water in the middle. The area is used as
community park. The residents oppose development
work. However, since it is a water body the authority
under whose jurisdiction it is obligated to develop it. For
this purpose desilting is required and the water body be
preserved as such. There is adequate area which can be
left open on far side for local use. It should be ensured
that the size of the water body is not compromised. Rain
water from adjoining road should pass into this water
body which is not happening now as a shallow drain is
running along side the water body. Sewage facility is not
available in the area and therefore, it should be ensured
that the local sewage does not pass into the water body.
Tender work should be initiated at the earliest.


The water body is encroached. Further public urinal and
pandal has also been constructed within the water body
area. It is strongly recommended that these and other
encroachments should be removed and the water body
be fenced. Access to rain water from the road and
through the wall so that rain water from the open space
outside the public urinal and pandal can enter the water
body.

Although the actual area appears to be much more. A
Barat Ghar and a community centre has been set up.
Since the same cannot be removed now, roof top rain
water harvesting should be introduced as there is plenty
of open area.
Four artificial lake exist inside the park which have been
developed by DDA. The same are filled up by tubewells.
Road exists around the park. DDA was directed to
develop the catchment area around the park so that water
inflow take place and harvesting system be developed. At
the south side of park, construction of shopping Mall DC-I
was going on. It was also found that for construction of
Basement the underground water was being pumped out
and drained our on the road resulting in wastage of water.
DDA was directed to preserve the water being pumped
out of basement and divert it into the water body. DDA is
directed to report back to committee within two weeks.




Park has been developed around the water body, the
area is below the road level. DDA was directed the
recharge pits for rain water so as to allow water flow
inside the park from the road and also develop water
harvesting system.


The water body has been converted into a dumping yard.
DDA was directed to stop dumping of malba into the
water body and plants trees are beneficial to the public at
large. It was also directed to provide the catchment area
from road side and develop the water body. Horticulture
department of DDA assured that area would be submit
report to this effect.

Park exists at site. No one was present from office of
BDO (W) and SDM concerned. DDA stated that the park
was developed by MCD, however it failed to identify the
correct khasra no. DDA was directed to co-ordinate with
MCD, SDM Staff and BDO and identify the khasra no and
report back to the committee within two weeks.

Well developed water body, Plantation exists on spot only
maintenance is required.
Well developed neighboring land is stated to have been
vested in Gaon Sabha under Section 81 of DLR Act. BDO
was directed to take possession of the said land and be
made part of water body so that the same could be
utilized for benefit of the villagers.

Shani Mandir exists at site. Construction was going on.
BDO was directed to stop the same immediately and the
water body be protected from further encroachment.


Encroachment exists. The same shall be get removed
after demarcation and water body be handed over to
developing agency for development. Demarcation fixed
for 12.04.2010.

Vide award No. 47/71-72, area of 17-4 of water body was
handed over to DDA in 1972. DDA being land owing
agency allowed construction of School and Mandir. DDA
failed to give any satisfactory reply. DDA was directed to
provide the details as how the structures came up over
the land meant for water body and was in existence at the
time of handing over to it. Rest of the area has been
encroached upon. The DDA has been directed to get the
encroachment removed after carrying out the
demarcation of the water body. The report is to be
submitted within a period of two weeks so that further
directions could be issued.
           The authorities should comply with the
directions issued at site and send the action taken report
at the earliest so that further course of action can be
decided.
Committee’s Observations
It has been observed that despite information through writings sent through writings sent
through Nodal Officers and information/directions given during discussion/meeting held with
the representative of the authorities. The status report since 2005 has out come forth. It is
relevant to mention the said status report was called in order to check as to what steps have
been taken by the authorities concerned for either revival of water bodies and/or
It may be added that non-submission of the status report by the authorities concern results
into presumption that none of the directions/observations/commitments made by the
authorities have been carried out and the water bodies as being allowed and permitted to be
encroached upon and go out of the hands of the authorities concerned. the committed
further observes that the sullage/sewerage is being allowed to go into the water bodies
thereby defeating the very purpose of the water bodies.
It was found that access of water into the water bodies from the surrounding area is
inadequate. It is necessary that the peripheral area should be cleaned and encroachment,
construction should be removed. Reference is drawn to action plan 2007-08 which emphasis
development of 228 water bodies and thereafter, handing them over to Government or
Forest Department for tree plantation and facilitation of water harvesting in according with the
action plan report.
Efforts should be made to have more catchment areas so that water overflowing or otherwise
going in drains/sewage can be collected and diverted to the water bodies.
                                                       The canal/channels should be
constructed and the same should be at the ground level where ever feeble. PVC pipes
should also be introduced to feed the water into water bodies.

