					Funding for Norwegian overseas students in Higher Education
BACKGROUND

Government funding of students studying abroad
Norway is a non-EU country and therefore does not qualify for home fees paid by UK nationals
and students from the EU member states. Norwegian students therefore need to pay international
fees, except for children of EU citizens resident in Norway for a minimum of three years prior to
studying abroad.

The government provides interest free loans to all students as long as they are in full time study.
In order to receive an educational grant or loan for higher education abroad, the applicant must
already have achieved general study competence in Norway.

The government funding is administered by the Norwegian State Education Loan Fund

SUMMARY OF NEW FUNDING STRUCTURE

Recent changes to the government funding of Norwegian overseas students will be effective as of
academic year 2004/05. The main changes are:

   The present system of a tuition grant to selected subjects in selected institutions in fee-
    charging countries will be abolished.

   The tuition grant has been renamed tuition fee support and will be given as part loan and part
    grant to all students, regardless of subject, studying an approved course at Bachelor, Master
    or Study Abroad level.

   An additional loan to cover fees will also be introduced along with changes to the
    supplementary grant provision and PhD funding.

Please note! There will still be no funding available for lower degrees such as HNDs, British
BTEC and Foundation Degrees.


NEW FUNDING STRUCTURE DETAILS

Students from Norway studying abroad will continue to receive maintenance support of NOK
80000. New from 2004/05 is that the whole of the grant part of the maintenance support, totalling
40% of the total amount of support, will be paid out as a loan and converted into a grant when the
educational course is completed and passed.

Students abroad are also awarded travel support, made up of 70 % grant and 30 % loan. The
annual travel support for Norwegian students to the UK is currently NOK 4800.

All students who have to pay tuition fees, are eligible for tuition fee support (previously tuition
grant), which is now made up of part loan and part grant. The maximum annual amount given is
NOK 52320. For study abroad and master programmes the tuition fee support will be given as
70% grant and 30% loan. Bachelor studies will be eligible for 50% grant and 50 % loan.

            Students enrolled prior to 2004/05 on courses eligible for the former tuition grant will continue to
            receive the tuition grant (100% grant) for the duration of their degree. Students enrolled prior to
            2004/05 on courses not eligible for the former tuition grant will not receive the new tuition fee
            support, but will be given the opportunity to apply for the extra loan of up to NOK 50000 per year
            to cover tuition fees (see below).

            Students abroad will, in addition to the tuition fee support of maximum NOK 52320, be able to
            borrow up to NOK 50000 extra loan each academic year to cover tuition fees.

            The supplementary grant is a further award that is given to students accepted onto courses
            abroad that have particularly high tuition fees. The maximum supplementary grant is NOK 55320.
            Currently 25 UK institutions appear on the list, some of which have eligible courses at both
            postgraduate and undergraduate level, others only at the higher degree level. Tuition fees must
            be more than NOK 102320 for the supplementary grant to be awarded, and the applicant will only
            receive the amount that makes the difference between NOK 102320 and the actual course fee.
            The list of institutions and subjects for which students will be eligible for supplementary grant has
            been revised recently and the new, approved list is given below.

            A new measure introduced in the new funding structure is funding for PhD students. As of
            2004/05 PhD students can apply for a loan of up to NOK 102320, in addition to maintenance
            support. This amount will also apply to PhD students admitted to courses on the supplementary
            grant list. PhD students will however not be eligible for tuition fee support.
