                         EMERGENCY PREPAREDNESS AND RESPONSE PLAN
                 (Required by Texas Minimum Standards for Child-Care Homes §747.5007)



Name, Address, and Telephone Number of Person to Provide Emergency Backup Care: Vaughn
Lusk, 114 E. 2nd St., Borger, TX 79007

                                                EVACUATION
           (Due to Fire, Flood or anything other reason we would need to leave the house in emergency)


Primary Route to Exit the Home (try to avoid hazardous areas such as furnace room, wooden
stairs, and take advantage of firewalls): From Daycare room: exit front door.

Secondary Route to Exit the Home: From Daycare room: exit room through kitchen door, go
through kitchen and out the back door.

Designated Safe Assembly Point Outside the Home: Across 2nd Street inside Mom’s fenced front
yard (201 Weatherly).

Method Used to Alert Provider of Emergency: Fire alarm (beep and verbal cues), anyone else in
the child care home should yell “fire”.

Method to Alert Children, Caregivers, and Household Members of Emergency: Fire alarm (beep
and verbal cues), anyone else in the child care home should yell “fire”.

Methods to Ensure Everyone is Evacuated (room searches, head counts): Kaci grabs daycare
book and attendance sheet on the way out. Count children as they exit the home and again
once assembled across the street. Check count against attendance sheet.

Methods to Alert Emergency Responders After Evacuation (who calls 911/how?): Kaci will call
911 via cell phone.

Methods to Alert Emergency Back-up Caregiver (how will her contact information be available
at the assembly point?): Contact information is in the daycare book and Kaci’s cell phone. If
needed, s/he will be contacted once we reach the safe area.

Methods to Ensure Everyone Arrived Safely at Assembly Point: Head count and attendance
matched to attendance sheet.

Methods to Ensure Children’s Safety and Supervision at Assembly Point ( who supervise children
while someone meets emergency responders; how will emergency supplies such as blankets,
medications, water, telephones, protection from rain/snow be readied and how will these
supplies be made available at the assembly point): Emergency supplies kept inside the house at
201 Weatherly and, if necessary, we can go inside for shelter from inclement weather. Kaci will
have cell phone and cordless house phone. Since we are across the street, emergency
personnel may speak with Kaci here, as she will be supervising the children.

Methods to Ensure Children’s and Caregiver’s Emergency Contact Information is Available After
Evacuation: Kaci will grab the daycare book upon exiting the child care home. Children’s forms
are kept in this book, including emergency pick up list and contact sources.

Contact Parents After Evacuation: Kaci will contact parents using cell phone and/or landline
located at 201 Weatherly.

 Ensure Children are Released Only to Parent or Designated Person: Authorized pick up list is
located in each child’s file in the daycare book. Children will be allowed to leave per customary
standards. If someone other than parents attempt to pick up child and are not known by Kaci,
the child will not be released without valid, proper photo id.


                                              SHELTER IN PLACE
              (Due to Tornado, Severe Storms, or for any other reason we would need to find shelter)


Designated Safe Location Within the Home: Upstairs Bedroom closet or Basement, depending
on the nature of the emergency

Route to Safe Location: Bedroom closet accessed by entering bedroom through kitchen or living
room. Basement accessed by ladder if necessary and ages of children permits.

Method to Alert Provider of Emergency: Emergency sirens in neighborhood will sound, someone
in child care home blows whistle located on the board near the fire drill/tornado drill log.

Method to Alert Children, Caregivers, and Household Members of Emergency: Blow whistle.

 Ensure Everyone is Moved to Safe Location (using daily attendance sheet, performing room
searches and head counts, etc): Kaci grabs daycare book and attendance sheet on the way
out. Count children as they exit the room and again once assembled in safe location.

Alert Emergency Responders After Arrival in Safe Location (who calls 911/how?): Kaci will use cell
phone or landline to call 911.