committee has also found that some of the water bodies have been got converted into parks

Site position/Directions/opinions


New water body near Sant Nirankari Bhawan some
Court case is stated to be pending in respect of one
biswa. 5 bigha 8 biswa is within boundary wall. Report
be submitted by 20.9.2011 for further directions.
However, no report has been submitted before the
Court Committee till data.
As per spot, road is stated to be running on the Water
body opposite Vardhman crown Mall. Actual status be
submitted to the Committee within two weeks.
However, no actual report has been submitted before

their work. However, if effort is made to develop the
water body, given it size, work n developing it sould
not be difficult.
I&FC constructed stairs adjoining the Mandir. It looks
like a stadium. Catchment area not developed. The
agency shall develop the catchment area. The plan be

the visit and lot of time was being wasted, hence the
committee decided to return back from Chhawla
village.

two weeks as sewer system is functioning in the area.
However, nothing has been done by DJB. Neither the

BDO HQ was telephonically contacted from site who
confirmed that the message has been conveyed in
writing to DC (SW), SDM Najafgarh, Delhi Cantt &
Vasant vihar as well as to BDO(SW) vide diary
No.4397-441 on 23.3.2011. DJB was again directed
that the sewerage be immediately stopped and repair
of boundary wall be carried out and report back to the
committee thereafter preferably within two weeks

may be done that on an over bridge can be built over
the water body as is done in Neela Hauz. Even after
discussion with DC concerned. BDO not present.

Bridge dirty water, sewage flowing in to it, demarcation
is required. No body present from BDO Office.

Water body dry. Water is filled on festive occasion
through supply from Haryana. Otherwise the water
bodies is well protected.

Work is in progress for landscaping, is protected by a
boundary wall with a walk way around the body. The
existing water body needs enlarging. Director
(panchayat) directed further deepening and widening
orf water body. The Panchayat to be directed fruther
deepening and widening of water body.




It is natural water body. Contains water. Itr was also
noticed that though the land is for Johar/water body
but MCD has constructed drain thereby discharging
dirty village water into the water body. MCD be
requested to restrain from discharging the dirty water
into the water body immediately.
There was also some dispute noticed regarding
pathway on one corner. The minimize the dispute, it is
suggested that a boundary wall be constructed around
the water body and have the maximum area covered
in that boundary wall. Futher, it should be brought to
the notice of the committee if any litigation is pending
or not. Thereafter, direction, if any for removal
encroachment would be given.
     As per information received DSIDC was assigned
the development of water body. However, no
development at site has been found. Steps for
development be initiated immediately.

Called Peelia Pond. The water body be maintained
and be not allowed to either being encroached or dirty
water or sullage is diverted into it.
The water body is surrounded by open fields. More
emphasis upon feeder channels for allowing
maximum water into the water body should be made.

Work almost completed. It is surrounded by open
land. Plantation work, as directed is carried out.
Situated in the centre of the village. But has large
catchement area. Boundary wall has to be constructed
in some pictures. At present part of it is being used as
a village throughfare.After visualizing the situation,
demarcation was fixed for 09.04.2009 in the presence
of Revenue Staff and I&FC Demarcation Report along
with the proposed scheme of developing the water
body be intimated at the earliest.

Work has not been done started as there is no access
from road. Since the water body is surrounded by
private agricultural land has natural catchments area,
very little civil work is required. No need for pathway.
Only erecting boundary wall and deepening only
plantation be done.

The DDA has not developed the water body and
instead have proposed to develop a Park, pathway,
having a water body in the middle having hardly an
area 200 sq.yds. out of total of 2000 sq.mtrs
approximate on the spot. The design shown in non-

informed that inflow of water through pipe the hill top
has been closed by the DDA and requested that the
same be get opened so that water gets collected in

Site was not identified by any of the agency. They had
been directed to identify the same and submit their
report by 10.12.2010. No report has been submitted
by any of the agency till date.