Methods to Ensure Everyone Arrived at Safe Location (using daily attendance sheet, performing

                                                 RELOCATION
               (Due to flooding, loss of utilities, or for any other reason we would need to relocate)


Designated Relocation Site Away from the Area of the Home: First Baptist Church, 1st &
Hedgecoke, Borger, TX

Method Used to Alert Provider of Emergency: Our area has emergency sirens, Kaci also
subscribes to the Emergency Alert System cell phone notifications.

Alert Children, Caregivers, and Household Members of Emergency: Blow whistle located on
emergency board.

Methods to Alert Emergency Back-up Caregiver (how and when will s/he be contacted). If it is
necessary to call emergency back-up caregiver, they will be contacted via the contact
information in the Daycare Notebook.

Method to Alert Relocation Site:         Call Roxanna or Cynthia in the church office and let them
know we are coming.

Method to Transport Children and Caregivers to Relocation Site (prior arrangements made for
emergency transportation resources, if necessary): Church van driver dispatched by church
secretary upon notification of need for emergency relocation. Children will be transported by
church van to fellowship hall area of First Baptist Church.

Method to Alert Extra Transportation Providers: Church van driver dispatched by church
secretary upon notification of need for emergency relocation.

Methods to Ensure Everyone is Moved to Relocation Site (using daily attendance record,
performing room searches and head counts): Kaci grabs daycare book and attendance sheet
on the way out. Count children as they exit the room and again once assembled in safe
location.

Primary Route to Relocation Site: West down 2nd Street, then left to southbound Hedgecoke to
First Baptist Church

Secondary Route to Relocation Site: Left to southbound Main Street and right to westbound 1st
Street to First Baptist Church

Count children as they enter and exit the van and again once assembled at Relocation Site.

 Methods to Ensure Children’s Safety and Supervision at Relocation Site: (who will supervise
children; how will emergency supplies such as blankets, medications, water, food, telephones be
readied and how will these supplies be made available at the relocation site): Kaci will supervise
children and emergency pack will be taken with necessary supplies. Kaci will have cellphone
and church telephone is located in the Fellowship Hall and Church Office.

Methods to Ensure Children’s and Caregiver’s Emergency Contact Information is Available After
Relocation: All emergency information is in the Daycare Notebook, which Kaci will grab on the
way out the door.

Methods to Contact Parents After Relocation: Kaci will use telephone to contact parents and/or
emergency contacts via information sheets in Daycare Notebook.

Methods to Ensure Children are Released Only to Parent or Designated Person: Designated

                                      INTRUDER WITH WEAPON

In this situation, Kaci will remove the children via the following responses if possible, immediately
hitting 911 on the landline phone and the cellphone via the emergency one-touch button. Kaci
will attempt to pacify and calm the intruder with plans to deescalate the situation. If necessary,
self-defense methods will be used.

Should the situation not be able to be quietly resolved and a hostage situation occur, Kaic will
do her best to remove the children from the location safely. All attempts will be made to work
with authorities for a pleasant outcome.

calmly remove children to the safest location possible.

searches and head counts, etc): Kaci grabs daycare book and attendance sheet on the way
out. Count children as they exit the room and again once assembled in safe location.

                                       MEDICAL EMERGENCIES

Staff will ensure the safety and supervision of children in care, will gather the children in the
playroom and help them to remain calm, and will follow procedures as necessary. Protocol will
be followed based on the parent instructions when they are contacted as well as the nature of
the injury.

                                COMMUNICABLE DISEASE OUTBREAK

Staff will isolate the ill person(s) from the rest of the children in care. Staff will ensure the safety
and supervision of children in care, will gather the children in the playroom and help them to
remain calm, and will follow above procedures as necessary including contacting the
appropriate authorities and the children’s parents.


In any situation staff will ALWAYS remember to pray and to PRAY:
      Protect the children.
      Reach authorities as quickly as possible.
      Always remain calm.
      Your first responsibility is to keep the children safe and move them to a safe location.