Same position as was on 23.12.2009. PWD has
handed over to I&FC. I&FC that the water body would
be developed within a period of 8 months.

There is encroachment. Five soaps are operated from
this water body.
The water body is near the fly over abandoning
Naraina and Mayapuri. The I&FC Department
informed that the plan for constructing proper water
body is under process and the same would be
finalized in about 10 days time. The Department
further indicated that after approval of the plans they
would required about three to four months for
constructing proper water body. The Department was
shown the sewerage that was flowing into the water
body and the Department should ensure that the
same should be diverted and should not fall in the
water body. It is respectfully submitted that Central
Affluent Treatment Plant (CETP) was about to be in
operation. The main worry is flow of swerage from
cantonment area. The cantonment board must be
directed to stop flow of seweage into the water body
DDA staff failed to identify the site. No one was
present from the office of SDM and also from office of
BDO (SW). DDA was directed to co-ordinate with
revenue department to identify the site and report to
the committee by 20.4.2011. No report has been
submitted till date.
The water body is constructed in the middle of village
abadi and colony. There was a small Mandir and
some rooms adjoining the Mandir. Encroachment was
also found all around the said water body. Sullage
was found in the water body. Interestingly Tehsildar
DDA (Land Management) who was present on the
spot informed that the land has till date not been
handed over to DDA by the Gaon Sabha, though it
was admitted that Notification under Section 22(1) of
DDA Act had been published. The DDA was directed
to sort out the matter with Gaon Sabha and report
back to the committee about the said development
within 15 days. The authorities were also directed to
get the clear the encroachment and develop the
Catchment area so that clean water flows into the
water body.
Work is found in progress. However, sewerage was
found flowing into the water body. Encroachment still
not removed. Neither BDO, SDM nor any staff was
present on spot. DDA is directed to get the
encroachment removed dand submit the report of
removal of encroachment within a period of two
weeks, so that the water body is properly developed.
MCD and DJB have been directed to stop the
sewerage immediately.




Shri K.S Meena, A.E, MCD was present at site, who
stated that the sewerage flowing into the water body
shall be closed within one week. DDA officials were
present at site and were directed to get Khasra no
111(0-4), 302(0-1), 724/379 (0-18) which are part of
Water body identified by 7.4.2011 and report back to
committee. DJB officials assured the committee that
sewerage system shall be operational by December
2011.
Encroachment exists. BDO and SDM were directed to
get the area demarcated and thereafter to take stpes
and get the encroachment removed for development
of water body by DDA.



Heavy built up. Is stated to be allotted to Ramanand in
1984 under 20 point programme. He was also directed
to get the land retracted from the person who has
been allotted to the water body.
One of the villager has been declared bhumidhar of
area around 3-5. Rest of land is vacant out of which
1100 sq.yds. has been handed over to DDA. The rest
of the land be demarcated for handling over to DDA
for development of water body. He was also directed
The DDA informed that only 10 bigha of the land has
been handed over by the Gaon Sabha though it was
admitted that Notification under Section 22(1) of DDA
Act had been published. The DDA was directed to sort

the committee about the said development within 15

Department would require about six months to

been handed over by the Gaon Sabha in 2003.
However, rest of the land still remains to be handed
over to DDA Unfortunately there was nobody present
from the Revenue Department (BDO and/or SDM) to
controvert the position. Surprisingly their absence
inspite of due notice was undesirable. The committee
should not pass any direction and had no option but to
move on without any positive result.
The work of water body was in progress in 0.298
hectares. The department indicated that the work
would be completed within six months. This is a newly
developed water body.
Same position existed as was on last visit. A meeting
was also prior to the survey of water body wherein
BDO and SDM assured that demarcation would be
carried out after clearing the dispute regarding
allotment under 20 point programme but nothing was
done till the survey was carried out. Not even
demarcation was carried. BDO and DDA has been

operation. The main worry is flow of swerage from
cantonment area. The cantonment board must be
directed to stop flow of seweage into the water body
and set up their own STP. Encroachments in the
vicinity should also be removed as sewerage is also
coming from there. The authorities concerned assured
the committee that it would take all necessary steps to
ensure a clean water body and also develop the
catchment area with minimum constructions.

DDA staff failed to identify the site. No one was
present from the office of SDM and also from office of
BDO (SW). DDA was directed to co-ordinate with
revenue department to identify the site and report to
the committee by 20.4.2011. No report has been
submitted till date.

abadi and colony. There was a small Mandir and
some rooms adjoining the Mandir. Encroachment was

was found in the water body. Interestingly Tehsildar
DDA (Land Management) who was present on the

back to the committee about the said development
within 15 days. The authorities were also directed to

sewerage immediately.



Shri K.S Meena, A.E, MCD was present at site, who
stated that the sewerage flowing into the water body
shall be closed within one week. DDA officials were
present at site and were directed to get Khasra no
111(0-4), 302(0-1), 724/379 (0-18) which are part of
Water body identified by 7.4.2011 and report back to
committee. DJB officials assured the committee that
sewerage system shall be operational by December
2011.

and get the encroachment removed for development

(a) Take steps to get the water body area free from all encroachments.
           (b) Maintain/revive the area earmarked for water body, as a water body, as per
various observations/directions/orders passed by the competent Court of Law.
                 It should be the prime concern authorities are of the opinion that a water body
cannot be constructed upon then in that case an information to that effect that first brought to
notice of the committee so that viability as to whether a water body can be
constructed/revived upon the area or not be decided.
                   However, the same does not mean that the area earmarked for the water
body should be/can be used for any other purpose. What has to be seen is as to what best
use can be made of that area for making it Green; rehcarging of the underground water
harvesting the water so that the level of underground water increases etc.
 The STP's which were required to be constructed in the village of Delhi for treatment of the
sullage/sewerage have not been constructed so far. This requires immediate attention.
Court Commissioners have directed to Revenue Officer to complete the survey.




Court Commissioner has commented that the water body has been kept at mercy of God.
Court Commissioner has suggested the DC concerned to take action promptly against the
BDO.

Out of 12-15,03bigha-02biswa has been
allotted to private person by order of FC. The
site is meant for water body and is a dry one.
The land use cannot be changed. BDO is
required to take steps to get the allotment
cancelled. However demarcation be carried
out in remaining area atleast and possession
can be handed over to I&FC department for
preservation of the water body. At the first
instance MCD be directed sewerage to be
stop immediately.
The said water body exists on the boundaries
of two villages namely Burari and Kamal pur
majra. Demarcation is fixed for 17.06.2009.
Sewerage was flowing into water body. The
same shall be altered to some other place.
MCD to take action in this regard.




The water body is well developed. However
out of the said area, an area of 02 bigha 10
biswa has been allotted to a private person.
The BDO to furnish report as to how the area
of water body has been allotted. BDO to get
the same cancelled as land is meant for water
body cannot be changed for other purposes.
Plantation work is required to be done at the
periphery.
The water body is situated near village abadi.
MCD to take action for diverting the sewerage
into water body to some other place. Water
body is required to be cleaned up and be
developed by I&FC.
It is situated under ridge and measures 2.768
hectares. However, it is absolutely
undeveloped. The DDA landscape architect
has proposed to prepare a plan and on basis
of which the water body would be developed.
As of today, the depression contains keekar
trees which would have to be removed. Not
only that the entire area would have to be
fenced since it is used for parking of trucks
and other vehicles.


The water bodies (two in number) are located
in side the institutional area at burari namely
Yamuna Bio Diversity Park. The same is
maintained by respects of the institution.

This water body is fairly well developed and is
also surrounded by a park. However,a drain
which flows through the park carries sewage
water and in times of overflow contaminates
the water body. MCD be directed to take
necessary steps to prevent contamination.




They are located in the northen ridge near
delhi university and are fairly well developed.

fixed for 13.06.2009. Sewerage flowing into it
as the same is surrounded by colony. MCD is
to required take action diversion of sewerage .

                                             DDA acquired the area vide award no. 92 of
                                             1986-87. DDA was directed to identify the land
                                             and submit the report to the Committee within
                                             a period of 15 days. However, no report has
                                             been submitted before the Court Committee till
                                             date.

                                             DJB was directed to divert the sewer. 5 biswa

DDA stated that the water body has been
handed over to it under Section 22(1) of
DDA Act. DDA handed over the same to
Horticulture department allotted to Mother
Diary booth. DDA was directed to submit
the report as to how the water body has
been allotted to Mother Diary booth when
Sectin 22(1) of DDA Act specifies that
such lands are to be maintained as green
area only. However, no report has been
submitted before the Court Committee till
date.
Site has been converted into a dumping
ground. BDO was directed to get the
matter with MCD. I&FC was directed to
get the plan prepared for increasing the
catchment area and submit the same to
the Court Committee. Needful be done
within two weeks

BDO informed that Shamshan Ghat has
been developed at site.




The Tahirpur (b) water body falls between
Tahirpur village and the sports complex.
An area of 1000 sq.mtrs. is proposed for
the development of a water body. The
total area of vacant land available at the
site is approx. 8000 sq.mtrs. The other
water body namely Jhilmil Tahirpur (a)
had a water body admeasuring 5000
sq.mtrs. The said area has been handed
over to MCD for construction of Super
Specialty Rajeev Gandhi Hospital. The
said hospital is under construction. The
photographs of the site and the map are
annexed as Annexure-XIII andXiii(a).
The DDA has not developed the water
body and instead have proposed to
develop a park, hut, pathway, having a
water body in the middle of hardly area
500 sq. yds. out of total area of 1000 sq.
mtrs on the spot. The design show has
been totally rejected and it requires fresh
redrawing so that maximum area is given
to the water body.
Encroachment exist over the entire water
body. A case is stated to be pending
against some persons in the Court of
Revenue Assistant. BDO was directed to
get the matter decided at the earliest.
Thereafter demarcation of the water body
to be carried out site be handed over to
the devloping agency for its development.

BDO inform that 4 bigha 5 biswa land has
been aloted to DTC. A case is stated to
be pending in the Court of Revenue
Assistant, in respect of encroached area.
At site no depo was found. BDO was
directed to take up the matter with DTC
and get the land back for development of
water body. BDO was also directed to get
the matter pending in Court of Revenue
Assistant decided at the earliest.




Ldgah exists over 2 (two) Acre of land.

These water bodies admeasuring about 15900
sq.mtrs. are located between Chilla Sports
Complex and Village Dallupura. This area has been
developed and allotted for fire station petrol pump,
service station, electric sub-station, school, college,
etc. The officers present were unable to pin point
on the site plan the exact location of the said
weater bodies.
                           There are large stretches
of vacant land which have yet not constructed
upon. The Committee is of the view that DDA be
directed to earmark suitable land admeasuring
atleast 5000 sq.mtrs. as near as possible to the
main road for developing a water harvesting body.
The photographs of the site and the map are
annexed as Annexure-V & V(a).
These water bodies are located near Gharoli Dairy
Farm. Gharoli (a) to (d) admeasures about 13380
sq.mtrs. and Gharoli (e) to (g) admeasures about
1002 sq. mtrs The undeveloped land at the Gharoli
(a) to (d) site is about 19000 sq.mtrs. and Gharoli
(e) to (g) is 9600 sq.mtrs. It was stated that the said
lands have been earmarked for School. Electricity
Sub-Station, Police Station, etc.
This water body is situated adjacent to NH-24
admeasuring 15000 sq. mtrs. The inspection of the
site shows that the land is lying vacant and nothing
has been constructed on the said area. It was
stated that the land has been earnmarked for
construction of a integrated Freight complex. This
area is yet vacant and hence, it can easily be
developed as a water body with suitable water
harvesting systems. The photographs of the site
and themap are annexed as Annesure-1 and 1(a).




The water body is situated between DDA flats at
NH-24 and village Ghazipur. The area of the water
body is approximately 6620 sq. mtrs. The total area
of vacant land at the site is 6341 sq mtrs. The
committee is of the opinion that the entire vacant
land be maintained as a water body. The
photographs of the site and the map is annexed as
Annexure 11 and 11(a).

Its area is 6200 sq. mtrs. Work in progress. It is
expected to be completed in 4 months.
The Karkardooma waterbody (a) admeasuring
1600 sq. mtrs has been developed as a park for the
residents of the area.




The water body at Karkardooma (b)
admeasuring3500 sq. mtrs has been constructed
upon and a commercial centre exists at the site.

Khichripur (a) water body admeasures about 1875
sq. mtrs. And that of Khichripur (b) is about 1500
sq. mtrs. These water bodies are located between
Khichripur Village and NH-24 Khichripur (c)
admeasures about 100 sq. mtrs and is situated
between MCD Primary School and Kalvan Vas
Colony. this land is partially encroached and there
is no proper catchment to divert water into this
body. The photographs of the site and the map
area annexed as Annexure-III and III(a)

The water bodies numbering two have been
encroached and these are plans to develop a multi-
storey building for economically weaker section i.e.
the encroachers. In lieu of these two water bodies
and four water bodies at Dhalupura, DDA has
developed an area of 55 acres at Samriti Van
where a water body has also been earmarked in
the joint plan. For source of water for this water
body, it is proposed to have water from the sewage
treatment plant for which a reservoir has also been
constructed. The DDA landscape Architect had
also visited the site and after discussions it is
proposed to provide rain water harvesting through
direct outlets from the open road. The water from
the STP is also not clean enough and will have to
be further treated before allowing it to fill the water
body.
This water body had been transferredby DDA to
MCD for development of a park and wher a
community hall had been proposed. This is totally
illegal. The water body should be restored. It may
also be mentioned that the concerned Executive
Engineer failed to join the inspection.




The water body is looked after by MCD. This is a
very large time water body which mainly remains
dry except during monsoons. Although efforts have
been made to restore it yet on one side due to the
settlement outside the water body, the boundary
wall has been broken. It was suggested that the
time area be afforested so that people do not rake
it to be a garbage pit. This should help in
maintaining the water body.


This water body admeasuring about 20000 sq.
mtrs. Is located between NH-24 and the central
group housing society are I.P. Extension. It is within
the green belt admeasuring about 66700 sq. mtrs.
Committee suggests that appropriate water
harvesting body be developed within the said water
body. The photographs of the site and the map are
annexed as Annexure-VI and VI(a)
This is a natural lake admeasuring about 170000
sq. mtrs. And is located between mayur vihar
phase I and II. Cammittee was informed to its utter
shock that the water level in the lake during non-
monsoon seasons is maintained by pumping out
ground water.




This lake has been reduced in size probably
because to stop sewage from entering and
contaminating the entire water body. DDA has not
done enough to develop the entire water body or
provide any rain water harvesting. Sewage has filed
much of the water and no steps to prevent its entry
into water body.
This water body is located behind Mother Dairy
booth at Pandav Nagar. It admeasuring about
6600sq. mtrs. This water body should be
developed. The Committee was informed that the
working drawings of the water body are under
preparation. The photographsof the site and the
map are annexed as Annexure-VIII and VIII(a).


This water body admeasuring about 34000 sq.
mtrs. Falls within the Vinod Nagar West Colony
near Senior Secondary School. It has been
developed as a park by MCD. The photographs of
the site and the map are annexed as Annexure-IX
and IX(a).
Sewerage and Malba was found flowing into it. It is
proposed to be developed within a period of two
months, for which tenders have been invited for
16.06.2009. At present it contains only dirty water
as the neighboring area is surrounded by
settlement.
This water body falls within the land earmarked for
District Park and “Facility Centre”. The area of the
body has been shown as 1000sq. mtrs. At the time
of inspection the entire area of the park had been
leveled out. It was stated that a water body
admeasuring 1000 sq. mtrs. has been earmarked
in the plan and which would be developed at the
earliest. The photographs of the site and the map
are annexed as Annexure-X and X(a).

This is a water body where work is in progress. It is
relatively well developed and has a large green
area within it.
The water body is situated in an largr open
depression measuring 34027 sq. mtrs. Along
Wazirabad Road,Green Belt No.9. It was stated out
of the said totel area only an area of 13500 sq.
mtrs. Has been earmarked for developing a water
body .The committee after inspection is of the
opinion that in order to compensate the loss of the
adjoining water body area which has been allotted
for construction of jail, the area of the water body
needs to be increased to atleast half of the area
are under preparation. A sketch plan has been
submitted which is annexed as Annexure-XI and
XI(a).

The water body is next to the proposed a jail. It is a
very large area and part of it is being developed as
a water body and the remaining area will be
afforested. The area needs special care.
This water body is situated between Leprosy
Hospital and Sunder Nagri resettlement colony. An
area 1500 sq. mtrs. Has been earmark for
developing a water body out of the total area of
vacant land admeasuring 3.60 hectares (36000 sq.
mtrs.). It was stated that the site plan has been
prepared an approved on 17-01-2007.
This is a large water body. However, DDA had
missed the purpose of developing with a view to
enhance water collection. The design shown
provides a very small area for the water body and
the remaining area is been developed as a park
with a walk way and also having a parking area.

The committee observed that a full fledged
school was functioning from the said land .




Committee is of the view that atleast 3000
sq.mtrs. be carved out of the total area of
19000+9600=28600 sq.mtrs and be
earmarked for developing a water
harvesting body. DDA requested to
prepare a plan accordingly. The
photographs of the site and the map are
annexed as Annexure IV and IV (a).
The committee inspected the adjoining
areas to locate alternative sites for a
composite water body. The committee
observed that a large stretch of vacant land
including a park rightacross the
Karkardooma (b) site is available for
developing a proper harvesting water body.




The committee is of the view that one
composite water body he developed at
Khchripur (a) site admeasuring 5000 sq.
mtrs as the total land area avaliable at
Khichripur (a) site is 13500.
The committee observed that towards he
East side of the lake Lal Bahadur Shastri
Hospital end a Kacha bandh has been
constructed which was obstructing the flow
of lake water to the east end. Committee
on enquiry was informed that a portion of
other facilities. The committee is of the
opinion that the area of the lake should not
be reduced and he maintained as depicted
in the drawing approved by DDA inits
landscape plan of Sanjay Lake at

2): A Sr. Secondary school is being run by Delhi
Government on some vacan land which seemes to
be the area of water body. It is stated to be allotted
under 20 point programme of Delhi Govt.on vacant
land of water Body. Court Commissioner has
directed the Revenue officials that the demarcation
should be done by 6/01/2012.




The water body look after by the MCD(sulb&J.J.).

been removed by MCD. Development work should

The water body was developed by DDA as Lake
which now transferred to MCD (Slum & JJ). The
same is filled up with sewerage which is now slowly

no further encroachment takes place on the spot.
Further directions would be made only after the
demarcation is reported and the actual areais made
known to the committee . The DDA officials
indicated that they would revert back within 15 days
to the committee for further necessary steps in the
matter.

water body is same as it was on last visit. DDA
informed that the site has not been handed over to
them. It as land was stated to have been allotted
under 20 point programe. DDA and Revenue staff
were directed to provide the records so that further
course of action could be suggested.

by the BDO and a status report by DDA was
submitted.                                      The
records and discussions held in chamber meeting on
24.11.2010 and noting on status report indicates that
the physical possession was not handed over to
DDA. The records of BDO show that the land has
been allotted under 20 point programme to landless
persons.                             Since the land
was built up, therefore BDO and DDA were directed
to identify another land which could substitute the
present water body and he put to best use for
making a better environment. site. DDA agreed to

would have to be made to ensure that the
complexes recycled the water used by them and
which have to be diverted into this water body.

intimated to the committee so that further
inspections can be planed thereafter..

The position is same as was in the last visit. No work
has been done till date. Unfortunately there was
nobody present from the Revenue Department
(SDM) to controvert the position. Surprisingly their
absence inspite of notice was undesirable. The
committee has no option but to proceed further
without any positive result. The water body is
encroached upon. The position remains the same
since the time of last visit. The matter 4requires
immediate action of the higher authorities.

TSM is required for demarcation from higher
Authority to be provided by DC Revenue. Court
Commissioner has desired that the work to be done
by 15/01/2011.
Both DDA and Revenue staff were unable to identify
the site. As per the Revenue staff the Water Body
does not exists in revenue record. DDA had no

DDA acquired the area vide award no. 1/10-11. No

the land and develop the water body.

18.5.2011 at 10 A.M. SDM and BDO were directed
to remove the encroachment immediately and
transfer the same to the developing agency for

At site, the water body is having larger area having
clean water and is being fed from canal. A
forestation around the water body is required to be

bigha 4 biswa. DDA stated that tender has already

10-08 is to be developed as park by DDA. Plans be
submitted within 2 weeks.
A low lying area was found to exist in the area
adjoining Deep Vihar unauthorised colony (Pansali
Village) which seems to be around 10 acres and was
lying clean water. The DDA was directed to place
the site status if the land in question so that further
course of action could be suggested. The committee
feels that since many water body under DDA have
been destroyed, these water bodies would
effectively compensate for part of the loss. The
water bodies can be developed at the site with
minimum expenditure.
The work is n progress and would be completed

said khasra no. is a natural body and needs to be
protected and requested him to look into the same
and carry out necessary Drusti of records no action

question as such, demarcation was fixed for
16.5.2011 and report was directed to be submitted
to committee with two weeks of demarcation.

Court Committee.


Sewerage flows into the water body. MCD and DJB
were directed to divert the sewerage at the earliest.
A report was also directed. The committee within two
weeks as to how the MCD and DJB proposed to
direct the sewerage and how much time the same
would take.
Well developed water body having clean water.
However, encroachment was found in form of
ongoing construction of Mandir. BDO was directed to
get the same removed immediately and report back
to the committee.

As per statement by DDA staff, out of an area of 51-
8 that was awarded, an area of 44 bigha 9 biswa
only was handed over by Revenue staff.
Encroachment over an area of 5 bigha 19 biswa was
found to exist at site. The committee directed the
authorities i.e, DDA & Revenue staff to carry out
demarcation on 30.11.2010 at 11 A.M. The
authorities were directed to look into the aspect of
catchment of water, from road site and developing
water harvesting as well to know the actual status
area of water body & the status and situation of
encroachment. Further the revenue authorities were
also requested to indicate/intimate the steps initiated
for removal of encroachment.

This is a water body which is totally undeveloped
and filled with dirty water. The landscape plan has
been prepared. However, much planning is required
since multistoried residential quarters are being
proposed . Besides, sewerage treatment plan is also

water body.
This water body has been developed by the I&EC

of the water body is such that no water from outside
can enter it.




The said water bodies are not traceable. The
authorities sought time for its identification.
DDA informed that the land has till date not been
handed over to DDA by the Gaon Sabha, though it
was admitted that Notification under Section 22(1) of
DDA Act had been published. The DDA was directed
to sort out the matter and report back to the
committee about the said development within 15
days.
The area is next to mandir. Though none of the
authorities were aware of this water body. However,
the committee had searched/located the same from
the records, as submitted by the authorities before
the Hon'ble High Court from time to time. The DDA
staff along with their Revenue Department visited
the site along with the committee and it was found
that a boundary wall is constructed around the said
area and a fresh soil/mud was put inside the
boundary wall. The local people informed that there
used to be a pond within this boundary wall. A path
for morning walkers also found constructed. Efforts
can be made to dig the area inside the constructed
path where a beautiful water body can be
constructed. The other area/surroundings can be
constructed for the people in the vicnity to enjoy.
DDA officials assured the committee that they would
immediately take necessary steps in this regard and
report back to committee with positive results.

Khasra No. 30/26/2 (0-11), 27(1-1), 50/10 (4-16),
12(3-17), & 18(3-10) was not identified by DDA. It
was really strange to find that no one was present
from the office of SDM and BDO despite prior
communication about the visit of committee.
Accordingly, DDA was directed to identify the land
and report back within a week as re-visit of the area
was fixed fro 7.5.2011.
Encroachment exists over Khasra no. 30/26/2 in the
form of newly constructed houses, mandir and
Samadhi. Community Centre exists in Khasra no.
30/27 constructed by MCD. Authorities were directed
to submit report as how encroachment has been
allowed over the water body allowed over the water

None was present on Behalf of Revenue
Department. Despite prior information, Since, none
was present on belhalf of Revenue Deptt. exact
location could not be trace out. DDA was directed to
carry out demarcation and submmit report within two
weeks.
DDA stated that Lawrence scheme exists on spot as
per award. Demarcation was directed to be carried
out on 11.11.2011 by DDA in coordination with
revenue authorities. The scheme and entire
revenure recored be submitted within one week after
demarcation to the Court Committee. In complete
report submitted by DDA, no demarcation report has
been received till date.
